DRAFT SANITARY REGULATIONS

Article 13 - Sd.nitary Airports Note presented by the S wiss Delegation

In connexion with Article 13 of the Draft WHO Regulations No,2 (international Sanitary Regulations), it should be pointed out that in Switzerland the principal airports liable to become sanitary airports are in the immediate vicirity of clinics, hospitals, isolation and disinfection posts, bacteriological

laboratories and services which could carry cut, immediately the various vaccinations (including those against yellow fever). In our opinion it is, therefore, unnecessary that these airports be provided on the spot also with all the equipment enumerated in Article 13 if they should apply to be

considered аз sanitary airports. In countries such as Switzerland particularly, where pestilential diseases are not endemic, it is sufficient if a sanitary port or airport has at its disposal in the immediate vicinity of the said port the means, installations and services enumerated under (b), (c), (d) and (e) of Article 13 of the above-mentioned Draft. Sanitary airports should, on the other hand, have available on the spot all the necessary equipment for carrying out medical examinations„ For this reason we propose that Article 13 be modified as follows;

1. There shall be provided in each sanitary port or airport -

(a) an organized medical service with adequate staff, equipment and premises ;

(b) an effective system for the removal and safe disposal of

~.xcrementf refuse, -waste water, condemned food, and other material dangerous to health.

2. In addition, each sanitary port or airport shall have at its disposal on the spot or in the immediate vicinity:

(a) facilities for the transport, isolation and care of infected persons or suspects;

(b) facilities for efficient disinfection and disinsecting and for any other prophylactic measure that may be required

\inder these Regulations;

(c) a bacteriological laboratory or facilities for despatching suspected material to such a laboratory;

(d) arrangements for immediate vaccination against cholera, yellow fever and smallpox.
