IN'l'!lODUCTION

There is no attempt to provide in this dooument detailed descriptions, of the consumer surveys which have been car-r-Led out in Africa. Rather, four types of syncptic tables have been drawn up, modelled after those published in the yearbook of the International Labour Organisation, and they show the principal characteristics cf most surveys which have been carried out in Africa, such as the scope of the survey, the number of families, ccmponents of receipts and expenditures, and so on. As regards the components of receipts and expenditvTes generally the consumption cf self produced goods have not bgen takon into account.

On the other hand by way of illustration two recent inquiries are reccunted in detail, n9.mely the 1963 survey of the urban area of

A.bidjan and the 1962 family budget survey in the tcwn of Tripoli.

In collaboration with the International Labour Organisation, the secretariat of the Fcon0~ic C~~missicnfor Africa intends to publish a detailed analysis of family budget suryeys which have reoently been qarried out in Africa, TiliG work ;"C'uld be the sequel to that of the Commission fcr TGchnico.l CooC'eration in Africo., namely "Methods of Family Budget Surveys",

FAMILY BUDGET SURVEY IN AllIDJAN

As part of a ecca o-e ccncmdo study of the urban area of Abidjan, the

"Sooiete c1'oconor:t1o IJt Ii" c;;.,tl;.tiw~ti:.ues<>.s;p1i'iueee" uncLer the auslJioBIJ of the Ministry of Finance, eccnomic affairs and planning undertook a family budget survey among Africans.

Followi.ng similar·· studies carried out at Bouake, ¥.an, Korhogo, Odie nne , 8eguela,·Gagnoa, Da10a and Abengourou, the Abidjan study was aotually the ii,eventh regional study to be undertaken.

Its aim was towfo1d:

1) To provide an accurate description of the position in Abidjan in 1963 from the demcgraphic, eoonomic and social standpoint;

2) To use the data thus obtained to determine the main evolutionary tendenoies and assess the prospects for developing the town and its surrounding areas cn a short or long-term basis.

The main· areas of study ~ere demography, employment and inoome,

oo~.sumption, housing and traffio.

Object of family budget surveys

'rhe object of this study was to provide some idsa of the pattern of oonsumption.. and the actual standard of living among the diffarent sooial and professional groups.

The e1asticities,in relation to estimated income,would enable an estimate to be made of future needs of the built-up area so that supplies could be arranged •

. Budget surveys should provide a reasonable forecast of future demand for consuilier goods for the whole country taking into aocount ourrent

Organisation of the survey

a) Field covered by the survey

From a previous demographic survey it was possible to make up a card inde~ of households from .Ihioh the family budge p sample survey was de te rmi.ned ,

The suryeys dea}t with a~proximately900 monthly budgets

spread over a year in six' sucoessive phases. Ideally, the sampling plan should have E~mlred a good reprasentation of the different groups that made up the population: wage-earners, traders,artisans and unemployed persons.

In praotioe, unmarried men were eliminated, singly as well as collectively.

African households in modern type flats or villas were eliminated.

b) Definition of the budgetary unit

A 'c~sohold in the budgetary sense was defined as follows:
