1987 Budget Statement
This
Budget
will outline theGovernment's
record of fiscalmanagement and
presentan
economic plan forthisyear.Under
the leadership ofPremier David
Peterson, theGovernment has
dealteffectively with the issues confronting it over the past
two
yearsand
has given a high priority to education, technologydevelopment and
entrepreneurship.
These
are the surest foundationsofOntario's continued prosperity.We have
increased spending on vitalprograms
thathad been
starved forfunding due
toeconomic
constraints.We have funded programs
for specific regionsand
for groups requiring special assistance.At
thesame
time,we have
significantly reduced the Provincial deficit.Our aim now
is to build on thesound
fiscal foundation thathas been
established.
Ontario's
economy
isshowing
solid growth.But some
regions,some
economicsectorsand some
people are notsharingfullyinthebenefits.The Government
iscommitted
toworking
towards a durable prosperity that isshared
by
all. Today,Iam
laying outour plantodothis.Before proceeding, I
acknowledge
the contribution of theStanding Committee
on Financeand Economic
Affairs. I alsothank
themany
organizations
and
individualswho
appeared before theCommittee and met
withme and
withTreasurystaff.The Ontario Economy
Ontarioisexperiencingitsfifth straightyearofeconomic expansion.
Over
the past two years, the real gross provincial product hasgrown by
9.4 per cent,faster thanany
ofthemajorOECD
economies.Lower
interest rates, lower oil prices, stable inflation ratesand
highand
growing employment
levelshave encouraged consumer
spending. In addition, favourableexchange
ratesand
competitive cost structureshave
made
Ontarioan
attractive location for investment by both foreignand

The
worldeconomy
has been undergoing a major restructuringand
the impact on Ontario has been significant.Some
traditional industrieshave
experienced decline, while arange
ofnew
industrial activitieshas
emerged. This restructuring has beenaccompanied
byjob losses insome
industries
and some
communities.Over
the past two years, major layoffs in Ontariohave
affectedsome
27,000 peopleand have
caused hardship not only tothese individualsand
theirfamiliesbutalsoto theircommunities.During
thesame
period,newly emerging
industries,and
a generally strongand more
efficienteconomy,have meant
thatjob gainsoverallhave
far exceededjob losses.
On
a net basis, overallemployment
increasedby
312,000jobs. In fact, Ontario hashad
fasteremployment
growth thanany
othermajorindustrial jurisdiction inNorth
America.Business capitalinvestment has been one ofthe major sources ofOntario's recenteconomic strength,
and
represents avote oflong-term confidence in our future.Over
the past two years, private sector capital spending hasgrown
bymore
than 30 per cent. In 1987,we
expect a further increase of 7.2 per centto atotalof$24billion.Manufacturing investment
inOntario
willremain
strong,with
transportationequipment maintaining
the largest share. U.S.and
Japanese auto companies are undertaking major capital investments.As
well,
many
Canadian-based auto parts suppliers are investing innew
technology,oftenthroughjoint-venture projects.
Ontario'scompetitive position in materials, labour
and
electricitycostshas allowed the province to attract a large share ofnew automotive
investments inNorth
America. State-of-the-art production facilities, a well-trainedwork
force,and
innovativemanagement
techniques will enable Ontario's auto industry to continue to compete effectively with otherjurisdictions inNorth
America.Capital
investment
in the electrical, high technology electronic,and machinery
industries, as well as in pulpand
paper,and
clothing will alsoshow
significant increases.I
am
especially encouragedby
the increase ininvestment
activity in Northern Ontario. In addition tonew
capital spending in pulpand
paper, severalnew mines
areunder development and mining investment
isgrowing.
Consumer
spendingremains
strong, particularlyin housingand
household goods.Housing
starts rose to 81,500 units last year, the highest level inmore
than a decade.We
expect a further82,000 housingstartsthisyear.The
overall economic outlook for the province continues to be favourable.Real gross provincial product is forecast to
grow by
3.5 per cent in 1987.Job creation will average 125,000
and
theunemployment
rate is expectedto average 6.5 per cent for the year.
Consumer
price increases willremain
moderate, averaging 4.2 per cent. Further detailson
Ontario's economic outlook are providedinBudget Paper
B.This
Budget
will presentpoliciesinfivepriority areas:• first, to promote economic expansion
and
job creation;• second, to
enhance
opportunities in sectorsand
regions that are notfullyparticipatinginthebenefits ofeconomic growth;
• third, to rebuild our aging infrastructure
and accommodate growth
pressures;
• fourth, to improve important social
programs and
to promote a fairer distribution ofwealth inoursociety; and,• fifth, tomaintain ourvigilanceover taxlevels
and
thedeficit.Expanding our Economic Potential
It is essential that Ontario maintain and, indeed, increase its share of worldtrade
and
investment.To
doso, theGovernment must
encourage thedevelopment
ofareas that are crucial to ourinternational competitiveness, including technology,and
education.Technology Development
The
Premier's Council onTechnology was
created in July, 1986, in recognition of theimportance
of technology to the realization of our economic potential.The
Council plays a pivotal role in theGovernment's
technologydevelopment
strategy. Iacknowledge
that, in setting our firstyearspending plan for theTechnology
Fund, we
allocatedmore money,
asit turned out, than could be prudently spent. It is offoremost importance that these funds are spent wisely, not quickly,
and
the Council will continue to help us ensure themoney we have committed
is well spent.Our
$1 billioncommitment
remains intact.The members
of the Council are busy people in theirown
chosenand
widely varying fields. Yet theyhave
devoted considerable timeand
effort to the task theyhave undertaken.The
Council has provided guidelinesand
criteria for the industrycomponent
of the TechnologyFund and
for the Centres of Excellence program. Itsmembers
have insisted on a rigorous review ofall proposals,many
ofwhich
arenow being
subjected to a peerreview by an
international panel of experts.
Over
the next fewmonths,theGovernment
will be
announcing
its decisions in respect of the proposed Centres of Excellence.The Council has
alsocommissioned an in-depth study
of the competitivenessofourindustry. Thisstudywill help guide us in directing our expenditures tobesteffect.A Responsive Education System
It is the Government's top priority to improve the quality ofeducation in Ontario. This includes not only schools
and
post-secondary institutions,but also the entire spectrum of lifelong opportunities for learning
and
skills development. It is a crucial responsibility. Education is not only essential for long-term
economic
growth, it is also thekey
to thedevelopment
ofeachperson'sfullpotential.Ontario's education system has adapted well in recent years to society's
changing
needs. But, as formerYouth Commissioner, Ken Dryden,
pointedoutinhis recentreport:"The
rapidly acceleratingpace ofchange
will require people tohave more
adaptable skillsand
attitudes, to be better able to deal with change. Increased use of technology willmean
less physical labourbut
theneed
for greater conceptualand numeracy,
analyticaland
problem-solvingskills."The Throne
Speech set out the stepswe
are taking to broaden the rangeand
improve the quality of educational opportunities.The Government
attaches particular importance to establishing learning skills projects, upgrading the basic curriculum
and
improving the assessment of student achievement.We
arelaunching new programs
tomake
educational resourcesmore
readily available, especially toFranco-Ontarians and
studentsin the North.
We have
also acted to provide school facilities in areas of rapid growth.Capital grants for education
have
been set at$147
million for this fiscalyear
which
isdoubletheamount
providedin 1984-85.Equally important are the Government'sefforts to confront the problem of
young
people leaving high school withouthaving
a job or plans for further training or education.While
the dropout rate is improving, it is stillunacceptably high
and
special effortsarerequiredtoreduce itfurther.Last year
we
launched a two-partprogram
to help studentsremain
in school,and
to ease their transition from classroom to workplace.The
Co- operative Educationcomponent
is providing 28,500 Ontario students with alternating periods ofclassroom instructionand
on-the-job training.The
other phase, the Transition to
Employment
component, will helpsome
9,000 studentsfind jobs
when
they leaveschool.The Budget
providesfunding
for additionaleducation
initiativesannounced
in theThrone
Speech.The
Minister of Education will give details shortly.Provincial
and
local spending forprimary and
secondary education in Ontariowill total almost $9 billion thisyear, or$47millionper school day.Skills
Training
In 1985, the
Government
introduced the Futuresprogram
to deal with theunemployment
problems of out-of-school youth. Thisprogram
hasbeen
highly successful. Since its inception inNovember
1985,Futures has
providedmore
than 50,000young
people with a chance toupgrade
their education as well as their lifeand work
skills.The
Futuresprogram
will be strengthenedby
assisting workersunder
the age of 25 to return to schoolon a part-time basis.Forolder workers,
who
oftenhave
difficulty findingnew
jobsupon
lay-off, theGovernment
will provide training support to helpthem
acquirenew
skills, atacostof$5 millionthisfiscalyear
and $14
millioninafullyear.Colleges and Universities
The Government's commitment
to post-secondary education is clearly reflected inits recordoffunding improvements. Lastautumn,
Iannounced
that universitieswould
receive a substantial base increase in operating grantsof11.5 per centfor 1987-88.Ontario's Colleges of Applied Arts
and Technology
received a special allocation of $60 million in 1986-87.These
funds will continue in the funding basefor1987-88and
beyond.RealOperatingGrantsperStudent*in

The need
toupgrade
facilities in universitiesand
collegeshas
accumulated, due to capital funding constraints datingfrom
the mid-1970's.
The Government
will provide$100
million for post-secondary capital expenditures in 1987-88. This represents a doubling ofthe capital fundingprovidedasrecentlyastwoyearsago.Accessibility to post-secondary education can be hindered by concern over therising burdenofloan
repayment
facingstudentsupon
graduation.The Government
has taken concretemeasures
to addressthisproblem.•
The
OntarioStudentAssistanceprogram (OSAP)
hasbeenincreased by$25 million,or 17 percent, forthe
coming
academicyear.•
A new
interestreliefplan willbe introduced for thosehaving
difficultyrepaying Ontario student loans. Unlike the
Canada
StudentLoans
plan, Ontario's plan will be closely geared to the graduate's actual income.
The
Minister of Collegesand
Universities will callon
the federalgovernment
to extend its interest reliefprovisions to graduates inlow-paying,part-time, or internshippositions.One
benefit ofhaving
outstanding educational institutions is that their excellence can be shared with others. Accordingly,we
will assist 1,000 highly qualifiedgraduatestudentsfromoutsideCanada,
by reducingtheir tuition fees to the level for domestic students.The
benefits of this $5 millionprogram
will be substantial.The
presence of international students in our universities strengthens the culturaland
business links between Ontarioand
other countries,and
it enriches the institutions themselves.Enhancing Regional Economic Growth
In addition to the
measures we
are taking toexpand our economic
potential,
we
are actingtoenhance
assistance tothose regions that are not fullysharinginOntario's currenteconomic expansion.Northern Ontario
Our
northerneconomy
is undergoing a difficult process ofadjustment to a worldeconomy
characterizedbymore
intense competitionand
lowmineralprices.
Many
resourcecompanies have
been forced to cutcosts, rationalize operations,and
to lay offemployees
or, insome
cases, to shutdown
operations.
Even though
economic conditions areimproving
insome
parts of the North,unemployment
in the region as awhole
is four percentage pointshigher than theprovincial average.We have
responded to these difficultiesby
providing short-term assistance tohelpcommunities and
individuals adjust tomajor
layoffs.We have
alsocommitted
ourselves to a strategy for long-term revitalization of the northern economy. This strategy isaimed
at strengthening the resource- based sectorand
diversifying the economy,by
attractingnew
investment,and making Government programs and
servicesmore
accessibleand
relevant to northern needs. It is our objective to return prosperity to the North,
by making
itmore
competitiveand
less vulnerable to volatile resourcemarkets.• In 1985,
we
established the$100
millionNorthern Development Fund.
To
date,some
$17 million hasbeen
spent. This fiscal year,we
expect tospend a further
$28
million in support ofcommunity
adjustment, businessand
tourism development,new
educational opportunitiesand
northernjob creation.•
We have
also setup
nineNorthern Development
Councils to advise theGovernment
onways
to achieve ournortherndevelopment
objectives.The
transfer of severalGovernment
officesfrom
Toronto toNorthern
Ontario will assist in the diversificationand
stabilization of the local economies.The head
office of the Ministry of Correctional Services willmove
toNorth
Bay.The head
officeoftheOntario Lottery Corporationand
the Forestry Division of the Ministry of Natural Resources willmove
to Sault Ste. Marie.The
administration of the Ontario Student Assistanceprogram
will be transferredtoThunder
Bay. Sowill theRegistrarGeneralBranch
ofthe Ministry ofConsumer and Commercial
Relations.The head
office of the Ministry of Northern
Development and Mines
willmove
toSudbury. When
these transfers arecompleted, more than
1,200permanent
public service jobs willhave
beenmoved
toNorthern
Ontario.These
relocations representan annual
payroll of$40
million.We have
consultedand
listened.We have
acted.We know
thatmore
needsto bedone for
Northern
Ontario.Northern Transportation
People in the
North
are very concerned about transportation issues because of the distances theyhave
to travel.We
have consulted widely with Northernersand
have been told that, while there is concern about gasoline price differentials, theimmediate
priority should be that of improving northern highways.In response, the
Government
has decided to increase the allocation fornorthern transportation by over 32 per cent, or $26 million, to a level of
$107 million for 1987-88,
most
ofwhich
will be spent on northern roads.Also,
some
of the extra funding will be dedicated tokey
northern accesshighways
in order to improve commercial transportationand
tourism. In addition to improvingtransportation inthe North, asignificantnumber
of constructionjobs willbecreated.The Northern Ontario Heritage Fund
For decades,
many
Northernershave
believed that a larger share of revenue derived from their resource heritage should flow back into the region.We
are establishing a Northern Ontario HeritageFund
to help ensure long-term economic growthand
diversification in the region.The Fund
will
have an
initialallocation of$30million.The
HeritageFund
will operateunder
the guidance of the Minister of NorthernDevelopment and
Mines.He
will be assisted in his decisions by a HeritageFund
Advisory Council with representatives from each of the NorthernDevelopment
Councils.Mining Taxation
As
a further benefitto the northern economy, Iam
proposing a three-yearmining
profits tax exemption fornew
mines. This exemptionwould
apply to the net income ofnewly
producing mines. I estimate the value of this incentive tobe$5 million peryear.Eastern Ontario
Many
parts ofEastern Ontario are not fully participating in our economic growth.The Throne
Speechannounced
anumber
ofinitiatives to address this problem, including the establishment of a small business services networkand
the opening ofan
Eastern OntarioDevelopment
Corporationofficein
Pembroke.
In addition, I
am announcing
anew Eastern Ontario Community
Economic Development program
toenhance growth and employment
opportunities in the region.
Under
thisprogram, the MinistryofIndustry, Tradeand
Technology, in conjunction with local economicdevelopment commissioners and
othermunicipal
officials, will identify special opportunitiesforenhanced community
economic development.We
will allocate $25million to thisprogram
over the next five years.The program
will provide funding to coordinate business-related assistanceprograms and
to help finance business support servicesand
capital assistance.Tourism
The
tourism industry represents a major source ofeconomic
potential, particularly formany
ofOntario's smallercommunities and
the northernand
eastern regionsofthe province.The Government
iscommitted
to the strengtheningand
revitalization ofthis importantsector. In the past year,we
have significantlyenhanced
ourmarketing
effortsand
extended theTourism Redevelopment
Incentive (TRIP)and
theGrading
Assistanceprograms
for a furthertwo
years.Under
theTRIP
program, Provincial loan guaranteesare expected toreach$130
millionthisyear.The
DestinationsNorth and
Eastprograms we
introduced in 1986have
receivedan
enthusiasticwelcome from
the industry.To
ensure that quality proposals are not passed over ordelayeddue
to a lack ofavailable funding,an
additional $5millionhasbeenprovidedfortheseprograms.This
Budget
providesfunds tomake
tourismand
recreationprograms and
facilities
more
accessible to disabled personsand
to provide financial supportforthe renovationand development
ofheritageinns.These
measures
will bring the growth in the Ministry ofTourism and
Recreation'sbudgetto 9.3 percent.
Agriculture
The
agriculturecommunity
in Ontario continues to face difficult times.While
redmeat
priceshave
improved, low prices formany
otherfarm
commodities, high debt loadsand
decliningfarm
asset values continue to placemany
of our farmers in a tight financial position. Increasingly farmershave
tosupplement
theirincomesfromnon-agriculturalsources.In recognition of the problems facing the agriculture
community,
theGovernment
has taken anumber
ofinitiatives. In 1985,we
introduced the OntarioFamily Farm
Interest RateReduction(OFFIRR) program
.During
the past yearwe
extended theprogram and enhanced
it further. In thefiscal yearjust ended, $50 million
was
provided through theFarm Income
Stabilization program.
To
assist in the orderly rationalization of the tobacco industry,we
are contributing$15 million to the federal-provincial Tobacco Assistance plan. In 1986,we
introduced theOntario Pork
Industry
Improvement
program, forwhich
funding will be increased to$11.3 millionin 1987-88.
This fiscal year,
we
will be takingfurtherstepsto assistthe industry.•
To
stimulate the agriculturaland
ruraleconomy we
are introducing a$50 million
Farm Management,
Safetyand
Repairs program. It will provide grants of up to $2,500 per farmer to encouragefarm
safety,improve
farm management
techniques,and
assist in the purchase ofmachinery
repairsand
grain storage facilities.The program
will run fromJune
1, 1987 toMay
31, 1988and
will be available to all farmers with aminimum
of$12,000 in grossfarmproduction income.•
As announced
in theThrone
Speech, the Ministry ofAgricultureand
Food's headquarters will bemoved
to Guelph. This willimprove communication among
provincial, federal,universityand
private sectorfarm
organizationsand enhance Guelph
as a centre of excellence in agricultural researchand
training.•
The Beginning Farmers
Assistanceprogram
will be extended for five years.• For1987-88, benefits
under
theOFFIRR program
will bemaintained
at the 100 per cent level rather than the scheduled reduction to 70 per cent.•
To
encouragesound
landmanagement
practices, theGovernment
isintroducing a
new
three-year $40 millionLand
Stewardship program.This
program
will provide financial assistance to farmers for restoringsoil productivity
and
for reducingenvironmental damage on
both productiveand
marginallands.Farm Tax Rebate
Property taxation offarms is a long-standing issue in Ontario. Currently farmers receive a rebate from the Province of60 per cent of
farm
property taxes paid.The Farm Tax
Reductionprogram
recognizes that productivefarm
property should not bear the full brunt of property taxes; but, as currently structured, itdoes not concentrate benefitson bona fide farmers.Thissituationisinequitable
and
shouldbe corrected.I
am
proposing a revisedprogram
toprovidemore
equitable tax treatment.•
Beginning
this year, thefarm
tax rebate will increase from 60 per cent oftaxes paidon the entirefarm
to 100 per centoftaxes assessed onfarm
landand
outbuildings. This will be a rebate, notan
exemption.Farm
residences will be considered separately
and
will continue to be taxed asfarm
property.• Startingin 1988, the rebate willbe paidin twoinstalments.
•
The
requirementto prepay 60 per centoftaxeswill be discontinued.As
a result of these improvements, the total value of these rebates will increaseby 17 percent.Similarchanges will be introduced in respect of
managed
forestlands,and we
will introduce anew
rebateprogram
for wetlandsand
areas ofnaturaland
scientificinterest.The
Ministers of Agricultureand Food and
Natural Resources will beannouncing
thefulldetails shortly.With
theseannouncements
funding for the Ministry of Agricultureand Food
willhave
increased 72 per centsincewe
took office.Planning for Growth
Sustained economic growth is our goal for Ontario.
But we must
recognize thatgrowth
is putting great pressure on our schooland
transportationfacilities, particularly
around Metro
Toronto. Moreover,housing and
environmental pressuresmust
be addressed.Growth
generates certain problems that, without goodmanagement and
planning,would
threaten the qualityofoururban
life.School
FacilitiesWith
respect to school facilities Ihave
already indicated that the capitalbudget has been
set at$147
million for the current fiscal year. In recognition ofthe pressing need to plannow
for the rapidgrowth
that istaking place in
some
Ontario communities,we have
approved a capital budgetof$226
million for 1988-89.The
MinisterofEducation has alreadymade announcements
concerningtheseforwardcommitments.
Transportation
Ontario
has
one of the world's safest,most
efficient transportation systems.But we
agree with municipal representativeswho have warned
that it will take major expenditures to keep it that way. After years of spendingconstraints, Ontario's
network
ofroads, bridgesand
expresswaysis beginning to deteriorate.
We must
actnow
to reverse that trend. In addition,we have
tomake
provision for traffic congestion reliefand
otherimprovements
to the existingnetwork.The Government
has decided therefore to provide a majorenrichment
of$290 million, over the next three years, to
upgrade and expand
the transportation system.As
recentlyannounced by
the Minister of Transportationand Communications, $130
million of thisnew
fundingwill be spent in the Greater Toronto Area.
As
well as addressing other priority needs for municipal roadsand
transit, this willenable an immediate
start onHighway
407.The
balance of$160
million innew
funding will be spent outside the Greater Toronto
Area
to address vitalroad
and
transitrequirements.In this fiscal year, in addition to the
enrichment
for northern roads,$50
millionmore
willbe providedforother regionsofthe province.Transitspending will continue at high levels. Service
improvements and
expansion of theGO
Transit system will be funded at over$100
million this fiscal year.We
will also be providing$177
million to municipalities forcapital spending on theirtransit systems. In addition, theGovernment
is continuing discussions with municipalities
and
transit authorities tocarefully
examine
proposals fornew
transit projects for the Greater TorontoArea.With
the three-yearenrichment
Iam announcing
today, the 1987-88 municipal roads allocation will be increased by a further $28 million to a total of $601 million, foran
increase of 9.5 per cent over last year. In addition,we
will continue the $30millionOntario MunicipalImprovement
Fund.Transportation
spending
will riseby
7.8 per cent in 1987-88.The Government

the problem of providingenough

continues to be amajor challenge. Since taking office, theGovernment
has increased significantly the level ofspending on housing programs. Thisyear, the Ministry ofHousing
willbegin the next phase ofits Assured
Housing
Strategy that will in total provide a further$220
million in capital support for the construction ofmore
affordable rental housing.The Government
will also providean
additional $50 million annuallyto support the operatingcostsofthese initiatives.As
part ofthis strategy,we
willenhance
housingand
integrated support services for the homeless, the disabled, discharged psychiatric patients, victims offamily violence, thefrail elderlyand
othersociallydisadvantagedpersons.In conjunction with the housing industry,
we
will undertake aprogram
to use Provincially-owned lands for the production of affordable rental accommodation.We
invite the federal government, with its extensiveurban
landholdings,tojoin usinthis innovative approach.This fiscalyear, the Ministryof
Housing
willhave
available atotal of$378
million,
an
increase ofmore
than 34 percent over the levelspent lastyear.Details of the
new
initiatives will beannounced by
the Minister of Housing.Health
For 1987-88, this
Budget
providesmore
than $11 billion for health-care programs, including initiativesannounced
in theThrone
Speech. This representsmore
than $1,200 per person.The Government
will provide additional funding toimprove
the quality of care in nursinghomes,
establish
new
addiction treatment services for youth,and
increase access to health-care professionalsand community
mental health services in the North.We
are alsoaware
ofthe greatest challenge inmanaging
Ontario's health- care system: to maintain quality in the face of risingdemand,
while at thesame
time holding costswithin affordable limits.Two
majorstudies ofthe future ofourhealth-care systemareunderway—
theOntario HealthReview
Panel, chairedby
Dr.John
Evans,and
the Panel on HealthGoals
for Ontario, chaired by Dr. RobertSpasoff.The Government
is confident that their reportswillrecommend
fresh responsesto thischallenge.The Government

services.We

tomaintaining and enhancing
institutionalservices. In the 1986 Budget, Iannounced
amajor
hospital capital
expansion which

access to institutional services.Multiculturalism
The Minister
ofCitizenship and Culture
will beannouncing
aGovernment-
wide range ofinitiatives to enrich the cultural mosaic ofour province. ThisBudget
provides $4 million innew
funds to begin theimplementation
of a series of activities, includingexpanded second
language training, multilingual resource materials fornewcomers, and
increasedsupporttocommunity museums and
activities.Environment
The Government
placesahigh priorityonprotecting the environment,and
hasintroduced severalmajor
pollutionabatement
programs.To
reduce the level of toxic contaminants entering our waterways, the Ministry of theEnvironment
has introduced the Municipal-Industrial StrategyforAbatement.
An
$8 millioncomprehensive
wastemanagement program
isbeing
introduced to assist municipalities inupgrading
landfill sitesand
in developing wastemanagement
facilities.Deteriorating water
and
sewer systems throughout the provincemust
be rebuilt before they require evenmore
costly replacement.To
determine the extentand urgency
of this problem,$14
million isbeing made
available, over the
next
three years, to assistmunicipalities
in undertakingdetailedassessmentsofthe conditionof theirfacilities.Although most
of the pollution in theNiagara
River originatesfrom American
sources, Ontario is committed to cleaningup
domestic sources.In support ofCanada's international
agreement
with the United States to reduce toxics in the river by 50 per cent by 1996,we
recentlyannounced more
than $9 million over the next three years towards water pollution control projects inWelland and
FortErie.Intotal,
an
additional $49million in capital fundingisbeing provided this fiscalyearforwastemanagement and
waterand
sewerprojects.Under
the1987 Canada-Ontario Agreement on Acid
Rain, thetwo governments
will eachmake
available up to $85 million. These funds will assist Ontario's three largest industrial sources of acid gas emissions in financing the large investments required tomeet
the Province's emissions targetby 1994.The
total budget ofthe Ministry oftheEnvironment
has been set at$418
millionthis year,a 16 per centincrease from 1986-87.The
federalgovernment
did not respond favourably to the Province's request thatitparticipatein protectivemeasures
to deal with the problems created by high water levels in the Great Lakes.Although
lake levels have receded in recent months,many
municipalities alongLakes Huron,
Erieand
St. Clairhave sustained damage
to publiclyowned
infrastructure.
To
respond toimmediate
needs, while a longer-term solution is being developed, Iam
providing $6 million to share the cost of needed capital repairs. This funding willsupplement
existing capital assistanceprograms.Equity for all Citizens
We
believe there isan
importantlinkbetween
strong socialprograms and
the health ofour economy. Fiscal responsibilityand
social conscience are not mutually exclusive.We have made
substantial progress towards improving oursocialprograms and we
willdomore.Child Care
The Government
realizesthathighquality, affordable childcare isbothan
economicand
a social need,and
that parents require a range of choices—
cooperative, non-profit, private
and
informal -- to suit their family circumstances.This issue is not confined to Ontario. In recognition of its national dimensions, federal-provincial discussions are currently
underway. The
Minister of
Community and
Social Services is takingan
active part in these discussions.We
believe thata nationalpolicy should provide supportfor non-profitand
commercial centres. In addition, there is a need for capital grantsand
start-up
money
to non-profit operations. Furthermore, the currentsystem ofsubsidies to needy parentsshould be simplifiedand made more
flexible.In this regard,
we
are concerned about the directions proposedby
the SpecialHouse
ofCommons Committee
onChild Care.While we have
every expectation that the current negotiations will result in a national strategy, given the pressing needs in this area,we have
decidedto takesome
actionnow.We
will providean
additional $26millionfor child care initiatives this year, raising our total
commitment
to child care to$185
million.Over
the next three years, theGovernment
will provide $33 million in capital funding.The
Minister ofCommunity and
Social Services will beannouncing
the details. Moreover, planning isunderway
to provide child care spaces in allnew
schoolsand
to encourage municipalities to require childcarefacilities innew
commercialbuildings.The Disabled
In recognition of the needs of the low-income disabled, I
am
increasingGains-D
benefits by $50 permonth
to be paid beginningJune
30, 1987.This
change
will cost $45 million this fiscal yearand $54
million in a full year.In addition, funding will be provided to improve our system of
community
support services for the disabled. Opportunities for disabled adults to
maintain
an
independent existence in theirown communities
will beenhanced and
the specialneedsofphysically handicappedchildrenathome
willbe addressed.
The Elderly
Since 1980, Ontariohas paid tax grantsto seniorsfor the first
$500
oftheir property taxes.To
help Ontario seniors continue to live independently, Ipropose to increase the
maximum
grant from$500
to$600
a year. In thefall, this enrichment will be included in the grant cheques to 570,000 Ontario seniors' households.
These
benefits will provide$55
million in 1987-88, bringing total property tax support for seniors to$385
million thisfiscal year.There
is a pressing need to maintainand upgrade
themunicipal and
charitable
homes
for the aged.Under
the capital rehabilitationprogram announced
in 1985,more
than 60homes have
already received funding.The Government
willprovide a further$100
million torenovate additionalhomes
over the nextsixyears.Tax Relief
forLow-Income People
Improvements
are also needed in our taxation system to better reflect people's ability topay
taxes. I expect tax reform to involve a reduction in taxburden
for low-income Ontarians.But we cannot
asklow-income
people to wait for tax reform. Today, Iam
bringingforward
threemeasures
designedto ease theirtaxburden.OntarioProperty
Tax
CreditsI
am
proposing legislation to strengthen ourcommitment
to the Ontario property tax creditsystem.The
basic property taxcreditwill be increased from$180
to $230, effective for the 1987 tax year.As
a result, about 1.8 million lowand
moderate income taxfilerswho pay
property taxes orrent willsharean
increaseinbenefits of$85million.This enrichment will raise the cost of the Ontario
Tax
Creditprogram
to$360 million
and
willmake
local tax burdensfairerand more
affordable.Ontario
Tax
ReductionProgram
But more
can be done to ensure fair taxes for lower income citizens.As Members
will recall, I enriched Ontario's tax reductionprogram
for 1987 in the last budget. For 1988, I plan toexpand
the OntarioTax
Reductionprogram
by an additional $10 million, bringing total tax cuts under theprogram
to $35 million.As
a result, an additional 100,000 people willpay
no Ontario income taxand
60,000 peoplewillpay
lessOntarioincome tax.This action
means
that, since taking office, theGovernment
willhave
doubled thenumber
ofOntario taxfilers receiving income tax reductions.Fully600,000taxfilers,
who pay up
to $270 each in federal income tax, willpay
no Ontario incometaxin 1988due
to thisprogram.OHIP Premium
AssistanceWe
will also substantially reduce thenumber
ofOntarianswho
payOHIP
premiums.
Effective for 1988, the income limitsunder which premiums
are reduced or eliminated will be increased.
As
a result, another 40,000 individualsand
families with low income will no longerpay premiums.
Thisprovides
an
additionalbenefit of$20million.In total, these
measures
to reduce incomeand
property taxesand OHEP premiums
willput$115
millioninto thehands
oflowand
moderate income people.Low Priced Meals
We made
acommitment
to a$4.00exemption level forprepared food. Iam
pleased to
announce
that Iam
proposing the full implementation of this promise, effectiveJune
1, 1987, at a projected cost of$40

Federal-Provincial Issues
There are two matters on the federal-provincial horizon that could affect this year's fiscal plan and, indeed, the Ontario economy. I refer to tax reform
and
theCanada
- UnitedStates trade negotiations.Tax Reform
On June
18, the federalgovernment
will table its proposalsfor tax reform.I believe the current tax system is failing the tests of fairness, simplicity
and
taxpayer acceptance.The
proliferation of tax preferences hasmade
the system complex, confusing,
and
inequitable.With
the right changes, theCanadian
taxsystem canbefairer,more
competitiveand
less intrusive intobusinessand
personalaffairs.I
would
like tocommend
the Minister of Finance on the forthrightand
cooperativemanner
inwhich
he has dealtwith
the provinces on tax reform. Since last September, provincial treasurershave met
withMr.
Wilson on four occasions to
exchange
ideas, concernsand
advice on this important issue. In those discussions, Ihave
outlined anumber
ofkey
areas for federal consideration. Iwould
like tosummarize
these forMembers
today.In Ontario,
we
are studying major changes to our social welfare system.While
the review isnot complete,we have
already found wide variation in benefits to social assistance recipients in similar circumstances,and
serious disincentives to work.
Tax
reformmust
recognize that the tax systemand
the social assistancesystem need
to beharmonized. Tax
reform should not preclude the introduction of a
guaranteed annual
income.Fairness also requires that
exemptions
be clearly justifiable. Ihave
indicatedmy
concern to Mr. Wilson, repeatedly, that the $500,000 capital gainsexemption isunfair,and
leaves untaxed the profitsfrom anumber
of types oftransactions ofdubious economic benefit toCanada.
This aspect hasto be attendedto, ifCanadians
are to accept thespirit ofthe overall tax reformpackage.I believe that
improvements
in simplicityand
national taxharmony
should also be objectives of tax reform.
Members
will beaware
of the successfulTax
CollectionAgreement
for the administration of personal income taxesbetween
the provincesand
the federal government. If the federal proposals to reform the federal sales tax result in a simplerand
more
progressive system, onewhich
is generally acceptable, I believe the provinces should consider coordinating their sales tax structures with the federalsystem.The
Province of Ontarionow
administers itsown
corporate income tax.While
this separate administration providesmaximum
flexibility, it putsadded
paperburden on corporate taxpayers. If the federal corporate tax reformsarefairand
consistent with Ontario's economicpriorities, I plan toexamine
the possibility of re-entering a corporate income tax collectionagreement
with Ottawa.However,
Iwould
consider such action only withassurances
of flexibility topursue important
Provincialeconomic
objectivesthrough this tax.
I
want
tomake
it clear that consideration of these options will not impair theemployment
ofany
Ontario public servant associated with the current tax administration.Federal reform will alter tax bases, rates,
and
the shares oftaxescoming
from the three largestsources offederal revenues. Because provincial tax systems are closely linked with the federal tax bases, provincial taxes willhave
tobeamended.
Ibelieve that provincesshouldnotundermine
federal rate reductions associated with tax reform. Neither should tax reform imposeadded
costsorrevenue losseson the provinces. It ismy
intention tomeet
bothobjectivesindesigningany
required adjustments.Canada-U.S. Trade Negotiations
There is
much
uncertainty in the area ofCanada-U.S.
bilateral trade negotiations.No
one can yet be sure that there will bean agreement
or indeed which, ofnumerous
possible features, will be included shouldan agreement
be reached. It is unquestionable that Canada-U.S. trade issues are of utmost importance to oureconomy,
our social policiesand
our culturaldevelopment.Once
Ihave
greater certainty on the details of federal tax reformand
theoutcome
ofthe trade negotiations, I will assessthe impact onmy
economic forecastand
fiscal plan,reviewour spendingand
tax policies,and
reporttothe House.
Financial Services
The emergence
of a global tradingeconomy
has beenaccompanied by
a global financial market.As
the linksbetween Canadian
businessesand
foreign
markets have grown
in importance, the existence in Toronto of a vigorousand
outward-looking financial services industry hasbeen
of increasing benefit to the city, the province,and
the nation.The Government
is taking steps to encouragenew
competitionand growth
in the securities industry,and
toenhance
Toronto's standing as a centre of domesticand
international finance.In addition, I intend to
examine
incomeand
capital tax changes tomake
Ontario a
more
competitive location for international financial activity.This
may
be necessary to ensure that the financial industrymakes
business decisions on the basis of economic conditions rather
