The Economic Commission for Africa,
Reaffirming its conviction that the active participation of all African countries and territories in the work of the Commission is an
essential condition for the achievement of the Commission's objectives,
Considering that Economic and Social Council resolution 974(XXXVl)
expelled Portugal and suspended South Africa from membership of the Eoonomic Commission for Africa,
Hoting, therefore, that there are no valid legal arguments against the participation of Angola, Mozambique, so-called Portuguese Guinea and South West Africa in the work of the Commission,
Welcoming General Assembly resolution 2145(XXl), deciding "that
henoeforth South West Africa comes under the direct responsibility ofthe United Nations",
Having noted the report of the Executive Secretary (E/CN»14/38O and Add.l) on measures taken in pursuance of resolution 94(VT)j
Recommends that the Organization of African Unity, in accordance with such criteria as it may find appropriate, at the appropriate level, determine the conditions under which the peoples of the countries oon*
cerned will be represented and shall so inform the Executive Secretary,
