1 Activities undertaken in the period January 1995 - August 1996 1.1 Meetings of the IHIP National Committee

1.1.1 Decisions regarding the composition of the II-IP National Committee

The National Committee has decided to broaden its task to the Operational Hydrological Programme of WMO. In this connection the name of the National Committee has been changed into: Netherlands National Committee for the International Hydrological Programme of UNESCO and the Operational Hydrological Programme of WMO (Netherlands National Committee for IHP-OHP). Furthermore the National Committee decided to intensify the communication with the Commission for the Hydrology of the Rhine basin (CHR).

At 1 September 1995 Mr K. Matthijsse, secretary of the National Committee, retired. His valuable work during more than 25 years was highly appreciated by the National Committee and many hydrologists. Since that date Mr F.C. Zuidema, member of the National Committee for many years, is responsible for the secretariat of the Committee. He also maintains the relations with the CHR-secretariat.

The composition of the National Committee is given in Annex I.

I. 1.2 Status of IHP-IV activities

H-2-l Study of the relationship between climate variability (and its expected change) and hydrologic regimes affecting water balance components

The Working Group made good progress during its meeting at Delft (the Netherlands), May 1995. Its Vice-chairman, Prof.Dr. J.C. van Dam (Delft University of Technology) is also acting as editor of the Working Group’s report. It is expected that in autumn 1996 the report will be ready for publishing by UNESCO.

H-2-2 Hydrology, water management and hazard reduction in low lying coastal regions and deltaic areas, in particular with regard to sea level changes

In the framework of this project the National Committees of Germany and the Netherlands have organised three international workshops: STORM 9 1 (Hamburg, Germany), SEACHANGE 93 (Noordwijkerhout, the Netherlands) and HYDROCOAST 95 (Bangkok, Thailand).

Approximately 35 experts, most of them from the South East Asian Region attended HYDROCOAST 95 (13 - 17 November 1995). Also organisations from that region were represented in the organising committee.

The Netherlands Ministry of Transport, Public Works and Water management took care of the proceedings of HYDROCOAST, the German National Committee for IHP-OHP published a final report on the whole project H-2-2, with the recommendations and lists of participants of the three workshops. Moreover, several state-of-the-art reports presented during HYDROCOAST 95, are included in that publication (see section 1.4). Three state-of- the-art reports were presented by Netherlands experts: Hazards in coastal zones (Mrs. Dr. S.

Jelgersma), Advances in modelling of large scale coastal evolution (Dr. M. Stive and Mr. H.

de Vriend), Integrated Coastal Zone Management (Mr. A. van Urk and Mr. L. de Vrees).

H-5-l Hydrologic research and water resources management strategies in the humid tropics and other warm humid regions

Dr. W.R.S. Critchley and Dr. L.A. Bruijnzeel (both Free University Amsterdam) published a second booklet on environmental impacts of change in land use from undisturbed moist tropical forest. (IHP Humid Tropics Programme Series no. 7 and 10). See further section I .3.

H-5-2 Hydrological research and water management strategies in arid and semi-arid zones The Working Group (Chairman Prof.Dr. I. Simmers, Free University Amsterdam) organised a joint meeting with the Working Group responsible for project M-l-l-b. The Working Group H-5-2 agreed with the final version of the report. This report, entitled “Recharge of phreatic aquifers in (semi-)arid areas” will be published as joint contribution of IAH and IHP-UNESCO.

H-5-5 Application of methods of hydrological analysis using regional data sets (Flow Regimes from International Experimental and Network Data/FRIEND)

The FRIEND-project is making good progress. There is an active participation in the steering committee for N.W. Europe and related project groups. Mr. P.M.M. Warmerdam (Wageningen Agricultural University) attended meetings of the steering committee and the project groups “Database” and “Hydrological process”. Dr. H.A.J. van Lanen (Wageningen Agricultural University) took part in a meeting of the project group “Low flow”.

M-1-l-b Preparation of guidance material on integration and co-ordination of soil water monitoring systems to support groundwater resources assessment Dr. H.A.J. van Lanen is acting as co-ordinator of the Groundwater Monitoring project and editor of the foreseen publication. The final version of a publication on groundwater monitoring in (semi-)arid regions has been completed and accepted by the Working Group.

Subsequently it was sent to the IHP-Secretariat. It is hoped that the report will be published in 1996 in the IHP Series Studies and Reports in Hydrology. The title is: Monitoring for groundwater management in (semi-)arid regions. H.A.J. van Lanen, editor.

M- 1-3 Updating of IHP-publications related to water resources assessment

Dr. H.A.J. van Lanen has contributed to a new book “Groundwater studies” by writing a chapter on groundwater networks and observation instruments.

At this moment a draft of all chapters is available and is being reviewed.

1.1.3 Decisions regarding contribution to/participation in IHP-V

In March 1996 the National Committee has forwarded a list of nominations concerning the implementation of IHP-V.

Three categories of nominations were distinguished:

a. members of Working Groups/Steering Committees (request of UNESCO) b. host of Workshops/Symposia. Financial support by the National Committee

C. resource persons. Participation/contributions of experts

The National Committee has based its selection of activities on the basis of:

the very limited budget of the National Committee

issues with high priority in water policy of the Netherlands and Europe 2

priorities in ongoing (mid-)long term research programmes of institutes and universities

themes of high international importance (such as global change, humid tropics, water scarcity).

The National Committee has taken note of the decisions of the [HP-Bureau with satisfaction:

eight Netherlands experts were appointed, one of them as representative of IAH (International Association of Hydrogeologists) and another as member of CHR (Commission for the Hydrology of the Rhine basin).

Furthermore the National Committee decided to host several Symposia and Workshops or give financial support to these meetings:

Later on in 1996 the National Committee will consult with (appointed and not appointed) Netherlands experts on the participation/contribution to IHP-V-projects.

1.2 Activities at a national level in the framework of the IHP 1.2. I National/local scientific and technical meetings

On 8 December 1995 a one day Symposium on Hydrological Research took place in Delft, organised by the National Committee for IHP-OHP. The purpose of the Symposium was to inform the Netherlands hydrological and meteorological community on IHP-V and on OHP, and to focus on potential contributions of research institutes and experts to these international programmes. During the Symposium the programme-leaders of IHP and OHP presented the headlines of the multi-annual plans, and Netherlands experts, involved in [HP-IV activities presented their experiences. Finally a forum discussion on “International co-operation in research” took place.

Proceedings of the Symposium have been published by the National Committee. See section 1.4.

During 1995 and 1996 many scientific and technical meetings were organised by a.o. the Netherlands Hydrological Society, research-institutes and other organisations.

The National Committee is collaborating with several organisations and programmes, among others the Netherlands Hydrological Society, the Netherlands National Committee for IAHS.

IAH, IGBP-BAHC and, as mentioned before OHP-WMO and CHR.

I .2.5 Other initiatives

1.3 Educational and training courses 1.3. I Contribution to IHP courses

Several hydrologists from The Netherlands and abroad, including members of the National Committee have contributed to the UNESCO-sponsored hydrology course which is held annually at the International Institute for Infrastructure, Hydraulic and Environmental Engineering (IHE), Delft.

1.3.2 Organisation of specific courses

One of the oldest UNESCO-sponsored courses is the International Course for Hydrologists, which was first organised at IHE, Delft in 1966/67. The 29th course held during the academic year 1994/95 was followed by 25 participants from 19 different countries. The participants were divided over three study branches: Surface Water Hydrology (1 I), Groundwater Hydrology (5) and Water Resources Management (9). For the academic year 1995/96 the study branch on Water Resources Management was merged with Water Quality Management into a new course Water and Environmental Resources Management (WERM). which was taken by 21 participants. As a consequence the number of participants in the International Course for Hydrologists dropped to only 19.

includes a.o. prologue and epilogue, technical papers, discussion summaries and a list of workshop recommendations.
