Site Location 5911 Perth Street Applicant’s Proposal
A Site Plan Control application to revise the existing site plan for 5911 Perth Street to include a 1-storey commercial retail unit and gas station/partner store as well as a revision to a single storey commercial retail unit to increase the overall square footage of the building.
Proposal Details
The subject lands are located at the north-east corner of the Shea Road and Perth Street intersection. 5911 Perth Street is approximately 4 hectares with a frontage of 29.8 meters along Perth street. The site is zoned Rural Commercial-11 (RC11) which seeks to establish a range of commercial uses including services for the travelling public. The southern portion of the site is vacant. Residential properties are located to the north, east, south, and west of the subject site.
This application has been submitted to facilitate the complete development of the property at 5911 Perth Street. This will include a single storey commercial retail unit at the intersection at Shea Road and Perth Street (CRU 1); a gas station and partner store along Perth Street; and a single storey commercial retail unit addition to the existing building at the north-west corner of the site at Shea Road (CRU 5A). The commercial retail unit addition is proposed to increase in building size from an original approved site plan. CRU 5A will be divided into four (4) separate units, while CRU 1 will be provided as a single commercial retail unit.
Landscape buffers will be provided at the perimeter of the site adjacent to CRU 1 and the gas station/partner store. A corner site feature is provided adjacent to the
intersection at Shea Road and Perth Street with access provided to the site through this feature. The parking lot will be extended south towards the proposed buildings with parking provided for both the commercial retail unit and gas station/partner store.

Site plan agreement related to file D07-12-11-0220 was registered in 2013 respecting the construction of a commercial centre at 5911 Perth Street know as Richmond Village Square comprising of 6 single story buildings for commercial tenants, a landscaped gateway feature, vehicular access and parking. Other related planning applications include site plan revision application D07-12-14-0006, registered in 2014; site plan revision application D07-12-15-0102, registered in 2015; and site plan revision application D07-12-17-0159, registered in 2017.

Une demande de réglementation du plan d’implantation visant à réviser le plan
d’implantation actuel du 5911, rue Perth pour inclure une unité de commerce de détail d’un étage et une station-service/magasin partenaire, et réviser une unité de commerce de détail d’un étage existante en augmentant la superficie du bâtiment.
Détails de la proposition
Le terrain en question est situé à l’angle nord-est de l’intersection du chemin Shea et de la rue Perth. La propriété du 5911, rue Perth a une superficie d’environ 4 hectares et une façade de 29,8 mètres le long de la rue Perth. Elle est située dans une zone de commerces ruraux (RC11) qui vise à établir une variété d’utilisations commerciales, y compris des services pour la
population en déplacement. La portion sud du terrain est vacant. Des propriétés résidentielles se trouvent au nord, à l’est, au sud et à l’ouest du terrain en question.
La présente demande a été soumise pour faciliter l’aménagement complet de la propriété située au 5911, rue Perth, comprenant une unité de commerce de détail d’un étage à l’angle du
chemin Shea et de la rue Perth (CRU 1); une station-service et un magasin partenaire le long de la rue Perth; et une unité de commerce de détail d’un étage annexée au bâtiment existant sur la partie nord-ouest du terrain qui donne sur le chemin Shea (CRU 5A). Pour l’ajout à l’unité de commerce de détail, on propose d’augmenter la taille du bâtiment à partir du plan
d’implantation d’origine déjà approuvé. Le bâtiment CRU 5A sera divisé en quatre (4) unités séparées, tandis que le bâtiment CRU 1 ne formera qu’une seule unité de commerce de détail.
Des zones tampons paysagées seront aménagées sur le périmètre du terrain, à côté du bâtiment CRU 1 et de la station-service et du magasin partenaire. Un élément d’angle sera installé près de l’intersection du chemin Shea et de la rue Perth et l’accès au terrain se fera par cet élément d’angle. Le terrain de stationnement sera prolongé vers le sud, vers les bâtiments proposés, notamment l’unité de commerce de détail et la station-service et le magasin
partenaire.

L’entente du plan d’implantation liée au dossier D07-12-11-0220 a été enregistrée en 2013 relativement à la construction d’un centre commercial au 5911, rue Perth, connu sous le nom de
« Richmond Village Square » et comprenant 6 bâtiments d’un étage pour la location commerciale, un élément d’entrée paysager, un accès pour véhicules et un stationnement.
