AFR/RC27/R2:

The Regional Committee,

Considering that Mozambique has recently acceded to independence after a long and hard armed struggle which cost the Mozambican people sacrifices and heavy destruction;

Noting the tragic human and material losses caused by recent natural disasters which have, in so many ways, disturbed the development projects;

Considering the indescribable acts of aggression by the illegal regime of southern Rhodesia against the People’s Republic of Mozambique and the Zimbabwe people;

Considering that those acts of aggression are contributing to the deterioration in the health status and the health and social infrastructure of the populations of southern Africa,

1. CONGRATULATES the People’s Republic of Mozambique, its Government and its people on the courageous example which they have set to the whole world by the strict application of the sanctions decided by the United Nations against the illegal regime of Southern Rhodesia and on the fraternal and effective support given in the Zimbabwe people in their struggle for the liberation of their country;

2. PLEDGES full and active support to its brother people of Mozambique, Zimbabwe and other countries of southern Africa threatened by the illegal regime of Southern Rhodesia;

3. ENDORSES the recommendations contained in resolution 411 (1977) of the Security Council;

4. NOTES the request made by the People’s Republic of Mozambique;

5. APPROVES that request as technically justified;

6. INVITES Member States of the Region to:

(i) give full support, especially in the form of financial and material contributions and supplies and equipment, to the special programme of cooperation with the People’s Republic of Mozambique;

(ii) continue to give direct moral and material support to the brother peoples of Mozambique, Zimbabwe, Namibia and South Africa, in their inalienable right to health;

7. REQUESTS the Regional Director to:

(i) examine in close collaboration with the Programme Budget Sub-Committee the possibility of financing Mozambique’s request;

(ii) convey this resolution the Director-General for submission to the Executive Board and the World Health Assembly;

8. REQUESTS the Director-General to made every effort to:

(i) earmark funds from the Organization’s Programme Budget to finance the special programme of cooperation with the People’s Republic of Mozambique;

(ii) obtain special contributions to financing this programme from the international community, development banks and other extra-budgetary sources.
