Vaka Taumako Project of Pacific Traditions Society of USA started under PTS in 1996

Partner – NGO, Vaka Taumako Project Solomon Islands/Vaka Valo Association Trust Board, was established in 2014.

5. Objectives of the organization

Please describe the objectives for which the organization was established, which should be ‘in conformity with the spirit of the Convention’ (Criterion C). If the organization’s primary objectives are other than safeguarding intangible cultural heritage, please explain how its safeguarding objectives relate to those larger objectives.

1) Build Authentic Polynesian Voyaging Canoes of the types called TePuke and TeAlo, using only traditional materials. Designs, and methods.

2) Sail Ancient Voyaging Routes and Revive Partnerships and Trade Relationships within the Santa Cruz Group and beyond in order to demonstrate and revive ancient knowledge of self-reliant means of communication and prosperity between island peoples.

3) Train a New Generation in Traditional Voyaging Skills and Values.

4) Document the Process and Create an Archive of video, written, photo, and other educational materials and products for the benefit of nga Taumako, other Solomon Islanders, other

Polynesians, selected researchers who are fully committed to our goals and the public.

5) Produce Information and Educational Materials, articles and books, to foster Taumakan educational goals, and generate world awareness of both the practical and spiritual nature of this ancient voyaging heritage, and produce a multi-part archival video production.

6) Initiate and Coordinate Cultural Exchanges between Taumako people and the outside world in order to revive ancient voyaging knowledge and wisdom, aid communication between Taumakans and other seafarers, and to increase world awareness of ancient Polynesian seafaring traditions.

7) Protect and Benefit Taumako Community- Founding and current agreements honor Taumako copyright and profits from their cultural knowledge. The VTP continues to explore ways to better protect and promote Taumako interests in these matters, including correspondence, participations, and registration with United Nations and indigenous people’s initiatives, and bio-cultural efforts, worldwide.

6.c. Description of the organization’s activities

Organizations requesting accreditation should briefly describe their recent activities and their relevant experience in safeguarding intangible cultural heritage, including those demonstrating the capacities of the organization to provide advisory services to the Committee. Relevant documentation may be submitted, if necessary, under section 8.c below.

The Vaka Taumako Project (VTP) of Pacific Tradition Society, with the Vaka Taumako Project of Solomon Islands (VTPSI), have recently:;

*constructed Tealolili canoe and voyaged to various Outer Reef Islands training youth in ancient knowledge of traditional canoe building and navigational methods,,

*constructed two TePuke canoes in preparation for voyaging to Vanuatu in 2017-18 as training for family and regional reunion to reopen the border between Vanuatu and Solomon Islands (closed by colonial rules),.

*proposed curriculum for informal education for the Lata Navigational School,

*created rough-cut 2 hour educational TV documentary, videography 1996 -2017.

*presented (with 4 from VTPSI) at "Sustainable Sea Transport, conference" 2014,

*Vaikawi and George presented at PacFest Guam in 2016. Drs Salopuka and George presented at East/West Center 2015. George presented at California Maritime Academy, 2013, Chico State U, 2015, 2016 IUCN conference, East/West Center in 2014 and 2016, and George at Taiwan Pacific History Conference Taiwan, Pac-Fest Guam, 2016, Maritime Archaeology of Hawai’I and Pacific conference and East/West Centre in Honolulu 2011 and 2017. and UCI and UCLA, 2017. The VTPSI was registered in 2014 as a charitable organization in Solomon Islands.

VTP of Pacific Traditions Society started in 1996, and renewed research permits annually with Ministry of Education. Future priorities of VTP are completion of more articles, book, and a TV documentary series.

VPTSI Board of Directors meets periodically and the annual meeting includes all the directors, including M. George from Hawaii, Dr Salopuka meets with Taumako VTPSI leaders and membership at least twice/year. The next annual meeting will be in June, 2017.

A VTPSI Committee has operated since 1996. Since 2006, under Dr Salopukas leadership, VTPSI has faithfully and resourcefully managed over 400,000.USD, and organized programs skillfully and efficiently despite civil war, disasters of government and changing weather. An accountant reviews financial reports to donors and confirms compliance with inland revenue of Solomon Islands

7. The organization’s experiences cooperating with communities, groups and intangible cultural heritage practitioners

The Committee will evaluate whether NGOs requesting accreditation ‘cooperate in a spirit of mutual respect with communities, groups and, where appropriate, individuals that create, maintain and transmit intangible cultural heritage’

(Criterion D). Please briefly describe such experiences here.

In 1999, when a group of Doctors and their staffs, and the hospital on Kaua’i donated cataract surgeries to Paramount Chief Kaveia of Taumako, the 7 Taumako people who accompanied Kaveia on Kaua’i for 11 weeks, built the main hull of a vaka moana as a gift for the people of Kaua’i. Whenever voyaging groups request help, such as making a lauhala sail for their vaka, or needing sennit cordage, or wanting to visit Taumako or meet with Taumakan experts in the ancient arts, the VTP/VTPSI has responded as family and without reference to costs.

PTS is careful to respect the knowledge of others and we do not claim to know more than we do.

Our goal is to support the VTP and VTPSI to train a new generation, help the youth of the world to experience and learn the voyaging arts that Taumakans, and some other peoples with

Austronesian cultural heritage, have kept practicing. Our goal is to revive voyaging partnerships and networks throughout the Pacific, Indian and other oceans.

We do make clear distinctions between the expert use of ancient materials, designs, and methods, and protocols, and the co-opting of these arts by people who have no intention of learning these ways or using these things. We have not given details of our ancient designs to modern proa racers, for example, because they use them to make money and prestige for themselves and they are not interested in crediting the ancients for having figured out and made these things, much less any living person who would help them. They charge people for this knowledge but they do not want to pay anything for it.

We also do not do this for self-benefit. We try to support Taumako needs, including payment of school fees and necessities for our children so that Taumakans can work on becoming sustainable in practicing their voyaging heritage. Our grander goal, shared with VTPSI, is to share and teach and learn for the benefit of the coming generations, and for the sustainability and resilience of the world.

8. Documentation of the operational capacities of the organization

The Operational Directives require that an organization requesting accreditation submit documentation proving that it possesses the operational capacities listed under Criterion E. Such supporting documents may take various forms, in light of the diverse legal regimes in effect in different States. Submitted documents should be translated whenever possible into English or French if the originals are in another language. Please label supporting documents clearly with the section (8.a, 8.b or 8.c) to which they refer.

Proof of the participation of the members of the organization, as requested under Criterion E (i), may take diverse forms such as a list of directors, list of personnel and statistical information on the quantity and categories of members; a complete membership roster usually need not be submitted.
