The statistics contained in this publication are the results of two National Surveys conducted by Canada Mortgage and Housing Corporation.
The Starts and Completions Survey is carried out monthly in urban areas with populations in excess of 50,000 as defined by the 2006 Census. In urban areas with populations of 10,000 to 49,999, all Starts are enumerated in the last month of each quarter (i.e. four times a year, in March, June, September and December). In these centres with quarterly enumeration, Completion activity is modelled based on historical patterns. Monthly Starts and Completion activity in these quarterly locations are statistically estimated at a provincial level for single and multi categories. Centres with populations below 10,000 are enumerated on a sample basis, also in the last month of each quarter (i.e. in March, June, September and December).
The Market Absorption Survey is carried out in conjunction with the Starts and Completions Survey in urban areas with populations in excess of 50,000. When a structure is recorded as completed, a report is also made as to whether or not a unit has been sold or rented. The dwellings are then enumerated each month until such time as absorption occurs.
A “start” for the purposes of the Starts and Completions Survey, is defined as the beginning of construction work on a building, usually when the concrete has been poured for the whole of the footing around the structure, or an equivalent stage where a basement will not be part of the structure.
A “completion” is defined as the stage at which all proposed construction work on the building has been performed, although under some circumstances a building may be counted as completed where up to 10 percent of the proposed work remains to be done.
For multiple-dwelling structures, the definition of a Start or a Completion applies to the structure rather than to the individual dwelling units therein.
The number of units “under construction” as at the end of the period shown, takes into account certain adjustments which are necessary for various reasons. For example, after a start on a dwelling has commenced construction may cease, or a structure when completed may contain more or fewer dwelling units than were reported at start.
A dwelling is defined as being “absorbed” when a binding, non-conditional agreement is made to buy or rent the dwelling.
Only new self-contained dwelling units are enumerated in the Starts and Completions
Survey, such units being designed for non-transient and year-round occupancy.
Les statistiques contenues dans la présente publication proviennent de deux relevés d’envergure nationale faits par la Société canadienne d’hypothèques et de logement.
L’enquête du Relevé des mises en chantier et des achèvements est effectuée tous les mois dans les centres urbains de plus de 50 000 habitants, selon les données du recensement de 2006. Dans les agglomérations qui comptent entre 10 000 et 49 999 habitants, le dénombrement de toutes les mises en chantier est effectué le dernier mois de chaque trimestre (c.-à.-d. quatre fois par année, en mars en juin, en septembre et en décembre). Dans ces centres urbains où le dénombrement est trimestriel, le nombre de logements achevés est évalué en fonction des moyennes historiques. Les mises en chantier et les achèvements mensuels y sont évalués au moyen de modèles statistiques, au niveau provincial, dans les catégories des maisons individuelles et des logements collectifs. Dans les centres urbains de moins de 10 000 habitants, l’enquête porte sur un échantillon de logements et elle est réalisée le dernier mois de chaque trimestre (c.-à.-d. en mars, en juin, en septembre et en décembre).
Le relevé des logements écoulés sur le marché est fait en même temps que le précédent dans les centres urbains de 50 000 habitants et plus. Lorsqu’on signale l’achèvement d’un immeuble, on indique aussi les logements vendus ou loués. L’immeuble est, par la suite, recensé chaque mois jusqu’à ce que tous ces logements soient écoulés sur le marché.
Dans le relevé des mises en chantier et des achèvements, “mise en chantier” (ou logement mis en chantier) désigne le début des travaux de construction, d’ordinaire après la mise en place de la semelle en béton, ou à un stade équivalent lorsque le bâtiment n’a pas de sous-sol.
“Achèvement” (ou logement achevé) désigne le stade où tous les travaux de construction sont terminés; dan certaines circonstances, on peut considérer un bâtiment comme achevé s’il ne reste que 10 pour-cent des travaux prévus à exécuter.
Pour les logements collectifs, la définition de mise en chantier ou d’achèvement s’applique à l’immeuble tout entier plutôt qu’aux logements individuels qu’il contient.
Le nombre des logements “en construction” à la fin d’une période comporte certains redressements rendus nécessaires pour diverses raisons. Par exemple, après la mise en chantier d’un logement, la construction peut cesser, ou un bâtiment peut contenir à l’achèvement plus ou moins de logements que le nombre signalé au moment de la mise en chantier.
Un logement est “écoulé” lorsque son propriétaire conclut une entente non conditionnelle, ayant force obligatoire, de location ou de vente.
Seuls les logements autonomes sont dénombrés dans le relevé des mises en chantier et
des achèvements, qui ne porte que sur les logements neufs destinés à l’occupation permanente.
Conversions and/or alterations within an existing structure are excluded from the surveys as are seasonal dwellings, such as: summer cottages, hunting and ski cabins, trailers and boat houses; and hostel accommodation, such as: hospitals, nursing homes, penal institutions, convents, monasteries, military and industrial camps, and collective types of accommodation such as: hotels, clubs, and lodging homes.
Mobile Homes are included in the surveys. A mobile home is a type of manufactured house that is completely assembled in a factory, then moved to a foundation before it is occupied.
Trailers or any other movable dwelling (the larger often referred to as a mobile home) with no permanent foundation are excluded from the surveys.
Market housing is defined as housing that is marketed to the general public for sale or rent.
A “dwelling unit” is defined as a structurally separate set of living premises with a private entrance either outside the building or from a common hall, lobby, vestibule or stairway inside the building. The entrance must be one that can be used without passing through anyone else’s living quarters.
The definitions of types of dwellings, used in the Surveys, are in accordance with those in the Census.
A “single-detached” dwelling is a building containing only one dwelling unit, which is completely separated on all sides from any other dwelling or structure.
A “semi-detached” dwelling is one of two dwellings located side-by-side in a building, adjoining no other structure and separated by a common or party wall extending from ground to roof.
A “row” dwelling is a ground-oriented dwelling attached to two or more similar units so that the resulting row structure contains three or more units.
An “apartment and other” dwelling includes all dwellings other than those described above, including structures commonly referred to as duplexes, triplexes, double duplexes and row duplexes.
Seasonally Adjusted at Annual Rate (SAAR) is the result of adjusting monthly or quarterly
statistics to provide an indication of the annual total which would be achieved if activity in all other
months or quarters were at the same level of performance relative to past seasonal patterns.

Logement du marché désigne le logement destiné au grand public, à vendre ou à louer.
Le terme “logement” désigne tout local d’habitation distinct et complet, muni d’une entrée privée donnant directement sur l’extérieur ou dans un vestibule, un corridor ou un escalier communs à l’intérieur de l’immeuble. On doit pouvoir utiliser cette entrée sans traverser un autre logement.
Les types de logements utilisés dans les relevés sont définis de la même manière que pour le recensement.
Une “maison individuelle” est un bâtiment comprenant un seul logement, complètement séparé, sur tous ses côtés, de toute autre habitation ou construction.
Une ”maison jumelée” désigne l’un ou l’autre des deux logements situés côte à côte dans un bâtiment contigu à aucune autre construction, et séparés l’un de l’autre par un mur commun ou mitoyen du sol jusqu’au toit.
Une “maison en bande” est un logement avec entrée privée joint à au moins deux habitations semblables, de manière à former une bande ou rangée de trois logements contigus ou plus.
La catégorie “appartement et autre” englobe tous les logements qui n’entrent pas dans les catégories ci-dessus, y compris les constructions communément appelées duplex, triplex, duplex jumelés et duplex en bande.
Les données désaisonnalisées annualisées (DDA) ou “taux annuels désaisonnalisés” sont le résultat
d’une correction des statistiques mensuelles ou trimestrielles faite pour indiquer le total annuel qui
serait atteint, compte tenu des caractéristiques saisonnières antérieures, si l’activité était la même au
cours des autres mois ou trimestres.
Census metropolitan area (CMA) and census agglomeration (CA) - 2011 Census
The general concept of these standard units is one of an urban core, and the adjacent urban and rural areas that have a high degree of social and economic integration with that urban core, as measured by commuting flows derived from Census of Population data on place of work.
Census metropolitan area (CMA)
To form a census metropolitan area (CMA), the urban core must have a population of at least 50,000 and the area (CMA) must have a population of at least 100,000. Once an area becomes a CMA, it is retained as a CMA even if the population of its urban core declines below 50,000.
Census agglomeration (CA)
To form a census agglomeration (CA), the urban core must have a population of at least 10,000. If the population of the urban core of a CA declines below 10,000, the CA is retired.
As of March 2003, CAs are no longer required to have an urban core population count of 100,000 to be promoted to the status of a CMA. Instead, CAs will assume the status of a CMA if they have attained a total population of at least 100,000 and an urban core of 50,000 or more.
Census subdivision (CSD) - 2011 Census
Census subdivision is a general term for municipalities as determined by provincial or territorial legislation, or areas treated as municipal equivalents for statistical purposes. Municipalities are units of local government.

Le concept général appliqué à ces unités normalisées consiste à relier un noyau urbain aux régions urbaines et rurales adjacentes dont le degré d’intégration économique et sociale avec ce noyau urbain est élevé, lequel est déterminé par le pourcentage de navetteurs établi d’après les données du
recensement de la population sur le lieu de travail.
Région métropolitaine de recensement (RMR)
Pour former une région métropolitaine de recensement (RMR), le centre urbain doit compter au moins 50 000 habitants et la région (RMR) doit compter au moins 100 000 habitants. Une RMR restera une RMR même si la population de son noyau urbain devient inférieure à 50 000 habitants.
Agglomération de recensement (AR)
Pour former une agglomération de recensement (AR), le centre urbain doit compter au moins 10 000 habitants. Si la population du noyau urbain d’une AR devient inférieure à 10 000 habitants, l’AR est retirée du programme.
Depuis mars 2003, il n’est plus exigé des AR que leur centre urbain compte 100 000 habitants pour devenir une RMR. Maintenant, il suffi t qu’une AR compte au moins 100 000 habitants et un centre urbain de 50 000 habitants ou plus pour devenir une RMR.
Subdivision de recensement (SDR) – recensement de 2011
La subdivision de recensement est un terme générique qui désigne les municipalités telles que définies par les lois provinciales ou territoriales, ou les territoires considérés comme étant équivalents municipaux à des fins statistiques. Les municipalités sont des unités d’administration locale.
