PREFACE

The following report contains a record of the observations and conclusions reached in a study of an unusual problem of paint deterioration on housing projects in

Vancouverp British Columbiao

This study was carried out at the request of the Central Mortgage and Housing Corpora= tion and is an example of the research into the technical aspects of house construction which the Division of Building Research of the National Research Council looks forward to carrying out for the Corporationo

REPORT ON THE EXAMINATION OF PAINT ON THE EXTERIOR OF HOUSES

IN THE VANCOUVER AREA

(Prepared for the Central Mortgage and Housing Corporation)

The failure of exterior paints on wartime houses under the con= trol of the Central Mortgage and Housing Corporation has presented

a serious maintenance problem for several years o Blistering and

peeling of the paint has taken place within one year after its 。ーーャゥセ

cat Lon, This has occurred on houses of new c onst.ru etion and al so on

older houses that have been painted a second and third timeo tセ・

failure of the paint is not localized but rather it is country=wideo Some locations are worse than others but this is also true for ad=

jacent housesp the paint on one deteriorating sooner and to a greater

extent than the paint on the house next to ito

Robert Fo Leggetp Director of the Division of Building Researchp

National Research Councilp visited the sites of several wartime

houses in Vancouver while at the west coast in jオョ・セ 19480 From his

initial observations made at that timep methods were instituted

immediately upon his return to Ottawa for a thorough study of the pr-obLem, to ascertain the causes for the failure of the pal nt 0

A meeting was held on June 30th at the National Research Council which was attended by Dr. Ao Cambron and Dro Co Yo Hopkins of the

Division of Chemistryp Mr. 1 0 Eo Ashfield of the Central Mortgage m d

Housing Corporation and

Mr

o Leggetp Mro Wolochow and Mro Gibbons of

the Division of Building Researeho After discussion of the problem

at this meeting it was proposed that Dro hッーォセョウ and Mro Eo Vo Gibbons

visit the houses in the Vancouver area and meke a detailed survey of

their condition during the latter part of July0 As a result of such

a surveyp recommendations would then be made to prevent failure

upon repainting and inClude suggestions for new construction to pre= vent recurrence of the paint failureo

10 Examination of Houses in Vancouver and North Vancouver

Several housing projects under the control of the Central

Mortgage and Housing Corporation at Vancouver and Victoriap British

Columbiap were examined during the period July 19th to 27thp 19480

Peeling of exterior paint on wood siding had occurred on a conSiderable number of these houseso

Particular attention was paid

and 5 located in North Vancouvero

located on higher lanq and surface the houses in Projects 3 and 50

to houses known as Projects iエRーSセ

The houses in Projects 1 and 2 are drainage is better than it is for

together with a map or the area in North Vancouver

The period of construction and the period of painting the

No records are avaiJable of the date p weather and condition of the wood at the time of painting of any particular house or

group of houses 0 Information supplied indicates that the wood

siding was green at the time the first paint was appliedo During

the period of repainting some houses were wainted under unfavourable

weather conditions o However11 since the failure is prevalent on all

the wood siding houses in this area and since the greater number

were painted under favourable conditionsg this can only be considered

a secondary cause for failureo All painting operations are re=

ported to have been done by spray methodso

Construct!gn of Houses in North Vancouver

The units are one or one=and=a-half storey and are of wood

」ッョウエイオ」エゥッョセ set on concrete posts without basementso A damp course of an asphaltic roofing paper separates the concrete posts from the 8- by 8-inch wooden posts supporting the

8- by 8-inch wooden sills that carry the floor joistso Some are

finished with wood ウィゥョァャ・ウセ others with plain cedar sidingo

Most of the houses are roofed with wood ウィゥョァャ・ウセ The wall

s.tructure consists of gyproc キ。QQ「ッ。イ、セ 2= by 4-inch studs

spaced 16 inches on 」・ョエイ・セ she athingp moisture=resistant

sheathing ー。ー・イセ siding or shingleso There is no insulation in

the wall space0 T he ceilings are insulated by p aper-c-b acked ,

one-inch rock-wool 「。エエウセ laid paper side down between the joistso

There were no attic louvres in the houses inspectedo

The space below the floor is enclosed by boards which ex=

tend to and touch the groundo All the houses have eaves troughs

and the downspouts discharge on the ground close to the boards o

The crawl space is ventilated by means of セwP very small screened

ventilatorso Two additional カ・ョエゥャ。エッイウセ 8 by 14 inches have

been installed since 1946 in most of the houses 0

Condition at the Time of Ins,Eection = JulyS! 1948

The typical dwelling showed very severe peeling of paint on

the east ウゥ、・セ moderate damage on the north side and a lesser

amount on the south and west sideso The east side shows the

greatest damage in practically all caseso

Peeling is confined to the paint on wood s Ld.l.ng , There is

little or no peeling on the shingled wal Ls,

The peeling is mainly in large ウエイゥーウセ eC6c 4= by 12=inches J

indicating loss of adhesion due to underlyinr muisture There is

evidence of earlier moisture blistering and this is confirmed by

persons who セ。、 previously noted large blisters on the paint

co atLng ,

The damage is not located on any particular area of the side=

wallo In some cases it is on the lower port of the wallp in others

it is on the upp erv-ha Lf', The portion cLo.ie t.o the projecting

eaves usually shows less damage than the イ・ュ。ゥセゥGァ areao

Rain had fallen on the 17th of July, out dry weat.her- pre=

vailed from that date unt i1 26th of July,.1ll€. wood was dry

(10 to 12 per cent moisture) in most pLac e a , (Jut so.ne wet s.ot.s

All of the houses in the block bounded by Roosevelt and

Churchill Streetsp and Vance and Fell Avenues in North Vancouver

were care fUlly examined and the tenants U remarks not ed with

regard to unusual dampness 0 The number of occupants and the

many of the blocks in Pro jects 3 and 50

is passing through the walls and condensing on the back of the

sidingp periodic checks should be made during the winter months when

This is a cottage with wide cedar siding and the earth

well up around the bottom boardso The paint on the east and

north walls is in fair condi t ion and the south and west walls

are somewhat better o

This house has cedar shingled walls and the paint is in

good conditiono Occupants have purchased this place and are

putting in a concrete foundationo Thev have not been troubled

by 、キューョ・ウウセ but there is evidence of dry rot in the crawl space timbero

Noo 870 = 15th Street

This house has been purchased by the tenanto The earth

is banked up around the bottom boards,

This house was repainted in 1945 during rainy weatherp and

the paint peeled wi thin two months" The tenant repainted the

peeled spots but this paint came off the following springv

The following houses were examined on the day following a

driving rain from the eastセ

No o 553 = East 5th Streetp North Vancouver

This house is located in Project lp on high sloping groundo

It has a wood shingled root and narrow cedar sidingo Peeling

had occurred extensively on the east side and to a lesser degree

on the remaining ・クセッウオイ・ウッ Moisture readings obtained at this

time on the east wall Varied from 16 per cent to 20 per cento Pieces of the siding were removed from the east wall and beads

of condensed moisture covered the exposed sheathing paperc

Examination of the sheathing paper indicated that it was not a

complete vapour barriero The moisture content of the wood

sheathing was found to be 14 per cento The same condition of

moisture on the sheathing paper was observed at another location on this wallo Examination of the north wall showed a セッゥウエオイ・

content in the siding of 14 per cento The sheathing paper was

damp but there were no beads of moistureo The wood sheathing

contained 12 per cent moistureo

Noo 547 = East 5th Street

This house has wood shingled sidingp and the paint 1s in

This house 1s across the street from the two houses just

descrlbedo It has an asphalt shingled roof and narrow cedar

sidingo At the time of our observationsp this house had been

stripped of the siding below the floor line in preparation for

a concrete foundationo Similar paint and moisture conditions

existed at this houseo The east wall siding contmned 22 per

cent moisturep the north wall 10 per 」・ョエセ the west wall 12 per

」・ョエセ and the south wall 12 per cento

Condensation was present on the east wall sheathing paper

when the si(;ing was r-emoved, but was not present on any of the

remaining wallso It was observed that where a good paint seal

existed between pieces of sidingp less moisture was present 9n

the ウィ・セエィゥョァ papero

A photograph was taken of this foundation to illustrate how badly one of the 8= by 8=inch supporting posts had rottedo

A down pipe from the eave discharges close by and the キ。エ・セ runs

under the houseo

be 22 per cento The sheathing paper was very damp but did not

The east wall on this house was sheltered by trees from

This house was built in 1946 on a concrete foundat Ion, 'Ihe

exterior walls are finished with industrial sidingo The tenants

complained of dffiupness during the winter months 0 To improve エセ・

Five houses of the Central Mortgage and Housing Corporation

located at 14009 1401, 1415, 1425 and 1435 Jolicoeur Avenue in

Montreal were examined on July l7tho These houses were painted

by spraying with one coat of the Abbott Company IS No. 188 paint

The houses are wood frame construction9 set on concrete

foundations 0 A full basement has been provided but no concrete

floors have been placed in them0 Three of the houses are

finished with narrow cedar siding and the other two are finished with wood shingle s Ld Lng , The houses are type hセQU

and H=16o The attics in all of the houses are vented in the

gable endso

The houses were painted during the period June 22=290 The

condi tion of the paint on the wood shingle d houses was very goo d

while the paint on the cedar siding houses was pocr-, 'I'her e were

numer-ous bl isters and breaks on walls of the house with cedar

siding0 This may be due to improper preparation before painting

(by not removing all loose p af.rrt ) , Adhesion of the paint was

opinion on weathering properties 0 It is suggested that the

where wet spots (24 per cent moisture) were present in the

sheathing, or gyproc wall board was f'o und , It has been ascertained

that the bUilding papers are suitable for the use that has been

made of them9 although some are more resistant to the transfer

Samples of the paint coating were taken from two houses

in North Vancouvero On 。ョ。ャケウゥウセ the pigments were found to

consist of a lead=zinc-inert mixture but the content of inert ingredients was higher than is usually considered de-sirable in a first grade painto

As these houses had been painted エキゥ」・セ the samples taken

of the coating represented the sum of the constituents of tWJ

different paintso There was no record available of the source

of these paint.s or of any previous inspection or ar&ysiso

Accordingl" no advantage was seen in foDbwing up the matter of

composition of paints already usedo It may be saidp ィッセ・カ・イY

that a higher quality pigment mixture would be desirable for use under the adverse conditions prevailing in this area o

The paint coatings examined had been applied by spray and

were reasonably unifor.m and smootho Some runs and sags were

ohserved p these are difficult to avoid entirely in spraying ell :'.int0

The thickness of the coatings was measured and found to

be greater than normalo Sample 9995 was 13 mils thick and

sample 9996 was 9 mils thicko Normal dry film thickness is

about 2 mils per single coato A coating 13 mils thick is

considerably 。セカ・ the optimum for satisfactory serviceo

Mildew

Many of the houses showed a patchy discoloration over large areas of the exterior walls Which is suspected to be the result of mildew (fungus growth) 'on or underneath the paint

filmo Mildew is a common trouble on exterior painted surfaces

in very damp climateso It is objectionablep not only because

of the appearance9 but 「セ」。オウ・ it may cause cracking or peeling

of the painto cッョウゥ、・イ。エセッョ shoQld be given to methods of

mildew prevention when formulating paints for this regiono 50 Summary and IO':'£.1'!!;.;.endations

The basic cause of peeling in this case is jUdged to have been the presence of large quantities of moisture under the sidine sometime after paintingo

rain through the joints in the sidingo This probably acqounts

for the severest peeling on the セ。ウエ sides> which is said to be

subject to the prevailing windso

While anyone of these sources of moisture might be

in-sufficient to cause the damage ッ「ウ・イカ・、セ the accumulated

moisture from all sources is believed to be responsibleo

A secondary cause is probably the application of the paint

on damp siding in wet weathero Various persons stated that

painting had been done under such unfavourable condition on these Projects0 '

In some cases examineds> the paint coating was fcund to exceed the thickness usually recommendedo

In order to overcome the difficulty of paint peeling on existing housess> the following alternatives are possibleg

(a) Cover the side walls with shingles and treat with

stain or painto

(b) Remove the siding Sld replace by rough siding;

treat with staino

(c) Correct conditions leading to moisture accumulation

(as far as possible) and repaint while dryo

If alternative (c) is chosens> the following recommendations are
