Revised Technical Assistance Programme for 1954 Compared with Original Programme as Detailed

in Off. Rec. No. 44 (indicating priorities)

The activities which it was originally proposed to finance from Technical Assistance Funds in 1954 are indicated in the Information Annexes included in Off. Rec. 44. As will be seen from Annex 3 of

Off. Rec. 44, the estimated expenditure amounts to w10,670,332 from which has been deducted an amount of 5,-393,887 (20% of the total for new projects originally planned to be started in 1954), representing the estimated

effect of delays and lapses in implementation, thus arriving at a net total of w10, 276, 445.

As a consequence, however, of the limitation of Technical Assistance Funds for 1953 to „5,078,000, necessitating a revision of the programme which was originally to have been implemented from these Funds during the

current year, the requirements for 1954 ^as set out in Off. Rec. 44 also must be revised in so far as the implementation of activities which were previously provided for in 1953 has had to be deferred until 1954 at the earliest. The World Health Organization has no assurance as to the amount of Technical Assistance Funds likely to be available to it in 1954.

The amount will not be known until the total amount of pledges under the TAED Programme ^for 1954 has been established ^at the conference for the announcement of pledges by Governments, which, at the earliest, will not take place until late this year.

However, in the light ^of the developments which have taken place since the WHO Technical Assistance programme was prepared and presented in Off. Rec. 44, the Director -General is of the opinion that funds ^are not likely to be available to finance the total original programme. The Director- General has, therefore, after consultation with the Regional

Offices, reviewed the proposed 1954 Technical Assistance programme, taking into/

account, the adjustments which were made in the 1953 programmes in so far as these adjustments affect ^the original proposals in respect of 1954, and has indicated the revised requirements on the basis of priorities ^as they appear at this time. These revised requirements;

appear in the Annех hereto which includes a summary showing the total requirements of b,ach region ^as well ^as the indirect operational and

central administrative costs.

On the assumption that the pledges of contributing governments in respect of the 1954 TAID programme will amount to '25,000,000, the talocation to Nн0 can be expected to approximate the total amount shown

under Priority ^I which represents, in the main, activities expected to continue into 1954.

Should the total of the pledges exceed X25,000,000 it should be possible to proceed with the implementation of activities included in Priorities II, III, IV and V depending upon the extent to which the pledges exceed X25,000,000 and upon the amount allocated to WHO. It is estimated that the implementation of these activities would require total pledges of approximately ;29,000,000;for Priority II; X33,000,000 for Priority III; w36,000,00G ^for.. Priority IV and «- 48,000,000 for

Priority V.

It will be noted that, in estimating the total requirements under Priorities II, III, IV and ^V, deductions have been applied for possible delays and lapses in implementation on the basis of 10 %, 10 %,.15% and ²⁵⁹ respectively. Furthermore, it should be recognized that the activities have been included under the respective priorities at very short notice and that it has not been possible, in the time available, _to consult 811 the appropriate governments in thi J connection. Consequently, it may be necessary, after such consultations have taken place, to effect transfers of activities between the priorities now indicated,
