Eighth meeting of the Forum on African Statistical Development

Addis Ababa, 2 October 2018

Communiqué

1. Representatives of African member States, the United Nations Secretariat and agencies, Africa Development Bank, African statistical training centres, regional and subregional organizations, and bilateral and international institutions attended the eighth meeting of the Forum on African Statistical Development (FASDEV VIII) held in Addis Ababa on 2 October 2018. This meeting preceded the sixth meeting of the Statistical Commission for Africa.

2. The main objectives of FASDEV VIII are to: (a) have an overview of statistical activities, including assistance, and training in Africa; (b) set up a permanent system for the monitoring of statistical development in Africa; and (c) strengthen modalities for cooperation with a view to leveraging on each partner’s comparative advantage.

3. Appreciation was expressed during the meeting for the efforts of the Government of the Federal Democratic Republic of Ethiopia, Economic Commission for Africa (ECA), African Development Bank, and African Union Commission for organizing this eighth meeting of FASDEV.

4. The level of support given to member States in the development of statistics was highlighted. The contributions of Ethiopia and Senegal were recognized, in particular for the two reports and the assessment undertaken by those two member States.

5. Discussions took place relating to statistical development in Africa, including on the following issues: levels and trends of support to statistical development in Africa; and making partner support more effective and efficient.

6. The African Development Bank was commended for its efforts in statistical capacity- building and statistical development in the region. The African Development Bank was encouraged to continue with those efforts and indeed requested to strengthen them.

7. ECA was appreciated for its commitment in support of national, regional and international development efforts, and to increasing the statistical capabilities of African countries in regard to the collection, compilation and use of statistics that are comparable, harmonized, and of high quality.

8. The secretariat of the Partnership in statistics for development in the 21st century (PARIS21) was commended for its last partner report on support to statistics (PRESS), which presented data on technical and financial support to statistical development worldwide. The secretariat was invited to continue its activities.

9. The World Bank was commended for its statistical capacity-building efforts, and invited to continue with such support, including strengthening the ongoing projects with countries and pan-African institutions.

10. The International Monetary Fund was commended for its initiatives in Africa focusing on capacity development, including ongoing technical support, and was invited to continue with such efforts.

11. The appointment of Mr. Ben Paul Mungyereza, former Executive Director of Uganda Bureau of Statistics, as Manager of the Statistical Capacity Building Division at AfDB was well appreciated.

12. All partners were commended for their continuous support to statistical development in Africa, including assistance to statistical training institutions. Particular thanks went to the Government of Sweden, the Government of the United Kingdom of Great Britain and Northern Ireland and its Department for International Development, and Global Partnerships.

13. All partners supporting statistics across the continent were called to coordinate their support in countries to avoid duplication of efforts, align their support to the National Strategy for the Development of Statistics, and also increase trust and transparency in their support.

14. Partners were called upon to increase financial and technical support to member States, in line with the priorities identified in the national strategies for the development of statistics.

15. Partners were encouraged to work with regional economic communities in statistical capacity-building.

16. Partners were called upon to strengthen their support for the implementation and monitoring of the 2030 Agenda and Agenda 2063.

17. ECA was requested to organize the FASDEV meeting in 2020, in close collaboration with the World Bank, African Development Bank, the secretariat of PARIS21, and other partners.

18. ECA was requested to consider, in collaboration with other pan-African institutions, the development of projects for common statistical challenges facing African countries and seek development partner support to fund such projects.

19. The efforts of countries were acknowledged in funding their statistical activities and they were called on to scale up this support.

20. All stakeholders were called upon to support FASDEV and endorse the present communiqué.
