CONCEPT

The European University Institute of the Sea of Brest is hosting a Summer School on the Governance of Socio-Ecological Systems (SES), which is a rapidly emerging issue in many environment related dis- ciplines and especially sustainability science. The GOSES Summer School is organized jointly by the CNRS (French National Research Council) and SENSE (Netherlands Research School for Socio-Eco- nomic and Natural Sciences of the Environment).

The GOSES Summer School is designed not only for doctoral students, but also for post-docs and faculty members, who wish to further explore the governance of socio-ecological systems, discuss cutting-edge research with peers and established scholars alike, and develop specific skills such as presenting and discussing research, co-writing papers, modeling socio-ecological systems and performing fieldwork.

This edition aims at bringing together scholars who work on socio-ecological systems and are interested in its governance at different levels, from local to regional to global, and from different perspectives, including ecology, biology, agronomy, geography, planning, management, economics, anthropology, soci- ology, political science, international relations and the emerging discipline of sustainability science. The specific focus of this edition will be the land-ocean continuum: coastal zones, river deltas, islands and wetlands.

The program of the GOSES Summer School will feature not only in situ observation of the socio-ecological system of the Iroise marine natural park, where the land-water continuum is prominent and where local stakeholders are actively engaged in dealing with green-blue infrastructure. Based on their observations, participants will also attempt to perform participatory research on the sustainability of this socio-ecologi- cal system with the support of local scholars, practitioners and citizens.

The course will take place in an environment that favors mutual learning, exchange and conviviality, sur- rounded by the beautiful landscape of Brittany. The GOSES Summer School is composed of three mod- ules, one fieldtrip and one final conference. The specific topics of each module are the following:

1. Understanding socio-ecological systems;

2. Conceptualizing SES governance systems;

3. Analyzing decision-making processes and SES collective action.

Each module lasts a full day and is composed of two sessions:

 Morning session: interactive lectures;

 Afternoon session: parallel workshops:

A. Research seminars;

B. Science-policy lab;

C. Methods lab.

Each participant is expected to attend the morning lectures, as well as present and discuss his or her research in the afternoon workshops. The fourth day will be dedicated to a fieldtrip and to participatory research. The last day will be devoted to the final conference, which is aimed at wrapping up lessons learned from the GOSES Summer School, identifying the cutting edge of research on the governance of socio-ecological systems and discussing the way forward.

Socio-ecological systems

There is a large number of scholars that are currently work- ing on socio-ecological systems. The analysis of the govern- ance of socio-ecological systems is frequently problematic.

The GOSES Summer School aims at addressing this emerg- ing challenge. The Summer School is expected to appeal to those researchers who focus on local, regional and global environmental governance, and those who come from struc- turalist and rationalist scholarly traditions, as well as con-

structivist and critical ones. This Summer School will be an opportunity for much needed cross-fertilization among scholars employing different approaches.

Levels of governance

Concerning the level of governance, we expect most participants to be primarily interested in the local or regional level with regard to specific resources or sectors, but the research of those looking at the planet as a socio-ecological system itself could also provide interesting perspectives.

Facilities

The GOSES Summer School is hosted by the European University Institute of the Sea of Brest at the Eco- Hotel “Le Château de Sable”, which is a beautiful, cutting-edge venue (www.lechateaudesablehotel.fr). It will start on Sunday 2 July in the early afternoon and finish on Friday 7 July 2017 in the late morning. It is planned so to allow most participants to arrive and leave Brest on the same day.

PROGRAM Modules

Three modules in the morning – four hours each with a coffee break for each module:

1. Understanding socio-ecological systems;

2. Conceptualizing the governance of socio-eco- logical systems;

3. Analyzing decision-making processes and col- lective action in socio-ecological systems.

Workshops

Three types of workshops in the afternoon facilitated by established scholars and young researchers – three hours each:

A. Research seminars: presentation of the partici- pants’ research projects to small groups and dis- cussion led by a scholar;

B. Science-policy lab: initiation to the co-writing of inter- disciplinary papers or policy documents;

C. Methods lab: initiation to qualitative and quantita- tive methods applied to socio-ecological systems, including modelling.

Fieldtrip

Participation in a fieldtrip to the Iroise marine natural park, which is a beautiful socio-ecological system nearby and performance of participatory research on the governance of this socio-ecological system with the support of local scholars, practitioners and citizens. Based on the out- comes of this fieldtrip, a research paper will be drafted jointly by interested participants and leading faculty with the aim of submitting it to peer reviewed scholarly journals such as Environment & Society andNatures Sciences So- ciétés for publication.

Conference

Participation in a final conference on the governance of so- cio-ecological systems, which is aimed at wrapping up les- sons learned from the GOSES Summer School, at identifying the cutting edge of research on the governance of socio-eco- logical systems and at discussing the way forward. A high level guest practitioner will deliver a keynote presentation.

PRACTICAL INFORMATION FOR STUDENTS PRE-DOCS, PHDS AND POST-DOCS

Inscriptions

If you are interested in attending, you must inscribe yourself as soon as possible. Inscriptions will open on 4 May 2017 and are on a first- come first-serve basis. The deadline for inscriptions is 1st June 2017

(early bird: 15 May 2017), but inscriptions may be closed at an earlier date if full capacity is met. In this case, a waiting list will be created. We expect the program to fill quickly. Your enrolment will be confirmed upon receipt of your payment. Those who have already pre-registered please notice that you need to go through the inscription process and submit your payment in order for your participation to be confirmed.

Deadline: 1st June 2017

Organizers reserve the right to refuse the enrolment of prospective participants if they do not qualify as predocs, doctoral candidates, postdocs or young scholars, if their payment is missing or in case of dishonest behavior.

Fees

The tuition fee covers all standard costs related to the GOSES Summer School, except travel and accom- modation. Those submitting their inscription before 15 May 2017 will pay a reduced tuition. Each partic- ipant is responsible for his or her own travel to Brest. The organizers found a convenient accommodation solution near the venue at a student friendly price. All participants are of course most welcome to join in, but participants are free to find their own accommodation elsewhere, if they prefer. Local transportation, the fieldtrip, coffee breaks, lunches, planned drinks and three dinners are free of charge for all enrolled participants. The tuition fee and accommodation package needs to be paid in advance.

Scholarships

Unfortunately, the organizers are not in a position to offer scholarships to attend the GOSES Summer School other than the ones indicated below in French, which are only for CNRS staff members or members of the French Network of LTER Sites. However, funding opportunities may be available from your univer- sity, government, as well as a host of private organizations, foundations and generous individuals. The organizers strive to maintain costs at an affordable level and ensure the highest value-for-money possible.

PERSONNEL DU CNRS ET MEMBRES DU RESEAU DES ZONES ATELIERS

Ce programme fait partie de l’action nationale de formation (ANF) du CNRS sur « Les socio-écosystèmes sous l’angle du politique : pour une dissection du concept de gouvernance ». Dans ce cadre, jusqu’à 10 personnels du CNRS et 5 membres d’UMR bénéficient d’une bourse qui couvre les frais d’inscription, l’hébergement et les repas. Malheureusement, l’ANF ne couvre pas les frais de déplacement des bour- siers. Cette initiative rentre aussi dans le cadre du réseau des Zones ateliers. Grace à ce soutien, jusqu’à 10 membres du réseau des Zones ateliers pourront bénéficier d’une bourse qui couvre aussi les frais de transport dans la limite du financement disponible. La langue de travail pour cet atelier international sera l’anglais.

Si vous êtes intéressé à participer, vous devez vous inscrire dès que possible. Les inscriptions ouvriront le 3 mai 2017 et suivront le principe du premier arrivé, premier servi, à condition que vous soyez effecti- vement personnel du CNRS et/ou membre du réseau des Zones ateliers. La date limite pour les inscrip- tions est le 15 mai 2017, mais elles peuvent être fermées à l’avance si le nombre maximum de partici- pants a été atteint. Ceux qui se sont déjà préenregistrés doivent s’inscrire et leur inscription doit être confirmée par les organisateurs pour pouvoir participer. Les inscriptions du personnel du CNRS et des membres du réseau des Zones ateliers s’effectuent uniquement par le biais du lien suivant. Aucun paie- ment ne sera demandé aux personnels du CNRS aux membres d’UMR dans la limite des places dispo- nibles :

Getting there

By air The best connected airport is Brest Bre- tagne (BES), which is only 40 minutes away by public transportation from the city center. It has direct flights from Paris, Lyon, Montpellier and several other cities. Concerning other airports in the vicinity, there are also the Rennes Saint- Jacques and Nantes Atlantique airports. They have direct flights also from Amsterdam.

By rail There are direct high speed (TGV) trains to Paris, which is 4:30 hours away, and regular trains to Rennes, Quimper and Saint-Brieuc.

By car Brest is located at the end of the N165- E60 (Nantes-Brest) motorway. It is situated at about 580 km from Paris (7 hours) and 1,000 km from Amsterdam (11 hours).

If you are considering carpooling, the organizing team will be happy to put you in contact with other prospective participants from the same area. Of course, other common carpooling services may also be available.

Visa support

Once enrolment is confirmed, the organizers of the GOSES Summer School can issue letters for visa support upon request, but the responsibility for obtaining visas and all other documents necessary for traveling to France rests solely with the participants. The organizers decline any responsibility in this re- gard.

Refund policy

If, for any reason, you enroll in the GOSES Summer School and change your mind or you cannot make it, please let us know as soon as possible. Any cancellation received by 1st June 2017 will result in the full refund of your tuition and accommodation fees at no cost except banking fees or differences in bank exchange rates. For cancellations received between 1st and 15 June 2017, we will be in a position to refund only accommodation fees. The organizing team is not in a position to make refunds for cancella- tions received on or after 15 June 2017.

ECTS credits

A certificate will be delivered at the end of the GOSES Summer School. Together with the program, this can normally be used to obtain 1 to 2 ECTS credits from your university. We estimate that our program corresponds to at least 40 hours of work. Please consult the international relations office of your univer- sity for more information regarding specific procedures.

ORGANIZERS

French Network of LTER Sites

LTER (Long Term Ecological Research) Sites (in French: Zones Ateliers) focus on a func- tional unit (a river and its watershed, landscapes – agricultural or urban – and biodiver- sity, from Antarctica to sub-Saharan Africa, as well as coastal zones and other environ- ments) and developed a specific scientific approach based on in situ observation and experimentation for long periods of multidisciplinary research. A LTER Site is usually a network of smaller sites.

Ecosystems (marine, mountain, agricultural, river, etc.) are at the center of LTER Sites and are observed, analyzed and object of experimentation in their relationship with human practices on these environments, but also ecological functionality such as, for example, ecosystem services. They are directly in touch with the various actors on the ground and all that concerns the questions emanating from the world of man- agers, politicians and associations.

Understanding these interactions involves a multidisciplinary approach including, in particular, the natu- ral, life, engineering and social sciences, as well as humanities, with the aim of answering a specific place based question that can be developed in interaction with managers.

There currently are 13 LTER Sites in France. They offer a variety of contrasting and complementary situ- ations from the point of view of the social-environmental systems.

ZAs are organized at the national network level, the Network of Zones Ateliers, It allows to study, at the time and space scales often nested and in different territories, the complexes of relations between hu- man activities and ecosystem functioning.

The French Network of LTER Sites is a member of LTER Europe and ILTER.

Zone Atelier Brest Iroise

In May 2012, the ZABRI was recognized by the INEE (Institute of Ecology and Environment) of the French National Research Council (CNRS). It in- cludes both the city of Brest and the bay that surrounds it, part of which constitutes the Iroise marine natural park. It is coordinated by two labora- tories of the European Institute for Marine Studies (IUEM) – LETG Brest - GEOMER and LEMAR – and brings together several local laboratories doing research on four major topics concerning the coast:

• Vulnerability to coastal hazards;

• Land-sea transfers and their consequences for socio-ecological systems;

• Conservation of biodiversity and land-use management;

• Relations between sciences and society.

Its objective is to improve our understanding of the functioning and evolution of coastal social-ecological systems in a changing environment and within a perspective of integrated management, by favoring an interdisciplinary and intersectoral approach along the land-ocean continuum. Within the French Network of LTER Sites, LTER Europe and ILTER, it aims at stimulating the “S” (social) component of LT(S)ER.

Research School for Socio-Economic and Natural Sciences of the Environment

The Research School for Socio-Economic and Natural Sciences of the Environment (SENSE) provides a disciplinary and multidisciplinary research program aimed at advanced understanding of environmental problems and advanced training of PhD students in this field.

Established in 1994, SENSE has developed into a consortium of outstanding environmen- tal research groups from eleven Dutch universities and institutes, covering a broad range of environmental disciplines, with contributions from the natural sciences (such as chem- istry, biology, earth sciences, hydrology, environmental technology) and the socio-economic sciences (such as economics, sociology, political sciences, law).

SENSE was formally accredited by the Royal Netherlands Academy of Arts and Sciences (KNAW) for the period 1997– 2001 and was subsequently re-accredited in 2002 and 2008. SENSE serves a total of 250 staff members and more than 600 PhD students.

The scientific mission of the SENSE Research School is to develop and promote an integrated under- standing of environmental change in terms of mechanisms that cause it and the consequences that result from it.

To fulfil this mission, the combined programs of research and education within SENSE are aimed at the development and further improvement of scientific concepts and methods that are required for an effec- tive disciplinary and multidisciplinary understanding of environmental change.

Research and education in SENSE are dedicated to developing high quality scientific results that may be applied to practically and critically inform sustainable environmental governance and decision-making.

The four core themes each encompass specifically focused research clusters to adequately reflect the main research efforts of SENSE with regard to environmental changes:

1. Environmental contaminants and nutrients;

2. Environmental change and ecosystem dynamics;

3. Global environmental change;

4. Sustainable development and social change: actors, institutions and governance.

SENSE has been providing invaluable support to the Summer School of Sustainability in Reims since 2014 in terms of overall guidance and communication tools. It kindly makes the participation of three lecturers possible.
