1, Practically all African countries construot indices of consumer
prices * Some countries even compute several indices, one for Europeans,
who are often expatriate stnff'from Technical Assistance, and another for the African population»2, For most of those indices a "base period has "been seleoted,which
is either a year or a month somewhere between 1955 an(i 1965" However
some indices are based on earlier periods which sometimes go back before the second world war. It is clear, in such cases, that as aresult of modifications in standards of living following the rapid
urbanisation in African oountrios, these indices are somewhatinadequate as indicators of the variations in consumer prices.
3, The oonevjaer price indices for almost all African coutries are base-weighted, and are computed as arithmetic means»
4, The weights have "been obtained from family budget surveys, but these surveys vary considerably in coverage from one country to another.
Certain countries use a survey which has been carried out among the expatriate workers in Technical Assistance, some others use one which
has been conducted among middle class families (particularly Civil
Servants), and certain, others utilise a survey carried out among
working class families0 Consequently the indices which have thus been
oomputed relate only to c particularly well defined category ofbuyers. The characteristic feature of these inquiries is that they
are in general conducted in urban araas, In certain cases, as in
Ghana, a national index is obtained, by taking the weighted average of an index constructed for ths urban areas and one for rural areas.Usually, the index of consumer prices is constructed for the capital
of the oountry, but sometimes it is extended to other importanttowns (e.g., Southern Phodesia rr.l Malawi). Sometimes, as for Nigeria,
a different index is constructed for each principal town.

5-It is in the composition of the indices that the greatest -variations from one country to another are revealed. The number of items used is often less than 100. Some countries do not take into consideration rent expenses, either in the construction of the index, or in the determination of the weights. Sometimes a special yearly inquiry
is taken,
6. As regards prices, these are obtained either bi-monthly or monthly, generally in the middle or towards the end of the month concerned, from the markets or from the suppliers of services. As regards fruits and vegetables the "basket of food" used may vary
with the season.

Weighta and compositions The weights and selected items were derived from an expenditure survey conducted in February 1957 among families of a sample of lower paid African unskilled workers earning between 60 shillings and 80 shillings per month in certain firms in Kampala. The number of items and the percentage weights used in the computation of the index are as follows:
