ADOPTION OF OHE REPORT OP COMMITTEE II (SOCIAL)

-The CHAIRMAN drew attention to the draft Report of Committee II

(Social) (dated 28 February 1963? without symbol or number), which was

"before the Committee for adoption. Any mistakes in spelling, punctuation, the titles of committees and the like, would be corrected by the. secretariat when it edited the Report, after adoption "by the Committee, for submission to the Commission,, Representatives should accordingly confine themselves to criticisms of the substance.

Mr, AUJNAN (Observer for the World Food Programme), speaking at

the invitation of the Chairman, drew attention to the draft resolution on the recommendations of the Standing Committee on Social Welfare and Commu nity Development contained in paragraph 20, He wondered whether the .words "about ten" were necessary' in the first line of operative paragraph

- 3, subr-paragraph (e): "To convene a hi$i level meeting of about ten

specialists..,." ,

Mr. VILAKAZI (secretariat) replied that during the discussions

on the subject it had been emphasized that the meeting ought to be a small one. The words "about ten" were intended to convey that the meeting was to be a small one, without specifying an eyaot figure.

Mr, ASEM (Ghana) considered that the second paragraph of the

preamble of the draft resolution ought to be redrafted by the Secretariat in clearer terms* In addition, operative paragraph 2, sub-paragraph (o), ought to indicate whether the "equitable distribution1! referred to was to be m»de throu^iout Africa or within each State. Operative paragraph 3, sub-

paragraph (e), also required somewhat clearer .drafting.

Mr, VILAKAZI (secretariat) said that the. secretariat would

re-draft the second paragraph of the preamble more clearly when editing fc the Report after its adoption* He suggested that the words "within each oountry1* might be added at the end of operative paragraph 2, sub-para graph- (o)j and that the insertion of the word "needed" after the words

"to advise oh assistance 'programmes1' at the end of Operative paragraph 3, sub-paragraph (e), would, perhaps, achieve the necessary clarification

in that part of the text. ; - .

; T"he amendments' suggested "by the member of the secretariat to the draft resolution contained in paragraph 20 were adopted.

The' draft resolution, as thus amended, was adopted for submission to the Commission.

■.-■' ■ MrvitUGABABAMtJ (Tanganyika)' drew attention to' the fact that the resolution on the Training of Personnel, which appeared in paragraph 26 of the draft Report, had been amended by the Commission.' He accordin gly proposed that the present text be replaced by the amended^ text the

Commission.had adopted.. . . :

Mr. SULEIMAN (Sudan), supported by the representative of

Ethiopia, pointed out that the opening sentence of paragraph 29 ou^it to be reworded, in view of the fact that the Commission-had decided, at its fifth session, that the sub-regional office in question should be for North Afrioa and that the expression "Africa^North of' the Sahara!1 should

■'r": Mr. CASHEY (Sierra Leone), speaking as the tfapporWr, said that

the part of the sentenoe objected to was a quotation from a resolution adopted at the fourth session, it had been put in inverted oommas to indi cate that it was a quotation. He suggested that the first sentence of the paragraph be amended so as to read as follows, without inverted oommas:

"The Committee recalled resolution 6o(V), in which it had teen decided to set up two sub-regional offices and also that a sub-regional office for

North Africa should be established."

It was so decided

ThA draft report of Committee IT (Social^ as amended in the course of the meeting* was adopted.
