Support Unit (HRSU) within the structure of the Ministry of Justice on September 29, 2010, in Kabul.
The Government of Switzerland through the Swiss Agency for Development and Cooperation (SDC) has been an active donor in developing the project. The HRSU was established in order to strengthen the Afghan government’s capacity to fulfill its international human rights obligations and to improve the human rights situation in the country, by advising all the rele-vant ministries in implementing the human rights and gender dimension of their work and to be accountable to their citizens.

Human Rights Support Unit established within Afghan Government
At the inauguration of the HRSU, Minister of Justice H.E. Habibullah Ghalib said, “The Holy Quran gives responsibility to all humans not to violate the rights of other humans. Today, many human rights, though coming from Islamic principles, are violated.”
He added: “The Government of Afghanistan is committed to the human rights conventions, based on promises, commitments and the Afghanistan National Development Strat-egy and we will try to keep our promises.”
Although one of the main mandates of the Afghanistan Independent Human Rights Commission (AIHRC) as an inde-pendent state institution and human rights watchdog is to follow up on cases of human rights violations, it is the HRSU that is responsible for enabling the Afghan government to fulfill its human rights responsibilities towards its citizens. This includes drafting and reviewing laws and policies with the General Department of Legislation (Taqnin) and building up the capacity of officials on human rights, gender and their commonalities with Islamic principles, so that laws can be enforced professionally and services delivered to the people. Among other donors such as Canada, Germany, Denmark, the UK and Norway, SDC made all possible efforts to ensure national ownership and strong participation of civil society and the AIHRC in setting up the unit and training its staff. The project embodies SDC’s commitment to strengthening the Afghan Government’s key institutions for promoting and enforcing respect for human rights, complementing its strong tradition of civil society support. With such a project, SDC is now implementing a full human rights-based approach within the human rights programme of its own country strategy. On human rights, SDC is now active at all levels of Afghan society (communities, civil society organizations, AIHRC, and the government).

Baking bread is one of the most important and hardest house-hold activities of women in rural Afghanistan. While women prepare dough for the bread and bake it at home, men go out gathering shrub to fire the oven. While bakeries are common in cities throughout the country, they are still hardly known to the rural population. In October 2009, Helvetas started supporting rural communities in Afghanistan’s central highlands to estab-lish community bakeries. As a result, more than one thousand families are benefiting from these bakeries. A successful initiative with a high potential for replication.
The Swiss Agency for Development and Cooperation (SDC) held its first human rights partners platform meeting on Sep-tember 22, 2010, at the Swiss Cooperation Office in Kabul. The human rights platform has been established as a means to promote dialog on issues relevant for SDC human rights partners and to reach a common understanding between partners and SDC on how to improve project implementation and the achievement of results.
This is the second platform that SDC has installed and facilitated. Since March 2007, its livelihood partners have been meeting on a quarterly base in search of synergies and exchange, which is the overall objective of the new human rights platform.
Since SDC now has a complete Human Rights-Based Approach (HRBA) for the human rights component of its country strategy and is now working at each level of Afghan society (with communities, civil society organizations, the Afghanistan Independent Human Rights Commission and the Afghan gov-ernment through the newly established Human Rights Support Unit under the Ministry of Justice), it’s important to make sure that all these partners are well aware of and further contribute to each other’s mandates and activities in order to complement instead of duplicate each other under the same donor.
The human rights platform is aimed at addressing thematic issues such as Islam and Human Rights, Democracy, Transitional Justice and Advocacy; methodological issues such as the Human Rights-Based Approach; strategies and action plans; and how to conduct surveys; and finally administrative and financial issues such as results-based narrative reporting and clear financial reporting.

SDC holds its first human rights platform meeting
Switzerland was one of the first countries to support coordi-nated action of civil society to promote human rights and it was one of the first donors to provide core funding to the AIHRC. Afghanistan has signed most of the international human rights treaties, such as the Universal Declaration of Human Rights in
1948, International Covenant on Civil and Political Rights in 1983, International Covenant on Economic, Social and
Cultural Rights in 1983, Convention on the Rights of the Child in 1990 and Convention on the Elimination of All Forms of Discrimination Against Women in 1980. The country is also legally bound to abide by broader public international law that includes human rights issues (such as the UN Charter and the Geneva humanitarian conventions).
Afghanistan’s commitment to human rights is also enshrined in the Afghan Constitution (2004), as well as national strategic documents such as the Afghanistan Compact (2006), the Afghanistan National Development Strategy (2008) and more recently the Kabul Conference Communiqué (2010).
