• The working party agreed generally that the proposed amend- ment of the draft resolution appeared to be desirable in principle.
Considerable difficulty was, however, experienced in endeavouring to arrive at a formula acceptable to all members of the working party, Eventually, it was agreed to recommend to the committee that it consider the deletion of the concluding paragraph of the resolution as drafted bу the Interim Commission and the substitution therefor of the following
"Such of the staff of the Interim Commission as may be required shall be transferred to the Organization, Immediately upon transfer, such staff members shall be subject to the Staff Regulations and Staff Rules of the Organization,- in the application of which, periods

of service with the Interim Commission shall count as periods of service with the Organization. Subject to policies to be approved by the Executive Board, staff members trans--
ferred to the Organization shall be eligible to receive such allowances (including installation grant, expatriation
! allowance, and transportation of household goods) as may.
be approved for staff members of the Organization, to the
• extent that they have not yet received such allowances from the Interim Commission. Every members of the staff not transferred to the Organization shall be given reason- able notice of not less than one month or a suitable in- demnity in lieu thereof."
In considering the matter, the working party noted that the expenditure involved, should the allowances be granted, would amount to approximately $ 25,000.
• • At the suggestion of the Secretariat, the working party also gave consideration to the first portion of the draft resolution which had been redrafted by the Secretariat at the request of the
committee on 12 July. The working party found itself in agreement with this portion of the draft as prepared by the Secretariat, so
that the whole.draft resolution as amended would read as follows, subject to such further amendment, if any, which the committee might wish to malee : -
"By virtue of Article 11 of the Arrangement signed at New York on 22 July 1%6, the World Health Assembly resolves as follows:
"Effective as of the date on which the Executive Board of the Worl.d Health Organization is constituted, the Governing Body of the Interim Commission, composed of persons designated by the eighteen States specified in Article 1 of the Arrangement, shall cease to exist;
"Thereupon, the Executive Board of the World Health Organization shall act as Governing Body of the Interim Commission, which shall continue to exist and function as a legal entity until 31 August 1948 at midnight, at which date and time it shall cease to existj
"Whereupon the property, records, assets, liabilities, responsibilities, and obligations of, and all rights and interests pertaining to, the Interim Commission, by whomever held or wherever situated, shall be trans- ferred to the Organization,
"Such of the staff of the Interim Commission as may be required shall be transferred to the Organization. Imme- diately upon transfer, such staff members shall be subject tô the Staff Regulations and Staff Rules of the Organization, in the application of which,- periods of service with the Interim Commission shall count a* periods of service with the Organization. Subject to policies to be approved by the. Executive Board, staff members transferred to the Organization shall be eligible to receive such allowances (including installation grant, expatriation allowance and transportation of household goods) as may be approved for staff members of the Organization, to the extent that they have not yet received such allowances from the
Interim Commission. Every member of the staff not trans- ferred to the Organization shall be given reasonable .notice of not less than one month or a suitable indemnity in lieu thereof," .
