Here below a brief report of our discussions this morning. Once again, please accept my apologies for the mysterious problems with GoToMeeting at the start of the affair.
Preparation of contribution for the forthcoming Beijing workshops (agend item 4) The slide set prepared by Nicola Magnani and Kirit Lathia [IMT-A03_01r1] would be used.
Action: JMM to remove “Draft” from master slide and to send to secretaries of both workshops.
Preparation of contribution for WP5D (agenda item 5)
It was agreed that the ETSI IEG should indeed prepare an input to the June meeting. The contribution should cover:
The fact that the ETSI IEG recognises the importance to the mobile industry of IMT- Advanced;
The fact that ETSI experts (ie representatives of member organizations) had been actively involved in the development of the technologies and many were also involved with the evaluation work in other IEGs; and that therefore it had not been necessary for ETSI to conduct independent technical analysis or review, and had confined its activities to monitoring and reviewing the findings of the other IEGs;
An acknowledgment that the ITU-R evaluation process was fair, effective and efficient;
The conclusion that the ETSI IEG unreservedly supported the 3GPP technology.
It was discussed at length whether the slides of IMT-A03_01r1 should be appended to the contribution to WP5D, possibly updated to reflect the IEG’s participation in the May, Beijing, workshops. Ultimately it was decided to leave this decision to Nicola Magnani, who
undertook to draft that contribution. But it was stressed that the contribution should be kept as short as possible, consistent with it achieving the objective of the points above.
Action: Nicola Magnani to draft the ETSI IEG contribution to the June meeting of ITU-R WP5D.
Bearing in mind the 2nd June deadline for submissions, Nicola Magnani agreed to circulate a first draft of the contribution on the Board ahg exploder list by Friday 14th May (if possible, earlier), and to finalise the draft in the light of any comments received in good time to respect the WP5D deadline.
Name for the 3GPP technology (agenda item 6)
Of the several variations suggested by the other OPs, ETSI seemed inclined to support the ATIS proposal of “3GPP LTE (LTE-Advanced)” but no agreement could be arrived at as to whether “3GPP” should form part of the name or not. Marc Grant wished to stress the source of the technology, while those against preferred to stress the individual, formal, SDOs which were the OPs rather than the “non-organization” 3GPP itself, expressing a fear that ITU would not be happy to use “3GPP” for fear of tacit acceptance of 3GPP as a recognizable standards body; Simon Hicks expressed a strong desire to limit the number of acronyms in the name –
ie to omit “3GPP” –, opining that such abbreviations were confusing to ITU members who were not active in the 3GPP world.
Kirit Lathia recalled the licensing problem over EDGE which some proponents claimed was second generation technology, whilst others insisted that it was third generation, and therefore could only be used in 3G frequency bands and/or with a 3G licence. A potentially similar problem could occur with the evolution (advancement!) of LTE from Rel-8/9 to Rel-10 and beyond. It was recalled that LTE specifications were already included in the most recent revision of ITU-R Rec M.1457 as IMT-2000 (3G) technology.
Ultimately, it was proposed that the ETSI preference for the ATIS term, possibly stripped of its
“3GPP”, should be indicated to the ETSI Head of Delegation, and that the final decision on a term to be used by all 3GPP OPs should devolve to the OP HoD members. It was mentioned that Kohei Satoh (ARIB) was coordinating HoD opinions and would if necessary hold a face to face meeting in Beijing on 18 May to reach a conclusion.
