T h e Honoura,ble t h e Speaker informed the Senate t h a t he had received a communication from t h e Secretary to t h e Governor General stating that His Excellency the Governor General would proceed to the Senate Chamber t o open t h e Fifth Session of t h e Dominion Parliament this d a y a t three o'clock in 'he afternoon.
T h e Senate adjourned during pleasure.
After a while, His Excellency the Governor General having come, and being seated on the Throne,-

As you are only too well aware, all efforts to maintain t h e peace of Europe have failed. The United IGngtlom, in honouring pledges given a s a means
oiavoiding hostilities, has become engaged in war with Germany. You have been summoned a t the earliest moincnt in order t h a t the Government may seek authority for the measures necessary for the defence of Canada, and for co-operation in the determined effort which is being made t o resist further aggression, and to prevent the appeal to force instead of to pacific means in the settlement of international disputes. Already t h e Militia, t h e Naval Service a n d t h e Air Force have been placed on active service, and certain other pro- visions have been made for the defence of our coasts and our internal security under the W a r Measures Act and other existing authority. Proposals for further effcctive action by Canada will be laid before you without delay.

You will be asked t o consider estimates t o provide for expenditure which has been or may be caused by the state of war which now exists.

I need not speak of the extreme gravity of this hour. There can have been few, if any, more critical in tlhe history of the world. T h e people of Canada are facing the crisis with the same fortitude t h a t to-day supports the peoples of the United Kingdom and other of the nations of t h e British Commonwealth.
M y Ministers are convinced t h a t Canada is prepared t o unite in a national
effort to defend to the utmost liberties and institutions which a r e a common
heritage.
