It is proposed that the recommendation of the Interim Commission be adopted in principle.
12.1.7.1.2. Housing and Town and Country Planning
It is recommended that the programme of housing and town and country planning be developed by authorising the continuation of the present co- operation with other bodies active in the field.

The Committee recommends that the World Health Assembly adopt the following resolution :

1. That the Executive Board be instructed to establish an expert committee to be called "The Expert Committee on Industrial Hygiene of the World Health Organization!!
with the following terms of reference :
to act as an advisory body to the World Health Organisation
2. That the World Health Organization appoint within its Secretariat a suitable officer to direct industrial hygiene activities,

The Committee recommends that the World Health.Assembly adopt the following resolution:
The first World Health Assembly resolves:
1. That the Executive Board be instruoted to establish an c :pert committee to be called "The Expert Committee eon Nursing of the World Health Organization ", with the following terms of reference;
to act .as an Advisory body to the World Health Organization.
2. That the World Health Organization make available within its Secretariat, facilitiesfor study and advice on nursing.
That the Executive Board aid the Director -General be instructed to give full consideration to the importance of the nursing aspect of a large number of health problems when organizing the Secretariat and Committees.
It is noted that the supply and use of nurses is inadequate to the needs in many countries.

It is recommended that the World Health Organization carry on further intensified studies in order to develop standard.4 f._

It'is recommended that the items Rural Hygiene and Tropical Hygiene be epmbined..and that there be facilities available within the Secretariat
of the World Health Organization for study and advice on ,both items.
It is also recommended that the attention of the Committee on .Relations be drawn to the joint responsibilities with UNESCO and FAO, which may
involve the setting úp of,a joint expert committee with FAO.

It is noted that adequate time should be devoted to the training in pediatrics of medical practitioners and pediatricians.

Resolution 1
The Committee recommends that the World Health
Assembly offers its good wishes for success to the Interiational Congress for Mental Health.
Resolution 2
The Committee recommends that the world Health Assembly authorize the Executive Board to consider such recommendations of the I-nternational Congress for Mental Health as may be made to the World Health Organization and to take such interim action for their implementation as it may find to be desirable and practicable within the scope of the budget.
12.1.7.2.1 Alcoholism
It is recommended that a study on alcoholism should be made within the object of collating the results of. laboratory and clinical research on the causes of alcoholism and the effects of alcohol
upon the human organism, of promoting the training of medical and, ancillary personnel in education of the.public on alcoholism and assist in the exchange of information on technical and administrative aspects of this problem.
12.1.7.2.2 Drug Addiction and Habit -forming Drugs
The.Committee recommends that the World Health Assembly adopt the following resolution

1. That the, Executive Board be instructed to establish
during its first session, an expert committee to be called
"The Expert Committee on Habit- forming Drugs of the World Health Organization ", with the following terms of
reference:
to act as an advisory' body to the World Health Organization,
2. That this expert committee should consist of not more than ten members.

The Committee recommends that the World Health Assembly adopt the following resolution.
The first World Health Assembly resolves:
1. That the Executive Board or the Director - General of the World Health Organization be instructed to co-operate in
establishing.a joint expert committee of WHO and FAO on nutrition, when necessary, with the following terms of references
to act as an advisory body to the World Health Organization and FAO
2. That this joint expert committee should consist of not more than ten members.
3. To refer to the Executive Board the nomination of a panel of corresponding members.
4. That the World Health Organization make available within its Secretariat, suitable facilities to serve the joint expert. committee to supply information as required.

It is recommended that facilities be available within the Secretariat of the World Health Organization to conduct
preliminary studies.to assist governments in developing programmes.
12.1.7.4.2 Filariwlis
It is recommended that facilities should be available within the Secretariat of the World Health Organization for
studying and disseminating available information and encouraging uniform classification.
12.1.7.4.3 Leishmaniasis
It is recommended that facilities should be available within the Secretariat of the World Health Organization for the study and exchange of information in regard to these diseases.
12.1.7.4.4 Leprosy
- It is recommended that the World Health Organization should.
continue the international w ork on leprosy, including investigations on epidemiology, treatment and prophylaxis,
12.1.7.4.5 Schistosomiasis
The Committee recommends that the World Health Assembly adopt the following resolution

1. That the Executive Board be instructed to establish an expert committee to be called "The Expert Committee on Schistosomiàsis of the World Health Organization ", with the following terms of
reference:
To act as an advisory body to the World Health Organization.
2. That this expert committee should consist of experts chosen from the various sciences which contribute toward the study, prophylaxis and control of the disease.
3. That this expert committee should not consist of more than ten members.
12.1.7.4.6 Trypanosomiasis
It is recommended that facilities should be available within the
Secretariat of the World Health Organization for the study of these diseases.
12.1.7.5 Virus Diseases (Off. Rec. WHO, 10, page 14)
12.1.7.5.1 Acute Anterior Poliomyelitis (Infantile Paralysis)
It is recommended that facilities be available within the Secretariat of the World Health Organization for preliminary study of this disease_
It is further recommended that the documents A /Prog /40.(Explanatory Note submitted by the Belgian Delegation regarding the European Regional Con- ference on Poliomyelitis), A /Prog /41 (Paper submitted by the Belgian delegation) and A /Prog /46 (Draft Resolution submitted by the Delegation of France) be referred to the section of epidemiological services of the Secretariat.
12.1.7.5.2 Influenza
It is recommended that the grant to the Medical Research Council in support of the World Influenza Centre established in London be continued.
It is noted that an expert committee on influenza of the World Health Organization has been proposed by the delegation of the ÜSSR in document A /Prog /52.
12.1.7.5.3 .Rabies
It is recommended that the Executive Board be instructed to establish a group of experts to make a preliminar' survey of the problem in
preparation for an international conference on rabies.
It is recommended that document A /Prog /36 (paper submitted by the delegation of Hungary) be referred to the above - mentioned group of
experts.

A/Prog/66 page 7 12.1.7,5.4 Trachoma
It is recommended -
1. That facilities be available within the Secretariat of the World Health Organization for acquiring and disseminating information on the most recent advances in the cause, treatment and prevention of trachoma.
2. That the Secretariat of the World Health Organization should make arrangements with institutes specializing in trachoma and other eye diseases for study by. WHO Fellows.
12.1.7.6 Other Subjects requiring Study (Off. Rec. WHO, 10, page 15) 12.1.7.6.1. Cancer
It is recommended that facilities be available within the Secretariat of the World Health Organization for study of this disease and eventual collaboration with other international organizations.
12.1.7.6.2. Hygiene of Seafarers
It is recommended that f avilities should be available within the Secretariat of the World Health Organization to develop an international programme concerning the hygiene of seafarers. It is noted that the co- operation with the International Labour Office might involve the setting up of a joint expert committee.
12.1 7.6.3 Insulin
Document S.48 (Insulin: Report ... Part I, Activities) was noted.
It is recommended that the survey on Insulin, initiated by the Interim Commission, be continued by the World Health Organization.
12.1.7.6.4 Natural Resources
The Committee recommends that the World Health Assembly adopt the following resolution
The first World Health Assembly, recognizing that the United Nations Conference on the Conservation and Utilisation of Resources provides
an exceptional opportunity for emphazising the interdependence of health and natural resources,
Resolves:
That the World Health Assembly participate fully in this Conference by means of
1. The appointment of members of the Secretariat of the World Health Organization to prepare suitable material for the Conference.
2. The nomination of competent authorities to represent WHO at the Conference, such representation to involve no expense to WHO.

12.1.7.6.5 Rheumatoid Diseases
It is recommended that facilities be available within the Secretariat of the World Health Organization for the study of the various aspects of these diseases and the important social effects of such conditions.
Co- operation with Non -Governmental International Organizations
It is recommended that the co- operation, as advised under the item
"Leprosy ", with the International Leprosy Association,. "Trachoma ", with the International League against Trachoma, "Rheumatoid Diseases ", with the International: League'on Rheumatic Diseases, ... b referÑd to the Committee on Relations.

The Committee recommends to the World Health Assembly that it adopt the following resolution:
The first World Health Assembly resolves:,
That a World Brucellosis Centre should be set up by WHO in a 'scientific institute if possible already :engaged in research on
brucellosis, with the following terms of reference:
to engage in research on diagnosis, prophylaxis and treatment of brucellosis iñ human beings and livestock;
to gather and disseminate world -wide information on the above pointsamong scientists engaged in research on brucellosis.
Proposed Bureau of Medical Supply
The Committee recommends the setting up of a bureau to give advice on the procurement of essential drugs, biological products and other medical
supplies, special consideration being given in case of emergency.
The Committee further recommends that this: proposal be referred to the Executive Board for study and action.
It should be noted that the Pan American Sanitary Bureau has kindly offered its co- operation.

The Committee recommends that document A /Prog /18 entitled Stomatology and Dental Hygiene, and Hygiene and Bacteriology Laboratories, submitted by the Polish delegation, be referred to the Executive Board.
