I t is i n this s p i r i t that w e w e l c o m e the D i r e c t o r - G e n e r a l ' s i n t e n t i o n to m a k e s t a f f p a r t i c i p a t i o n a f e a t u r e of the new p r o c e d u r e s g o v e r n i n g the a w a r d of c a r e e r s e r v i c e a p p o i n t m e n t s . W e t r u s t that s t a f f r e p r e s e n t a t i v e s of a p p r o p r i a t e s e n i o r i t y w i l l a l s o be i n c l u d e d i n the r e v i e w c o m m i t t e e s c o n s i d e r i n g n o m i n a t i o n s of s t a f f at P.4 l e v e l and a b o v e , a l t h o u g h this is n o t m a d e e x p l i c i t in the p r o p o s a l .
3 . W e are in a g r e e m e n t w i t h the D i r e c t o r - G e n e r a l as to the m i n i m u m c r i t e r i a w h i c h w i l l have to be m e t b y a n y n o m i n e e for a c a r e e r s e r v i c e a p p o i n t m e n t . It is v e r y like ly, h o w e v e r , that n o t a l l s t a f f m e e t i n g t h e s e c r i t e r i a c a n b e o f f e r e d a c a r e e r s e r v i c e c o n t r a c t . F o r this r e a s o n w e c o n s i d e r it e s s e n t i a l to i n c l u d e a n a d d i t i o n a l c r i t e r i o n , " l e n g t h of s e r v i c e " , so as to e n s u r e g r e a t e r f a i r n e s s in the r e c o m m e n d a t i o n s to b e s u b m i t t e d for f i n a l d e c i s i o n . T h e s t a f f w o u l d n o t u n d e r s t a n d , and s t a f f r e p r e s e n t a t i v e s w o u l d not be able to p a r t i c i p a t e i n , a s y s t e m t h a t w o u l d , for e x a m p l e , m a k e it p o s s i b l e to r e c o m m e n d a c a n d i d a t e w i t h , s a y , s e v e n y e a r s of s e r v i c e i n o n e p a r t of the O r g a n i z a t i o n a n d at the same time not r e c o m m e n d a n e q u a l l y e l i g i b l e s t a f f m e m b e r i n a a o t h e r p a r t of the O r g a n i z a t i o n w i t h , s a y , 17 y e a r s of s e r v i c e . I n this c o n n e c t i o n w e w o u l d like to q u o t e a s t a t e m e n t m a d e in 1982 o n b e h a l f of a l l e x e c u t i v e h e a d s of the o r g a n i z a t i o n s of the U n i t e d N a t i o n s system： " I t is e v i d e n t that the l o n g e r a s t a f f m e m b e r s t a y s w i t h the o r g a n i z a t i o n a n d c o n t i n u e s to give s a t i s f a c t o r y s e r v i c e , the g r e a t e r h i s c l a i m to the s e c u r i t y p r o v i d e d b y a p e r m a n e n t a p p o i n t m e n t " . ^ W e s h o u l d like to a d d t h a t o b j e c t i v i t y a n d f a i r n e s s of the c r i t e r i a u s e d a r e indeed p r e r e q u i s i t e s for a c h i e v i n g the d e s i r e d i m p r o v e m e n t s in e f f i c i e n c y a n d s t a f f m o r a l e .
4 . T w o o t h e r f e a t u r e s of the p r o p o s e d s y s t e m c o n c e r n us v e r y d e e p l y :
(1) T h e l i m i t a t i o n of c a r e e r s e r v i c e a p p o i n t m e n t s for g r a d e s P.4 and a b o v e to 15%
of the s t a f f s e r v i n g in this c a t e g o r y , w h i l e a m o d e s t b u t r e l a t i v e l y s a t i s f a c t o r y 3 0 % l i m i t is e n v i s a g e d for a l l g e n e r a l s e r v i c e s t a f f a n d p r o f e s s i o n a l g r a d e s up to P.3 l e v e l .
(2) T h e l i m i t a t i o n of such a p p o i n t m e n t s to " e x c e p t i o n a l c i r c u m s t a n c e s only1 1 in c a s e s w h e r e the f u n d i n g of p o s t s is of l i m i t e d d u r a t i o n .
5 . W e are f i r m l y c o n v i n c e d t h a t a n o v e r a l l l i m i t of 3 0 % , w i t h o u t e x c l u s i o n of c e r t a i n staff c a t e g o r i e s , is r e a s o n a b l e and j u s t i f i e d as a f i r s t s t e p . T h e o v e r a l l limit of 3 0 % w i l l
p r o v i d e the D i r e c t o r - G e n e r a l a n d the g o v e r n i n g b o d i e s w i t h s u f f i c i e n t f l e x i b i l i t y e v e n in times of a g e n e r a l c r i s i s , s i n c e the c o n t r a c t s of a t l e a s t h a l f of a l l staff w o u l d s t i l l come to a n e n d w i t h i n the s p a n o f m e r e l y o n e b u d g e t a r y b i e n n i u m .
6 . W h i l e n o n e of us h o p e that s u c h d r a m a t i c d e v e l o p m e n t s w i l l o c c u r over the next two d e c a d e s , a l l o r g a n i z a t i o n s of the U n i t e d N a t i o n s c o m m o n s y s t e m are q u i t e w e l l p r e p a r e d to h a n d l e t h e m , i n c l u d i n g the U n i t e d N a t i o n s w i t h 5 4 % , F A O w i t h 4 7 % and ILO w i t h 3 5 % c a r e e r s e r v i c e
a p p o i n t m e n t s .

I n this c o n n e c t i o n the s t a f f c o m m i t t e e s of W H O share the f i n d i n g s and c o n c l u s i o n s e x p r e s s e d b y two c o m p e t e n t a n d i n d e p e n d e n t b o d i e s c r e a t e d b y the U n i t e d N a t i o n s G e n e r a l A s s e m b l y to advise a g e n c i e s o n m a n a g e m e n t i s s u e s . I n r e c e n t s t u d i e s the J o i n t I n s p e c t i o n U n i t (JIU) and ICSC state that "it is not b e c a u s e of t e c h n i c a l r e a s o n s c o r r e s p o n d i n g to r e a l n e e d s t h a t the o r g a n i z a t i o n s f o l l o w s u c h a v a r i e t y of p r a c t i c e s " (United N a t i o n s d o c u m e n t ЛиДЕр/81/ll, p a r a , 26) and " t h e r e is no r e a d i l y d i s c e r n i b l e c o r r e l a t i o n b e t w e e n the type of f u n c t i o n s an o r g a n i z a t i o n p e r f o r m s a n d the p r o p o r t i o n of c a r e e r s t a f f it e m p l o y s to p e r f o r m t h e m . F o r e x a m p l e , W H O and the I n t e r n a t i o n a l T e l e c o m m u n i c a t i o n U n i o n (ITU), w h i c h are b o t h h i g h l y t e c h n i c a l and s p e c i a l i z e d a g e n c i e s , h a v e r a d i c a l l y d i f f e r e n t p r o p o r t i o n s of c a r e e r a n d n o n - c a r e e r s t a f f ' (United N a t i o n s d o c u m e n t IGSc/l6/4l.17, p a r a . 6 6 ) . N e i t h e r do the s o u r c e s of f u n d i n g e x p l a i n the d i f f e r e n c e s in o r g a n i z a t i o n a l p r a c t i c e s . U N I C E F , w h i c h h a s no p e r s o n n e l o n a r e g u l a r b u d g e t b a s i s , n e v e r t h e l e s s p r o v i d e s 4 3 % of its p r o f e s s i o n a l staff ( i n c l u d i n g p r o j e c t staff.' ) w i t h c a r e e r a p p o i n t m e n t s . C o n s i d e r i n g this e v i d e n c e , o n e c a n o n l y w o n d e r w h a t the f r e q u e n t a l l u s i o n s to "the U n i t e d N a t i o n s c o m m o n s y s t e m p r a c t i c e s1 1 are w o r t h w h e n , w i t h r e g a r d to a b a s i c s t a f f n e e d such as j o b s e c u r i t y , c o m p l e t e a r b i t r a r i n e s s is the r u l e . T h i s a r b i t r a r i n e s s is a l s o d e m o n s t r a t e d b y the d i f f e r e n t p r a c t i c e s p r e v a i l i n g in the m a j o r d u t y s t a t i o n s c o n c e r n i n g b o t h t h e r a t i o of c a r e e r to n o n - c a r e e r s t a f f a n d the types of
c o n t r a c t a w a r d e d ( r a n g i n g from o n e - y e a r to f i v e - y e a r c o n t r a c t s for the same s t a f f c a t e g o r i e s ) . 8 . I f W H O w e r e to a d o p t for the t i m e b e i n g a m o r e m o d e s t o v e r a l l c e i l i n g t h a n o t h e r
s p e c i a l i z e d a g e n c i e s (say, 3 0 % ) , c o n s t r a i n t s p e c u l i a r to W H O , if a n y , w o u l d h a v e b e e n
s u f f i c i e n t l y taken into a c c o u n t . M o r e o v e r , d u r i n g the d e c a d e a h e a d n o t less t h a n 5 5 1 m e m b e r s of the e x i s t i n g p r o f e s s i o n a l s t a f f , t h a t i s , 3 5 % , are s c h e d u l e d to d e p a r t o n r e t i r e m e n t . E v i d e n t l y m o s t of these d e p a r t u r e s w i l l a f f e c t the h i g h e r p r o f e s s i o n a l g r a d e s , arid w e are a b s o l u t e l y c e r t a i n that due to this n a t u r a l a t t r i t i o n a l o n e there w i l l be no c o n s t r a i n t s as to the p o s s i b i l i t i e s of i n t r o d u c i n g " f r e s h s k i l l s and e x p e r t i s e1 1 and of i m p r o v i n g the g e o g r a p h i c a l d i s t r i b u t i o n of s t a f f .
9 . I n the l i g h t of the above w e s i n c e r e l y h o p e t h a t w a y s a n d m e a n s w i l l be f o u n d to
r e c o n s i d e r some of these e l e m e n t s c o n c e r n i n g c a r e e r s e r v i c e a p p o i n t m e n t s p r o p o s e d to the B o a r d . W e are c o n v i n c e d that in o r d e r to r e a c h the o b j e c t i v e s of i m p r o v e d e f f i c i e n c y a n d s t a f f m o r a l e
the c h a n g e s i n d i c a t e d by us are r e q u i r e d , a n d w e are e v e n m o r e c o n v i n c e d that f r e e d o m of m a n a g e r i a l a c t i o n w i l l in no w a y be i m p a i r e d .
10. T h e staff c o m m i t t e e s of W H O b e l i e v e that it is timely to r a i s e o t h e r i s s u e s t h a t are c l o s e l y r e l a t e d to the q u e s t i o n of c a r e e r s e r v i c e a p p o i n t m e n t s c o n c u r r e n t l y . W e t h e r e f o r e take this o p p o r t u n i t y to b r i n g to the a t t e n t i o n o f the B o a r d the f o l l o w i n g p o i n t s t h a t are c o n s i d e r e d to be c l o s e l y linked to the c o n t r a c t u a l s t a t u s of s t a f f .
11. T h e staff s e l e c t i o n p r o c e s s is d e f i c i e n t in terms of a p p r o p r i a t e s t a f f p a r t i c i p a t i o n and p r o v i d e s no a d e q u a t e s a f e g u a r d s of the r i g h t s of staff a l r e a d y in s e r v i c e . C a r e e r paths are n o t e s t a b l i s h e d a n d , in the a b s e n c e of p r o m o t i o n - a n d - s u c c è s s i o n p l a n n i n g , S t a f f D e v e l o p m e n t a n d T r a i n i n g c a n n o t fully play its r o l e of s u p p o r t i n g the o p t i m a l u t i l i z a t i o n of h u m a n
r e s o u r c e s . F u r t h e r m o r e , m o r e c o u l d be d o n e to f a c i l i t a t e e m p l o y m e n t of d i s a d v a n t a g e d g r o u p s , such as the d i s a b l e d , and in p a r t i c u l a r those w h o m a y b e c o m e d i s a b l e d d u r i n g s e r v i c e w i t h W H O . 12. I n v i e w of the s i t u a t i o n d e s c r i b e d a b o v e , the W H O s t a f f c o m m i t t e e s are c o n v i n c e d that the c u r r e n t W H O p e r s o n n e l policy and p r a c t i c e s no longer r e f l e c t f a i t h f u l l y the c o n c e r n e x p r e s s e d b y the M e m b e r S t a t e s of the U n i t e d N a t i o n s as to "the n e c e s s i t y of s e c u r i n g the h i g h e s t s t a n d a r d s of e f f i c i e n c y , c o m p e t e n c e a n d i n t e g r i t y " . ^ By r e f e r r i n g to this n e c e s s i t y as "the p a r a m o u n t c o n s i d e r a t i o n in the e m p l o y m e n t of s t a f f " , the M e m b e r S t a t e s h a v e set n o r m s for b o t h p e r s o n n e l r e c r u i t m e n t and d e v e l o p m e n t w h i c h c a n n o t be a t t a i n e d w i t h o u t a c l e a r l y d e f i n e d c a r e e r s y s t e m . A r e c e n t ICSC r e p o r t states that such a s y s t e m w o u l d b e the m a j o r f a c t o r e n s u r i n g the i n t e g r i t y of s t a f f , because at the r e c r u i t m e n t stage i n t e g r i t y of a c a n d i d a t e is m o s t d i f f i c u l t to j u d g e . 2 I n t e g r i t y , h o w e v e r , "may c o n t r i b u t e as m u c h as c o m p e t e n c e a n d e f f i c i e n c y in
e n a b l i n g s t a f f to m e e t the o b j e c t i v e s of t h e i r w o r k , since i n t e g r i t y e n c o m p a s s e s t o l e r a n c e and o p e n n e s s , b o t h k e y tools for s u c c e s s in a c r o s s - c u l t u r a l w o r k e n v i r o n m e n t " . ^
