Housing and the city 

Call for papers 

 

The housing issue, as  a core issue for the well‐functioning of our societies, is at the  crossroads of many disciplines. The housing acts as a social marker, it shapes our cities and  has an environmental cost. Yet, while it provides an essential service to households, the  housing is an investment good for others. Faced to cumulative failures over the last years in  a lot of countries, we have to reconsider the public policies to be implemented in order to  deal with housing problems. 

The OFCE is organizing  a  workshop on  December  4,  2012  at  Sciences‐Po (Paris).  Any  contribution related to the housing and the city is welcome. 

The workshop will focus more specifically on three main themes: 

The social policy of housing  

Which budgetary choices for the government? What role for social housing? Should we  encourage home ownership, including for modest people? If “yes”, how to proceed for? 

What role for local authorities and private enterprises?  

Functioning and regulations of markets 

Bubbles or not … bubbles? What about tax policies? Which credit policy? How to manage  land as an input? Targeting the financial aid for individuals or the (social) builders? What  about residential investment for (private) renting? Which regulation(s) for the private  rental market? 

City, urbanism and environment 

What use of public land? What about urban planning and environmental constraints? 

What  interconnections  between  housing,  transport  and  activity?  What  about  segregation and social mix. Why and how to renovate our cities? Which city for the  future and for what users?  

Contributions based on cross‐country comparisons are encouraged. The working language  during the workshop will be English.  

 

Procedure for participation 

Proposals will consist in a long abstract (two pages) and have to be sent to the scientific  committee by May 30, 2012 (villeetlogement@sciences‐po.fr). Authors will be informed for  acceptation or refusal at the end of June 2012. The full draft of accepted papers will have to  be provided by October 31, 2012 in order to be included in the program. Abstracts and  articles can be written in French or English. 

Presented papers and discussions could be published in a special issue of the OFCE’s Review
