ACTION PROGRAMME ON E S S E N T I A L DRUGS AND VACCINES The Executive B o a r d ,
Having reviewed the report of the Ad Hoc Committee on Drug Policies on the A c t i o n Programme on Essential Drugs and Vaccines;
Noting the progress m a d e in implementing the Programme in 1982 and 1983 in a c c o r d a n c e with the plan of action endorsed by the Thirty-fifth World Health Assembly in r e s o l u t i o n W H A 3 5 . 2 7 ;
!• THANKS the Ad Hoc Committee for its w o r k ;
2, ENDORSES the report of the Ad Hoc C o m m i t t e e , subject to the 1 s deliberations;
3.»,. RECOMMENDS to Che Thirty-seventh World Health A s s e m b l y the a d o p t i o n of the following resolution:
The Thirty-seventh World Health A s e m b l y ,
Recalling previous resolutions of the Health Assembly on this m a t t e r , and in particular resolution W H A 3 5 . 2 7 , in which the m a i n lines of the A c t i o n P r o g r a m m e on Essential Drugs for the coming years and the plan of action for 1982 and 1983 w e r e e n d o r s e d , subject to the Health A s s e m b l y ' s deliberations;
Having reviewed the Executive 丨 s report on the Programme;
Satisfied that the Programme is m a k i n g progress along the lines e n d o r s e d by the Thirty-fifth World Health Assembly;
Noting with satisfaction that M e m b e r S t a t e s , d e v e l o p m e n t a g e n c i e s , the p h a r m a - ceutical industry and a number of o t h e r partners are increasingly r e s p o n d i n g to the challenge of the Programme;
W e l c o m i n g in particular the close c o l l a b o r a t i o n between W H O and the United Nations Children's Fund in carrying out the Programme;
Recognizing at the same time that a n u m b e r of m a j o r issues r e m a i n to be resolved;
1 . E N D O R S E S the Executive Board 1 s report;
2 . URGES M e m b e r States:
(1) to intensify their action to introduce and implement drug policies along the lines endorsed by the Thirty-fifth World Health Assembly in r e s o l u t i o n W H A 3 5 . 2 7 ; (2) to intensify training of p e r s o n n e l to achieve the objectives proposed by the Programme;
(3) to strengthen cooperation among themselves for the implementation of the Programme :

U R G E S the r e g i o n a l c o m m i t t e e s :
(1) to e n c o u r a g e M e m b e r States in their r e g i o n to give support to the e s s e n t i a l drugs p r o g r a m m e a l o n g the lines e n d o r s e d by the T h i r t y - f i f t h W o r l d Health Assembly;
(2) to e n s u r e a d e q u a t e r e s o u r c e s in their r e g i o n a l p r o g r a m m e b u d g e t s to support M e m b e r States in their e f f o r t s ;
(3) to r e v i e w p e r i o d i c a l l y p r o g r e s s in implementing the Programme in their region and r e p o r t t h e r e o n to the E x e c u t i v e Board;
R E Q U E S T S the E x e c u t i v e B o a r d :
(1) to c o n t i n u e to r e v i e w c l o s e l y p r o g r e s s in implementing the P r o g r a m m e ; (2) to study m a j o r o u t s t a n d i n g issues and define p r i n c i p l e s for resolving them;
(3) to report p e r i o d i c a l l y to the Health A s s e m b l y on the above;
R E Q U E S T S the D i r e c t o r - G e n e r a l :
(1) to intensify W H O ' S t e c h n i c a l c o o p e r a t i o n with M e m b e r States that so desire i m p l e m e n t i n g n a t i o n a l drug p o l i c i e s in conformity w i t h the Programme;
.i (2) to facilitate t e c h n i c a l c o o p e r a t i o n among c o u n t r i e s in c a r r y i n g out the
Programme and specific c o m p o n e n t s of it;
(3) to foster c o o r d i n a t e d a c t i o n , including r e s e a r c h , among a l l partners involved t h r o u g h o u t the w o r l d in order to e n s u r e the m o s t effective and e f f i c i e n t i m p l e m e n t ' t a t i o n of the P r o g r a m m e ;
(4) to c o n t i n u e to ensure that a d e q u a t e r e s o u r c e s are provided to implement the Programme and to a t t r a c t e x t r a b u d g e t a r y funds to the p r o g r a m m e s of d e v e l o p i n g countries;
(5) to m o n i t o r and e v a l u a t e the Programme on a c o n t i n u i n g b a s i s ;
(6) to c o n t i n u e to report p e r i o d i c a l l y to the Executive Board on progress achieved and p r o b l e m s e n c o u n t e r e d .
