1. As has been s t a t e d a t previous meetings,the African Household Survey
Capability P m g r a m (AHSCP) which is t h e regional variant of t h e National Household Survey Capability Pmgramne c o n s i s t s of t h r e e p a r t s : country p m j e c t s , t h e regional cwrponent and t r a i n i n g p r o j e c t s some of which a r e sorretirres included i n t h e regional mrrponent but most a r e generally t r e a t e d as s e p a r a t e e n t i t i e s .

ve t h eorganization of t r a i n i n g workshops a t STPA and o t h e r centres and w i l l be done i n collaboration with t h e UN S t a t i s t i c a l Office, t h e M s p e c i a l i z e d agencies, t h e a s s o c i a t e c e n t r e s of STPA and m u l t i l a t e r a l a s wall as b i l a t e r a l donors. The t r a i n i n g a c t i v i t i e s w i l l cover inclusion of survey techniques i n t r a i n i n g a t u n d e r g r a d u a t e and s i m i l a r levels;
in-service t r a i n i n g a t national l e v e l and a s s i s t a n c e i n t h e organization of exchange v i s i t s .
3. The above regional p m g m a s already s t a t e d is a sunmry of decisions taken a t previous rreetings held i n connection with t h e AHSCP. It should be noted t h a t ECA considers t h e first output i n t h e work p r q m nanely advisory s e r v i c e s t o countries as its first p r i o r i t y . Other a c t i v i t i e s , which l i k e t h e first, a r e c a r r i e d out i n collaboration with t h e Central Co-ordinating bit (CCU) of t h e
National Household Survey Capability P r o g r m (NHSCPI of t h e UN S t a t i s t i c a l Office and t h e S t a t i s t i c s Divisions of t h e relevant s p e c i a l i z e d a g e n d a s a r e aimed a t providing d o c m n t a t i o n i n l i e u of o r i n addition t o t h e advisory s e r v i c e s t o strengthen t h e c a p a b i l i t y of t h e African countries t o carry out household surveys.

4. As already noted i n t h e Progress Report on t h e AHSCi (E/ECA/SM/13), 17 African countries a m p a r t i c i p a t i n g i n t h e AHSCP. P m j e c t proposals w i l l be formulated i n respect of Burundi i n t h e f o u r t h q u a r t e r of t h i s year.
5. It should be noted t h a t a d d i t i o n a l requests f o r formulation of country p r o j e c t s have been received. W v e r f o r t h e period 1982-83 t h e P m g m
Co-ordinator of t h e NHSCP and ECA decided t h a t

w i l l be mom convenient t o make t h e survey progrmmss of t h e 17 countries which had already enrolled i n t h e AHSCP operational before e n r o l l i n g o t h e r African countries. During t h e sane period f o m l and informal requests were received f r u n Ghana, Nigeria and Ivory Coast t o be e n m l l e d i n t h e AHSCP. For Nigeria t h e r e is already a pmgramne of household surveys and a j o i n t mission fm t h e UNSO, ECA and possibly FA0 would be required, mainly t o assist i n inproving t h e survey p m g m and p u t t i n g it on a sound f o r t i n g .E/ECA/SM/21 Page 3
6. Camanwealth c o u n t r i e s p a r t i c i p a t i n g i n t h i s m e t i n g which haw not y e t e n m l l e d i n t h e AHSCP may wish t o o u t l i n e t h e i r r e a c t i o n s t o t h e proposal t h a t i n t h e period 1984-85 not more than 3 a d d i t i o n a l countries should be enrolled i n t h e AHSCP. In t h i s case it should be noted t h a t Mauritius, l i k e N i e ~ r i a , c a r r i e s o u t surveys but these a r e done on an ad hoc b a s i s andso f a r Mauritius
a has declined t o be f o m l l y enrolled i n t h e AHSCP though it has indicated t h a t it would upon request o r i g i n a t i n g f r o m t h e Government welcome missions t o deal with s p e c i f i c pmblerrs i n their surveys. Uganda under t h e general p m j e c t
e U;A/79/011 (Assistance t o Econanic Planning) is a l s o planning a household budget survey i n 1985. A request is a l s o t o be s u h i t t e d t o UNFPA f o r a d m g r e p h i c s u m y i n 1986. These ad hoc surveys could be b e t t e r irrplemnted within t h e franework of an i n t e g r a t e d survey pmgr-.
Training
7. A n m h r of t r a i n i n g workshops have keen held on t h e AHSCP with o r without t h e collaboration of t h e S t a t i s t i c a l Training P m g ~ m ~ ! f o r Africa (STPA).
Unfortunately due t o lack of resources working group m e t i n g s were held only i n 1979 and 1981 and a seminar i n 1981. There is no plan a t present t o hold
specialized workshops on a s p e c i f i c t o p i c such a s sampling o r labour f o r c e surveys. It should be noted hmever t h a t o t h e r i n s t i t u t i o n s l i k e I n s t i t u t National ds l a S t a t i s t i q u e e t des Etudes Econaniques (INSEE) i n association with t h e I n t e r n a t i o n a l Association of Survey S t a t i s t i c i a n s (IASS) have
r e a l i z e d t h e need f o r i n t e n s i v e workshops and have held a workshop on household surveys i n Dakar i n 1981 and another on surveys of t h e informal s e c t o r is planned f o r October 1984. Both workshops were limited t o French-speaking African c o u n t r i e s A pmposal is a l s o under consideration by t h e IASS Workshop CaTmittw t o bring together young survey s t a t i s t i c i a n s with t h e i r problem t o a c e n t r a l place s o t h a t experienced survey p r a c t i t i o n e r s can help them i n solving them. If such a pmposal is generally acceptable, a workshop can precede t h e 45th Session of
t h e I n t e r n a t i o n a l S t a t i s t i c a l I n s t i t u t e due t o be held i n Pmsterdm, Netherlands, 12-22 August 1985.
Conclusion
8. Most of t h e progr- outlined above can only be i n p l m n t e d if ECA is a b l e t o maintain t h e present s t a f f of 2 UNDP household s p e c i a l i s t s and 1 ILO household s p e c i a l i s t and i n addition g e t s t h e p m i s e d data processing a d v i s e r f r u n t h e Government of t h e Federal Republic of Germany. The C h i d of t h e S t a t i s t i c s Division and t h e Chief. Censuses and Surveys Advisory Service w i l l continue t o pmvide s i g n i f i c a n t i n p u t s t o enable t h e AHSCP t o be irrplemented s a t i s f a c t o r i l y .
