6 PROPOSITIONS DE BONNES PRATIQUES

6.3 Conclusion

Il était essentiel, par la présente synthèse, d’identifier les meilleures pratiques en matière d’investissements rentables en termes de sécurité routière en Europe et dans le monde, car cela permet de mieux comprendre comment l’application réussie de mesures individuelles portant sur les infrastructures ou l’adoption d’approches intégrées ont permis d’améliorer la sécurité routière. Grâce à une analyse pertinente de la littérature, les résultats obtenus dans une situation donnée peuvent permettre de prédire les effets de certaines mesures lorsqu’elles sont appliquées dans des circonstances analogues et ainsi, de formuler des lignes directrices spécifiques afin de garantir une application efficace des politiques de sécurité routière.

De plus, nous avons souligné certains principes fondamentaux concernant les techniques d’évaluation de l’efficience de ces investissements d’infrastructure en nous appuyant sur l’expérience acquise dans le cadre d’une analyse exhaustive de la littérature portant sur des études de cas provenant du monde entier. Les diverses composantes d’une évaluation de l’efficience, les entraves à ce processus d’évaluation et le rôle de l’évaluation de l’efficience dans le processus décisionnel ont été rappelés, car il s’agit de facteurs importants dont il faut tenir compte lorsque l’on évalue l’efficience d’une mesure de sécurité routière.

N’oublions pas qu’il n’existe pas de «recette miracle» ou de panacée à l’heure de choisir une mesure portant sur les infrastructures parmi tant d’autres. Leur rentabilité varie en fonction du pays dans lequel elles sont mises en œuvre, de la période de mise en œuvre, de l’envergure de la mesure mais aussi du niveau global de sécurité dans le pays concerné. Cette remarque s’applique surtout à l’impact sur la sécurité de chaque mesure, identifié grâce à notre analyse de la littérature, car cet impact peut varier en fonction des caractéristiques du pays dans lequel la mesure est mise en œuvre. De plus, les coûts de mise en œuvre des investissements portant sur les infrastructures, qui sont en général élevés par rapport à d’autres mesures de sécurité routière (telles que l’intensification des contrôles de police, les campagnes de sécurité routière etc.) peuvent varier considérablement d’un pays à l’autre, surtout lorsqu’un ensemble de mesures est envisagé.
