WHO EASTERN MEDITERRANEAN REGION to the

INTERCOUNTRY CONSULTATION ON MAKING PREGNANCY SAFER IN THE EASTERN MEDITERRANEAN REGION

Casablanca, Morocco, 14–17 June 2005

Your Excellency, Dear Colleagues, Ladies and Gentlemen,

It gives me great pleasure to be with you at this intercountry consultation on making pregnancy safer in the Eastern Mediterranean Region, starting today in this lovely city of Casablanca.

At the outset, I would like to express my sincere gratitude to His Excellency Dr Mohamed Cheikh Biadillah, Minister of Health, and the Government of Morocco for kindly hosting this consultation and providing us with yet another opportunity to come together and learn from the experiences of each other. I would also like to extend my warm welcome to the participants and representatives of sister UN agencies and international

organizations joining us in this endeavour. Special thanks go to our colleagues from WHO headquarters for their valuable support and contribution in bringing about this important activity.

This important consultation comes at a time when promotion of maternal and neonatal health is high on the health agenda, at both the international and country levels.

2005 has been a significant year for making pregnancy safer. It has witnessed the launch of a new department for making pregnancy safer at WHO headquarters in Geneva. This year we also celebrated World Health Day with the theme “make every mother and child count”, and WHO’s World Health Report was dedicated to mothers and children. In addition, this year marks a standpoint for contemplation on the extent to which the Millennium Development Goals (MDGs)– especially that pertaining to improving maternal health–have been achieved. It marks the fact also that just a decade now remains to achieve the MDGs and highlights the challenges in the endeavour to do so.

I regard this consultation with special interest as it highlights priority issues in maternal health, with specific focus on strategic directions aiming at tackling the very grave problems that some of the countries of our Region are facing. Still today, in several countries of the Region, pregnancy and childbirth are among the leading causes of death for women of childbearing age. Each year 53 000 mothers in the Region die during pregnancy, childbirth, or shortly thereafter. This consultation is an excellent opportunity for full interaction with open and free discussions and exchange of information, experience and advice concerning the knowledge and skills required, and the technology already available for accelerating the reduction of maternal mortality in those countries of the Region with low health indicators.

Ladies and Gentlemen,

The current efforts in the Region are still insufficient to achieve the fifth Millennium Development Goal for improving maternal health. In 2004, the average maternal mortality ratio in the Region was estimated at 370 per 100 000 live births, compared to 465 per 100 000 live births in 1990. In other words, the Region has achieved

only a 20% reduction in the maternal death ratio since 1990. In 2004 also, it is estimated that only 53.3% of deliveries in the Region were attended by skilled birth attendants. If the current trend in reducing maternal death continues in the years to come, the Millennium Development Goal concerning maternal health is unlikely to be achieved in this Region.

To address this challenge, the Fifty-first Session of the Regional Committee for the Eastern Mediterranean passed–in October 2004–resolution EM/RC51/R.4, which focused on moving towards achieving the MDGs through investing in maternal and child health.

The resolution urged Member States to work closely with the Regional Office to take effective measures and scale up effective interventions to improve the health of mothers and their children. In order to energize the efforts made in this respect, the Regional Office has embarked on formulating strategic directions for accelerating the reduction of maternal mortality in the Region. I am confident that you will further develop and finalize this in order to guide national programme on making pregnancy safer.

Ladies and Gentlemen,

Too many women in the Region suffer and die as a result of pregnancy-related conditions, most of which can be prevented. We now know what can be done to prevent these deaths. Strong commitment, intensive efforts and effective national policies and strategies are now urgently required in order to translate vision into action. Such efforts and plans should target the strengthening of health systems, expansion in the coverage of effective integrated interventions, and recognition of the essential role of individuals, families and communities in making pregnancy safer. The lives of thousands of mothers in the Eastern Mediterranean Region could be saved using the knowledge and experience we have today. The challenge is to transform knowledge and experience into action. This requires the commitment of Member States. Our Members States have a unique opportunity to make pregnancy safer at this time, with support from WHO and other concerned partners.

What remains is for us to amalgamate our efforts and join forces in coordinated action to decrease maternal mortality and make the achievement of the MDGs a reality.

I wish you all the best in your efforts and a successful outcome to this consultation.
