Synoptic table of Becent Surveys of African Agriculture

A great deal of agricultural statistics in Africa have "been collected in a haphasard manner using subjective methods of estimation; "but recently scientific methods of collecting, agricultural data involving the use of sampling methods and objective methods of measurement have been intoiduced in many countries of the region., However the surveys conducted have been of limited scope and coverages often carried out region by region without

covering the whole country in a single year. Hence the information

available is still limited in determining the general agricultural activiti es and in particular the changes taking place in the traditional sector of

agriculture.

These limitations are mainly due to the lack of the resources and qualified of staff in many African countries necessary to carry out large scale surveys and to the practical difficulties associated with the

collection of agricultural data under the conditions of peasant agriculture.

The table presented below gives some indications on the sample surveys conducted in Africa since I960? the nature and scope of the data collected and the coverage of the surveys. No consideration has been given to other general, activities for providing agricultural statistics. For instance no mention is made of the annual censuses conducted in the improved sector of agricultures nor other socio-economic surveys that are a source of

agricultural data in many African countries.

A great number of countries of tho region are. engaged in preparing

national plans for conducting country—wide agricultural censuses around

1970. No mention of this activity has been made in the present review*

Availability of Demographic data in Africa

Table Z shows for the different countries of Africa the type of data available in published volumes >rhich are available in the secretariat, The topics selected do not include all those covered in demographic

enquiries but they include the most important ones. The table shows clearly the gaps for each country. It will be realised that for Ethiopia and

Somalia the data shorn as available are all estimates. This is because

there have not so fax* been any comprehenaiV3 nationwide demographic

enquiries covering these countries. These i.re of course data on some of

the topics for certain parts of the country but since these are not national

figures they have not been shewn here.

Synoptic table on educational statistics in Africa

Almost all African countries publish statistics on their schools.

The four chief items mentioned in these publications are:

The number of scholastic institutions5 The number of pupils or students enrolled^

The number of teaching staff;

Examination results.

Complete statistics in the form of overall totals are available for the first three items with regard to education at the first and second levels; if details are desired, only few countries publish exact figures.

The third level is not dealt with in many publications, as most higher-level African staff are trained abroad.

The crosses in the table indicate which countries publish statistics

on the subjects quoted in the column headings. However, it is to be noted

that this table has been prepared from national and international statistical

publications available in the Commission.

(Appendix i). The Pattern African Transport Conference which was held

in Addis Ababa in 1962 also ua&e recommendations regarding the

The main areas of transport statistics published by the Governments in the Statistical Bulletin are as followss-

Air Transport (Appendix II)

Data relating to Air Transport are collected and published by the International Civil Aviation Organisation (ICAO).

There is a great deal of uniformity in the published data by this Organisation, but separate information regarding excess baggage for the scheduled flights and non-revenue aircraft hours for the non- scheduled flights is not available for several of the airlines.

Unfortunately3 the data published in the Statistical Bulletins are minimal„

International Sea-Borno Shipping (Appendix III)

The lack of uniformity in the published data is most striking in this field, the main defects relate to statistics on coastwise shipping and the number and tonage of vessels cleared in international traffic.

Railways (Appendix IV)

The availability of data differs substantially from country to country. In some instances the information is very detailed, including the accounts of the railways-, while in others only fragmentary

information is published,,

Road Transport (Appendix V)

The published data in this field are also quite varied. As can be seen from the Appendix several countries do not publish statistics

of the motor vehicles in use although this information is available.

It is recognised chat transport statistics represent only a small part of the data which are published in the Statistical Bulletin,, It is also acknowledged that it may be quite expensive to publish detailed information on this subject and that the

oollection of this data might delay the publication of the Bulletin.

However, it can be seen that the lack of uniformity and details

would, to a certain extent, detract from the usefulness of the Bulletin.

Conference Paper No. S/CN.I4/CAS.5/5 suggests that a Working

Group should bo convened to discuss this subject.*

The attached table indicates, for the majority of the African countries, the main types of data available on foreign trade statistics.

Title of the publication. It is also been stated when these are mechanical data processing returns. The latter are usually available well before the printed publications and are sometimes the only source of information on detailed foreign trade statistics.

Nomenclature. Two types of nomenclature are used by African countries at the present. The Brussels Tarriff Nomenclature (BTN) prepared "by the Customs Co—operation Council and the Standard International Trade Classification

(SITC) prepared by the Statistical Office of the United Nations (Statistical Papers, Series K, No. 34, New York, 1961).

The fact that some African countries publish foreign trade statistics according to the SITC does not always mean that the nomenclature is used as the tarriff classification, but that the countries themselves make the transposition between their figures prepared on the basis of a national nomenclature and the international nomenclature!

Information available in the publication

Most countries using the Brussels nomenclature prepare their foreign trade statistics to six figures, according to this nomenclature. However, countries using the SITC prepare their statistics either to five figures or sometimes in greater detail.

The commonest presentation is the so-called product/country system.

Some publications also provide a country/products presentation. Finally,

certain publications show rearrangements of products, with or without a

geographical breakdown, such as statistics by SITC section or imports by

end use.

Trade by country

Some countries show their total imports and exports in the same

publication, broken down by country or origin or destination. This is mostly • a rearrangement of more detailed information intended to give'a rapid' ' *

account of the trade balance by country or monetary zone.

Last annual publication received by ECA

In most cases this is the publication for 1966 or 1965* and it is to

be emphasized that mechanical data processing returns are the first to

reach the Commission, as it usually takes rather a long time for the

publications to be printed.
