1. Activities undertaken in the period January 1995 - August 1996 1.1 Meetings of the National Committee

I. 1.1 Decisions regarding the composition of the IHP National Committee

1. Election of new Chairman: on August 28, 1996, Fumio Nishino, a member of Japanese National Commission for UNESCO was elected as the Chairman of the Japan IHP National Committee, replacing the former chairman, Keiji Higuchi who served for 1994-96.

2. Appointment of focal point: on July 31, 1995, Kuniyoshi Takeuchi was appointed as the focal point for the international affairs of the Japanese IHP National Committee.

1,1.2 Status of IHP-IV activities

For Project H-5-1, the following contributions were made:

1. Catalogue of Rivers for Southeast Asia and the Pacific, vol. 1 was published in October, 1995. K. Takeuchi and Y. Takahasi together with A.W. Jayawardena, Hong Kong served as co-editors. The Japanese Fund-in-Trust for IHP contributed financially for its publication.

2. The IHP International Symposium on Rivers and People for Southeast Asia and the Pacific was held at the University of United Nations in Tokyo on October 23-27, 1995 on the occasion of the successful publication of the Catalogue of Rivers for Southeast Asia and the Pacific, vol. 1. (See in 1.5.1).

1.1.3 Decisions regarding contribution to/participation in IHP-V Decisions were made to actively participate in:

1. Theme 1: Global hydrological and geochemicai processes.

Project 1.1: Application of methods of hydrological analysis using regional data sets (Flow Regimes from International Experimental and Network Data Sets/FRIEND).

2. Theme 6: Humid tropics hydrology and water management.

Project 6.4: Information exchange on regional hydrological processes research and experiences in water resources management.

and to contribute to:

3. Training courses on applied hydrological sciences for practical hydrologists.

4. Graduate level education in universities on hydrology.

I.2 Activities at a national level in the framework of the IHP 1.2.1 National/local scientific and technical meetings

May 8, 1996: “Symposium on Asian/Pacific FRIEND” organised by Liaison Committee on Hydrological Sciences, Liaison Committee on Water Resources, GAME Sub- Committee of Special Committee on WCRP of Science Council of Japan, under the patronage of the Japanese National Commission for UNESCO was held at the Science Council of Japan, Tokyo.

It was attended by about 30 scientists interested in FRIEND project and discussed on the objectives and the subjects of research to be focused in the framework of FRIEND.

1.2.2 Participation in IHP Steering Committee/Working Groups

K. Takeuchi joined the International Steering Committee of FRIEND, Project 1.1.

1.2.3 Research/applied projects supported or sponsored

The following research projects 1 and 2 were conducted and project 3 is now being conducted with Leader-in-Research, Yutaka Takahasi, financially supported by Grant-in-Aid from the Ministry of Education, Science, Sports and Culture (Monbusho).

1. “Developmental effects on natural water circulation and its recovery”, Grant-in-Aid for Comprehensive Research A 1993-95, No.05302042 from Monbusho.

2. “Water resources characteristics in warm humid region in Southeast Asia and the Pacific”, Grant in-Aid for International Scientific Research 1993-95, No.05044 1 I 1 from Monbusho.

3. “Comparative study on rivers and water resources of Southeast Asia and the Pacific and the fundamental study for establishing database”, Grant-in-Aid for International Scientific Research 1996-98. No.08044 170 from Monbusho.

1.2.4 Collaboration with other national and international organisations/programs Japan IHP National Committee has been closely collaborated with:

1. the Liaison Committee on Hydrological Sciences, Science Council of Japan

2. the GAME Sub-Committee of Special Committee on WCRP, Science Council of Japan 3. the national government and its branches relating to hydrology and water resources administration

I. Contribution to Catalogue of Rivers for Southeast Asia and the Pacific, vol. 1

The Japanese IHP National Committee took a strong initiative for publishing the Catalogue of Rivers, vol. 1 by contributing the Yoshino River, the Ara River and the Mogami

River. Financial support was offered by the International Institute of infrastructure Engineering, Japan for printing the Catalogue.

2. Contribution to Catalogue of Rivers for Southeast Asia and the Pacific, vol. 2

The National Committee is actively contributing to the vol. 2, too. On July 1 1, 1996, it formed the editorial committee and decided to contribute the-following three rivers with the responsible editors:

The Chikugo River: Kenji Jinno The Fuji River: Kengo Sunada The Ishikari River: Kiyoshi Hoshi

3. Preparation for contributing to Asian/Pacific FRIEND

The National Committee requested the relating administrative bodies to support the scientists interested in FRIEND projects by providing the necessary data, information and other assistance.

1.3 Educational and training courses

1. Master of Science degree on atmospheric and hydrospheric sciences:

The Graduate School of Science of Nagoya University accepts students from Asia and the Pacific region for Master of Science degree on atmospheric and hydrospheric sciences, with the financial aid of the Ministry of Education, Science, Sports and Culture.

Five foreign students from China, Nepal, Thailand and Bangladesh entered the course in October 1995, and new five students have been selected from Indonesia, China and Vietnam for entering in October 1996.

2. IHP training courses:

The Institute for Hydrospheric-Atmospheric Sciences of Nagoya University offers IHP training courses for both foreign students of the Graduate School of Science, Nagoya University and trainees chosen by UNESCO Office, Jakarta.

The 5th training course in 1995 was held for six students from China, Nepal, Thailand and Bangladesh in December 13th to 15th 1995, February 13th to 16th 1996 and March 1 lth to 15th 1996. The 6th Training Course in 1996 was held for five trainees from Thailand, Philippines, Malaysia and Vietnam during August 19th to September 5th 1996.

These training courses were implemented by the Japanese Fund-in-Trust for IHP.

1.5 Participation in international scientific meetings

1.5.1 Meetings hosted by the country

1. October 23-25, 1995: IHP International Symposium on Rivers and People in Southeast Asia and the Pacific --- Partnership for the 21st Century was held at the United Nations University, Tokyo, Japan was held, organised by Regional Steering Committee for Southeast Asia and the Pacific jointly with Japan IHP National Committee, Yamanashi University and the United Nations University, sponsored by Liaison Committee on Hydrological Sciences, Liaison Committee on Water Resources, GAME Sub-Committee of Special Committee on WCRP of the Science Council of Japan, participated in by some 120 people including 25 overseas attendants from 18 countries. All the Regional Steering Committee members except DPR Korea and the delegates from Northern European FRIEND, AMHY and the Central and South American IHP group were invited. Proceedings of IHP International Symposium on Rivers and People in Southeast Asia and the Pacific --- Partnership for the 2 1st Century was published.

The discussions were on the similarity and variability of rivers and people in Southeast Asia and the Pacific and the necessary co-operation in the 21st century, using the just printed RSC publication “Catalogue of Rivers for Southeast Asia and the Pacific, vol. 1”

as a text.

European FRIEND experiences were presented and the plan of Asian/Pacific FRIEND was discussed.

2. October 26, 1996: The 3rd Regional Steering Committee for Southeast Asia and the Pacific was held at Yamanashi University, Kofu, Japan, participated by all the RSC members except DPR Korea. Delegates from Cambodia, Northern European FRIEND, AMHY and the Central and South American IHP were invited.

1.5.2 Participation in meetings abroad

1. March , 1996: K. Takeuchi, secretary of Regional Steering Committee (RSC) visited UNESCO Office, Jakarta and the chairman of RSC in Bandun, Indonesia to discuss the future activities of RSC.

2. June 27-29, 1996: Working Group meeting on Asian/Pacific FRIEND was held in Kuala Lumpur, Malaysia and attended by K. Takara and K.Takeuchi.

1.6 Other activities at a regional level 1.6.1 Institutional relations/co-operation

1. May 17, 1996: Japanese and Chinese IHP Committees meeting was held at Nanjing Institute of Water Resources in Nanjing, China on the occasion of International GAME symposium on Macroscale Hydrological Modelling and attended by Li Xinren (Vice chairperson), Li Jiren (Vice chairperson), Liu Heng (deputy secretary), and Xia Jun from Chinese IHP National Committee and Y. Fukushima, K. Takara and K. Takeuchi from Japanese IHP National Committee and Working Group and A.W. Jayawardena as observer.

2. March 28-April 6, 1996: Y. Takahasi and T. Kan visited the Indonesian IHP National Committee and met the chairman and other members. Technical investigation of Kali Brantas and Bengawan Solo was conducted.

I .6.2 Completed and ongoing scientific projects

The Japanese IHP National Committee has been strongly supporting the following projects of the RSC:

1. Publication project of Catalogue of Rivers for Southeast Asia and the Pacific, vol. 1 was successfully completed in Oct. 1995. The preparation of the 2nd volume is ongoing and expected to be published in 1977. The Japanese Fund-in-Trust was and will be used in

implementing these projects.

2. Asian/Pacific FRIEND is under preparation to set forth in Yokyakarta, November 1996.

2. Future Activities

2.1 Activities foreseen until December 1997

Japanese IHP National Committee will participate in:

1. November 18-22, 1996: the 4th RSC in Yokyakarta, Indonesia and the preceding International Symposium on Comparative Hydrology in Southeast Asia and the Pacific.

2. In 1997: the 5th RSC in Thailand.

3. In 1997: Nagoya University IHP raining courses.

4. Various activities relating to the Catalogue of Rivers and Asian/Pacific FRIEND.

2.2 Activities planned for 1988-I 999

1. Participation in RSC activities including the Catalogue of Rivers and Asian/Pacific FRIEND.

2. Nagoya University IHP raining courses.

2.3 Activities envisaged for 2000-2001

1. Participation in RSC activities including Catalogue of Rivers and Asian/Pacific FRIEND.

2. Nagoya University IHP raining courses.
