1 20 November 2005 is 12 days after the 8 November 2005 notification deadline for being a Party to the Convention by the opening of the first session of the Conference of the Parties. Because the first session will take place over the course of 12 days, using the 20 November date for the calculations ensures that all countries that will have voting privileges as Members of the Conference of the Parties for any portion of the first session are included in this calculation.

2 The assessment for the European Community is based on the precedent of assessment rates under multilateral environmental agreements to which the Community is a Party.
