1. INTRODUCTION

Rapid urbanization has been stressed as a major environmental problem by the World Commission on Environment and Development (the Brundtland

Commission). It is also a major health concern, as evidenced by the Executive Board's choice of the topic "Strategies for health for all in the face of rapid urbanization" for the Technical Discussions at the Forty-fourth World Health Assembly. Sir Donald Acheson, Chief Medical Officer, and Chief Medical Adviser to Her Majesty's Government, United Kingdom of Great Britain and Northern Ireland, has been appointed by the Board to be General Chairman of the Technical Discussions. A task force established for the Technical

Discussions has prepared four themes. each with a background paper (available in English and French):

- healthy public policy for urban areas; discussion of policy issues and options; intersectoral action for a healthy environment and healthy public policies; community participation; meeting basic needs in the city;

- organization of urban health systems, decision-making processes and structure for city health; developing the capacity of the health

department to influence public policies, by collecting and disseminating useful health information and initiating intersectoral links to promote healthy policies; health development policies and strategies to cover entire city populations, in particular the unserved and the underserved;

provision of an appropriate mix of health services, including health centres and hospitals;

- city networks for health; WHO Healthy Cities project, city twinning schemes, CITYNET, etc.; experience in developed and developing countries; how to develop "a healthy city";

- development of environmental health services, including control of urban pollution (air, water, industrial wastes, solid wastes); the role of the city health department in pollution control.
