CRITERIA FOR SETTING OF PROGRAMME PRIORITIES

The Executive Board,

Having reviewed the report prepared by the working group of the Programme Committee of the Executive Board on the study on c r i t e r i a for determining p r i o r i t i e s i n response to resolution EB83.R22 on management of WHO's resources and the setting of programme priorities;

Recalling resolution WHA30.23, which, inter a l i a , called for the j o i n t identification of programme p r i o r i t i e s by Member States and WHO;

Aware of the constraints placed on the financing of the health sector by the rapid p o l i t i c a l , economic and social changes i n the world at the start of the 1 9 9 0 s ,

threatening the sustainability of health development;

Stressing that priority-setting for WHO is an essential step i n the development of the Ninth General Programme of Work, and also that well-defined c r i t e r i a would be useful to WHO at i t s various levels, as well as to Member States, i n selecting p r i o r i t i e s for the attainment of common health objectives;

Recognizing that a decade of no growth i n real terms in the WHO regular budget, and the emergence of new needs in Member States, have created the risk of spreading WHO's resources too thinly across many programmes, particularly at the country level;

Recognizing also the importance of ensuring that WHO s t a f f at global, regional and country levels are aware of WHO programme p r i o r i t i e s and that they keep these p r i o r i t i e s in mind i n their interactions with national governments;

1. COMMENDS the working group of the Programme Committee of the Executive Board for its study on c r i t e r i a for determining priorities;

2. RECOMMENDS that the criteria proposed in the report, as further refined i n the light of the comments of the Executive Board, be appropriately used i n the preparation of the programme budget proposals for the financial period 1994-1995;

3. EXPRESSES support for action taken by the Director-General to give effect to recommendations made by WHO governing bodies on shifts in priorities;

4 . REQUESTS i t s Programme Committee to keep i n mind the c r i t e r i a when reviewing the Director-General‘s proposed guidance to regional offices and headquarters regarding the development of the future biennial programme budget proposals and when developing the Ninth General Programme of Work;

5 . REQUESTS the Director-General and the Regional Directors:

( 1 ) to ensure that adequate resources are allocated in accordance with i d e n t i f i e d p r i o r i t i e s and that support is reduced or discontinued for projects and programmes that have been shown, after careful evaluation, to have outlived their usefulness;

( 2 ) to report to future sessions of the Executive Board on the application of the c r i t e r i a and the resulting p r i o r i t i e s .
