Experts mull Space-based Solutions for Disaster Management and Emergency Response in Africa

More than 100 decision-makers and senior experts on disaster-risk management experts from African countries, Europe, the Middle East and America are meeting in Addis Ababa, Ethiopia to discuss “regional space-based solutions for Disaster Management and Emergency Response for Africa.” The Regional Workshop, which is being held from 6 to 9 July 2010, is organized by the UN Office for Outer Space Affairs (OOSA) in cooperation with the UN Economic Commission for Africa (ECA) and with the support of the Government of Austria and the Secure World Foundation. The workshop aims at involving Africa more actively and promoting access for African countries to the use of “space –based applications and solutions targeting disaster-risk management, emergency response, and climate change and health-related issues.”

Welcoming participants, Mrs. Aida Opoku Mensah, Director of ECA’s ICT and Science & Technology Division, highlighted the need to target the topic of disasters, as Africa is exposed to droughts, floods, desertification and other natural hazards, as well as social crisis. In this context, Mrs Opoku Mensah highlighted the need to foster regional cooperation as a key strategy to promote Africa’s development. However, she also pointed out current constraints that impede efficient and timely response in case of disasters such as problems with data quality, difficulties in accessing data, and lack of familiarity by end-users. Key tasks highlighted by Mrs Opoku Mensah to deal with these constraints include

capacity building, strengthening coordination mechanisms, harmonize capacities across Africa, facilitate and encourage international cooperation, and assign responsibilities regarding spatial database infrastructures as key elements to generate information required by decision-makers.

Addressing the workshop on behalf of OOSA, Mr. Juan Carlos Villagran de Leon commented that UN-SPIDER (United Nations Platform for Space-based Information for Disaster Management and Emergency Response) had its origins in the UNISPACE 3 conference which took place in 1999, and has been established to promote the use of space-based information to support efforts at national and regional levels in all phases of the disaster management cycle. He remarked that UN-SPIDER is cooperating with the International Strategy for Disaster Reduction of the United Nations, with OCHA, with UNDP and with other international and regional agencies on this issue of reducing the impacts of disasters and in emergency response through a variety of mechanisms such as the SpaceAid Framework. He commented on the fact that UN-SPIDER is establishing networks of Regional Support Offices in all continents of the world and National Focal Points in order to contribute to efforts conducted at the national level by government agencies.

Ambassador Gudrun Graf, representing the Government of Austria, commented on the fact that Africa is particularly vulnerable to a variety of hazards and climate change, and therefore there is a need to improve capacities and conduct a variety of efforts targeting such extreme weather events and climate change. To this end, the Government of Austria is providing support to the UN-SPIDER programme, which allows the programme to bridge the gap between the space and the disaster management communities; to provide technical advisory support to countries, including the conduction of technical advisory missions; and outreach activities, including the conduction of regional and international workshops.

Ms. Agnieszka Lukaszczyk from the Secure World Foundation (SWF) also addressed the participants and commented that SWF is committed to supporting efforts that lead to sustainable development through the use of space applications. She recalled that modern societies already benefit from services provided by satellites including telecommunications and navigation. She concluded her presentation by recalling the fact that disasters do not discriminate, do not follow political boundaries among countries, and reiterated the need to promote cooperation as a cornerstone to promote development.

The workshop was officially opened by Mr. Josué Dioné, ECA’s Acting Head and Director of ECA’s Food Security and Sustainable Development Division. Framing his address in the context of the MDGs (Millenium Development Goals), Mr Dioné stressed that Africa must take a full-fledged role in using space-based information technology with a focus on future generations; in order not to benefit no only at-risk communities but enhance the overall African economic environment. To this end he commented on efforts being conducted through partnerships with the African Union and the African Development Bank to generate such information through programs such as CLIMDEV, which aim to fill in the gaps in data observation and on ways to format information is useful ways from the point of view of decision-makers. He informed participants that ECA is launching the African Climate Policy Centre as a key strategy to support governments in dealing with such aspects as climate change.

Background:

In its resolution 61/110 of 14 December 2006 the United Nations General Assembly established the “United Nations Platform for Space-based Information for Disaster Management and Emergency Response – UN-SPIDER”, as a UN programme to provide universal access to all countries and international and regional organizations to any type of space-based information and services relevant to disaster management. The Addis Ababa workshop brings Experts on Disaster-Risk Management drawn from the following groups:

Experts from Space Agencies, Remote Sensing and Mapping Agencies responsible for providing space-based technologies and solutions for disaster management support.

Experts from regional and international organizations active in Africa with regard to risk and disaster management, early warning, food security, climate change, and health issues.

Experts from the UN-affiliated Regional Centres for Space Science and Technology Education, and other national, regional, and international Centres of Excellence.

UN-SPIDER National Focal Points.

Experts from the UN-SPIDER Network of Regional Support Offices.

The workshop will allow participants to:

Become aware of the most recent examples regarding the use of space-based applications and solutions targeting disaster-risk management, emergency response, climate change, and health-related issues; and to advantage of those applications and solutions.

Become aware of the activities being conducted by UN-SPIDER in Africa, and identify ways and means to become engaged in these activities.

Network with representatives of a variety of countries and regional and international institutions engaged in these types of activities.

The workshop will allow ECA and OOSA to:

Identify strategies to bridge the gap between the space and the disaster management communities.

Improve the communication and coordination among existing initiatives in African countries regarding access to and use of space-based technologies for disaster-risk management, emergency response, climate change, and health-related issues.

Continue strengthening the network and role of National Focal Points and Regional Support Offices in Africa.

Obtain elements to define the strategy to support UN-SPIDER in Africa, including capacity building and institutional strengthening.

Collect additional Country Profiles as proposed in the UN-SPIDER 2010-2011 Work plan.
