La dimension économique est un facteur influant le développement de l'offre de logement. Les ménages avec des ressources moyennes, voire faibles, ont
besoin d'une offre de logement adaptée à leurs ressources.
Dans l'Aude, le revenu annuel moyen par foyer fiscal est faible.
En 2007, il s'élève à 18 040 € ce qui représente en moyenne 4700 € de moins que la moyenne nationale (22 707 €).
Selon les études récentes de l'INSEE, en 2009, 67 900 personnes vivent en dessous du seuil de pauvreté dans l'Aude, soit 19,9% de la population des ménages.
L'Aude se classe au quatrième rang métropolitain des départements les plus pauvres derrière la Seine-Saint-Denis, le Pas-de-Calais et la Creuse et devant les Ardennes.
