With reference to above.”Urs Mela” at Ajmer will held from 01.06.2011 to 15.06.2011 Mela surcharge will be levied at Ajmer (AII) station during the Mela period from 01.06.2011 to 15.06.2011 follows as under:-

Sub:-Notification of trains services for rationalization of Parcel & Luggage traffic.
Ref:- F.M. Circular no. 05 of 2010 issued vide Board’s letter no. TC-II/
2046/06/1 dated 26.02.2010
1. In reference to para no. 4 of Board’s above quoted letter, the enclosed list of Mail/Exp/Passenger trains originating from North Western Railway are re- classified as Rajdhani/Premier/Standard parcel services trains.
2. It may be ensured that charging of Parcel & Luggage by these notified trains is done as per notification. This classification will remain valid for a period for 01.06.2011 to 31.05.2012, unless revised otherwise.
3. Booking & Charging of non leased parcel & luggage by newly introduced trains
& trains run temporarily such as Summer special, Puja special and X-Mas special etc. shall be charged as FM circular no. 13 of 28.08.2008 ( L.R.A 42 of Coaching dated 02.09.2008)
4. Any discrepancies noticed in classification should be brought to the notice of this office immediately. Sr. DCMs to ensure that each and every train originating from their divisions are classified and notified.
5. CMIs should be deputed to ensure correct charging of luggage & Parcel traffic 6. All concerned be advised to note and act accordingly.

Sub:- Wearing of uniform by ticket checking staff. (Comml.Cir.No.15 of 2011)
Ref:- Board’s letter No.2000/TG-V/11/1 dated 02.02.2001 (Commercial Circular No.07) Instructions were issued by the Board, vide commercial circular no.07/2001 regarding wearing of uniform by the ticket checking staff with certain exceptions as contained therein.
However, complaints are being received regarding ticket checking by un-uniformed persons and also about checking staff refusing to show identity card when demanded to establish their genuineness. In the back drop of such incidents, the matter has been reconsidered by the Board in the light of following guidelines/rationale,
I) The Indian Railways Traffic Code (Commercial) under para 919 stipulates as follows:-
“ Ticket checking staff while on duty must be properly dressed in the uniform prescribed by the administration and put on Name plate, distinguishing number, rank badge, armlet headgear etc. where supplied.Travelling Ticket Examiners will also carry with them their duty card pass and authority letters which must be produced on demand by an authorized official or by the travelling public…”
II) Prescrption of uniform for ticket checking staff of Indian Railways has the following underlying rationale:-
a) The uniform of ticket checking officials which includes the name badge
and Identity card, generates official identity by virtue of which the officials
cause no doubt in the minds of the passengers.Apart from clarifying the
bonafides of the ticket checking officials the uniform also provides the
squad a smart and distinctive appearance and engenders a sensa of professional pride.
b) The uniform also brings in a deterrent effect on the ticketless travellers as the uniform reflects the presence of the organization and its conspicuous corporate image.
c) Easy identification of the ticket checking staff also helps in minimizing the chances of imposters/miscreants causing mischief and harassment to passengers. It would also point out to the passengers as whom to approach for seeking help and guidance.
d) Most importantly, it eliminates the element of stealth, shock and surprise which may be useful for policing but not for a commercial organization like Indian Railways which wants to make its customers feel secure and comfortable. The entire process of ticket checking shall become comprehensively transparent.
2.0 Therefore, In supersession of the instructions issued in Board’s letter dated 02.02.2001, the following instructions are issued for strict compliance.
(a) All Ticket Checking Staff, while on duty, shall compulsorily were the prescribed uniform alongwith the name badge and laminated identity card issued by the Zonal Railways.
(b) It is clarified that wearing of uniform for all Ticket Checking Staff I compulsory irrespective of their location of deployment-whether at stations, on reserved/unreserved coaches of trains or on special squads for ticket checking.
( c ) The staff deployed on specil squads under CCMs, staff of CTC squad of Railway Board shall also compulsorily were the prescribed uniform while on duty,
(d) There shall be no exceptions in this regard.

As per existing provisions contained in S.No.36 of Annexure to rule 101 of IRCA Coaching Tariff No.25, Part-I (Vol.11), Senior citizens of minimum 60 years are eligible for concession in the basic fares of Mail /Express trains and all inclusive fares of Rajdhani/Shatabdi/Jan Shatabdi trains.The element of concession is 30 % for men senior citizens and 50% for women senior citizens.
2. As announced by Hon’ble MR in Budget Speech for 2011-12, it has been decided to reduce the minimum age for availing concession from 60 years to 58 years in case for women senior citizens. However, the element of concession will continue to remain at 50%.
3. It has also been decided to increase the element of concession in case of men senior citizens from 30% to 40 %.The minimum age will, however, continue to be 60 years in case of men.
4. There will be no change in other terms and conditions.
5. This concession will be admissible on tickets purchased on and after 01.06.2011. In case of tickets already issued for travel on & after 01.06.2011, refund of difference of fares will not be admissible.

2. Accordingly Orthopaedically handicapped/paraplegic persons who connot travel without the assistance of escort are eligible for 25% concession in 3-AC & AC Chair Car in all inclusive fares of Rajdhani and Shatabdi trains.The same concession will also be admissible to one escort accompanying the concerned handicapped person.

Board have decided to revise the charges for haulage of empty coaches as
under:-
I When hauled by a scheduled train- Rs.66 per Coach per km. subject to a minimum of Rs.6600 per Coach for all gauges (minimum distance for charge 100 km)
II When hauled bya special train- Rs 1584 per train per km. subject to a minimum of Rs.158400 per train for all gauges (minimum distance for charge 100 km) If the charges at the rate of Rs.66.00 per coach per kilometer for the actual number of coaches hauled by a special train work out higher than the charges at rates indicated in (ii) above, theformer would be leviable.
Development charge @ 2% of the total charges will be levied additionally.
These instructions will be applicable for haulage of empty coaches manufactured by ICF,RCF & BEML Ltd.
These charges will come into force with immediate effect and will remain valid till further advice.

Sub:- Izzat MST-Issue of Income Certificate by MLAs. (Commercial Circular No.21 of 2011) Reference Board’s letter of even number dated 16.07.2009 (Commercial Circular No.24 of 2009), whereby the scheme of issuing ‘Izzat’ Monthly Season Tickets @ Rs.25/- was launched for the benefit of persons working in unorganized sector with monthly income not exceeding Rs.1500/- for travel upto 100 kms from the station serving their place of residence.
Presently, Izzat MSTs are issued on production of:- (i ) income certificate from the District Magistrate; or (ii ) income certificate from MP of Lok Sabha ,or
(iii) letter of recommendation from Union Minister or MP of Rajya Sabha to DRM, or
(iv) BPL card or any other certificate issued by Central Government under a recognized poverty alleviation programme.
(v) Under exceptional circumstances, DRMs are also authorized to issue income certificates.
2. In addition to the above, Ministry of Railways have decided that w.e.f.1.07.2011, the income certificates issued by Members of Legislative Assemblies (MLAs) of various States and Union Territories will also be accepted for issue of Izzat MSTs subject to the following conditions:-
(i) The MLAs should issue income certificates to persons belonging to their constituencies only;
(ii) The format of the income certificate will be as enclosed.
(iii) The income certificate issued bv MLAs will for one-time use only, i.e. the original Income Certificate issued by MLA will be retained by the Railway Staff at the time of issue of Izzat MST.
(iv) A fresh income certificate from the concerned MLA will be required every time the concerned person approaches the Station for purchase of Izzat MST.
(v) This provision is being done on pilot basis for a period of three months. All Zonal Railways are requested to send monthly figures of usage of Izzat MSTs, based on which a review will be done.

( Commercial Circular No.23 of 2011) At present, there is no uniform yardstick for opening of additional reservation counter at existing computerized Passenger Reservation System (PRS) centers.Zonal Railways have been following varying yardsticks for this purpose.
2. The issue has been examined in consultation with Zonal Railways and keeping in view the present working hours of the Reservation Centers, it has been decided that at those locations where daily average number of transactions per shift per counter are 180 or more, Railways can take action to open additional counters subject to availability of manpower, space and other infrastructure.

Sub:- Revision of charges for Hospital-on-Wheels organized by Impact India Foundation, Mumbai for the Year 2011-12.
Ref:-Board’s letter of even number dated 3.01.2011.
Ministry of Railways have decided to levy the various charges for the year 2011-12 for movement of Hospital-on-Wheels (Life Line Express) running as a part regular train as follows:-
i) Haulage Charges : Haulage Charges will be recovered at 25% of the actual cost of movement of AC Sleeper Class coach. These charges will be Rs.6.53 per vehicle (bogie) per Km. for 2011-2012. The charges should be recovered in advance before the movement takes place.
When Life Line Express runs as a special train charges will be realized as per instructions issued vide Board’s letter no TC-II/2221/91/ Impact India/Vol.II dated 05.12.1996
& letter no.TC-II/2221/2002/. Impact India dated 29.08.2007.
ii) Maintenance Charges : Revised maintenance charges for the Year 2011-12 will be as follows:-
(a) For non-AC coaches - Rs.3,90,164/- per coach.
(b) For AC Coaches - Rs.7,80,325/- per coach.
iii) Detention Charges :-Detention charges will continue to be collected at the rate of Rs.5.00 per 8-Wheeler vehicle per day.
iv) A revolving lumpsum deposit of Rupees One lakh sixty thousand (Rs.1,60,000/-) will be maintained with the Central Railway to meet contingent expenses arising on run such as electricity, water, sanitation expenses, etc. Central Railway will deduct these charges on the basis of advice received from the concerned Railway and pass on the credit to them.The Foundation will on demand replenish the amount to the extent required.No other deposit will be collected from the Foundation.
POH interval may continue to be two years to ensure safety.
Other terms and conditions will remain the same.
This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
Nacesary instructions may be isued to all concerned immediately.

Sub:- Validity of Indrail passes in Duranto Exp. (Commercial Circular No.26 of 2011)
As per commercial circular no.46 of 2009, Warrants or rail travel coupons shall not be accepted for travel by Duronto Trains.In view of the confusion on various Railways whether Indrail Pass is valid in Duranto trains or not, the matter has been examined and it has been decided that for the purpose of validity, Indrail pass on Duranto Express trains will be treated at par with Rajdhani/Shatabdi Express.
Suitable instructions may be issued to all concerned particularly ticket checking &
reservation staff so that no inconvenience is caused to the bonafide foreign tourist.

I am directed to invite a reference to this Ministry’s endorsement No.2000/F ( C)/22/1 dted 30.09.2009 wherein the rates of commission charges for Railway Warrants and Credit Note facilities etc. were last revised.In view of steep hike in the staff cost, in collection of these charges, the Minitry of Railways have decided to effect an increase in the existing rates of commission charges on Railway Warrants and Credit Note facilities etc. as under:-
