In view of the recognition by the Constitution of the World Health Organization of health as a state of complete physical, mental and social well-being and of the inclusion in Article 2 of the specific funôtion directing WHO to foster activities in the

field of mental health, especially those affecting the harmony of human relations, and

Recognising the importance of the discussions of the international aspects of mental and social health that will take place at the Inter- national Congress for Mental Health to be held in London in August, 1948, and the necessity for WHO to give careful consideration to proposals and recommendations that may be made by this Congress,

the World Health Assembly offers good wishes to the International Congress for Mental Health for its success and authorizes the Executive Board to consider such recommendations of the International Congress for Mental Health as may be made to the World Health Organization and to take such interim action for their implementation as it may find to be desirable and practicable.
