Item 5 of the provisional agenda : Admission of observers

Decision required: paragraph 7

1. The Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage [“the Committee”] adopted, at its first extraordinary session, Decision 1.EXT.COM.4 bis concerning the admission of observers at its sessions.

2. In accordance with paragraph 2 of Decision 1.EXT.COM.4 bis, the Secretariat of the United Nations and the organizations of the United Nations system are authorized to attend the Committee sessions as observers.

3. a. Pursuant to paragraph 3 of Decision 1.EXT.COM.4 bis, the following States non- Parties to the Convention which are Member States of UNESCO or of the United Nations, permanent observer missions to UNESCO, and intergovernmental organizations other than the United Nations and organizations of the United Nations system, wishing to obtain observer status and having made a written request to the Secretariat, have been authorized by the Committee to attend its second ordinary session as observers:

Benin Slovenia

Denmark Switzerland

Indonesia Togo

Italy Ukraine

Kenya United States of America

b. In accordance with the authorization (see paragraph 6 of Decision 1.EXT.COM.4 bis) given by the Committee, on an exceptional basis, to the Chairperson of the Committee, the Chairperson has authorized the Director-General to invite the following local, national, regional and international non-governmental organizations, which have so requested, to participate in its second ordinary session as observers:

Asia/Pacific Cultural Centre for UNESCO (ACCU) Centro UNESCO de Castilla-La Mancha

Centro UNESCO de Catalunya

Centro UNESCO de la Ciudad Autonoma de Melilla Centro UNESCO de Navarra

Centro UNESCO de San Sebastián Chinese Academy of Arts

Fédération des Associations de Musiques et Danses Traditionelles (FAMDT) International Council of Museums (ICOM)

International Council for Traditional Music Japan Arts Council

Mediterranean Diet Foundation

National Research Institute for Cultural Properties, Tokyo Nihon Kougeikai (Museum of Japanese Traditional Art Crafts) Traditions pour demain

World Martial Arts Union

4. Macao Special Administrative Region of the People’s Republic of China, an Associate Member of UNESCO, has requested to participate in the second ordinary session of the Committee as observer.

5. Furthermore, the following organizations have requested to participate in the second ordinary session of the Committee as observers

Associazione Culturale Scuola Addestramento UNESCO Unitwin Network

The Committee may wish to admit one or more of those bodies as observers to this session and/or to future sessions.

6. A number of others—including members of the press or private persons—have requested admission to the second ordinary session of the Committee. Since the Committee sessions are public unless the Committee decides otherwise, the public will normally be admitted to watch the proceedings, subject to any restrictions that the host country authorities may be required to impose for reasons of public safety or health.

7. The Committee may wish to adopt the following decision:

DRAFT DECISION 2.COM 5 The Committee,

1. Taking into consideration Decision 1.EXT.COM 4 bis;

2. Having examined document ITH/07/2.COM/CONF.208/5 Rev.;

3. Welcomes the participation as observers at its second ordinary session of the following States non-Parties to the Convention which are Member States of UNESCO or of the United Nations, permanent observer missions to UNESCO, and intergovernmental organizations other than the United Nations and organizations of the United Nations system:

4. Confirms the participation as observers at its second ordinary session of the following non-governmental organizations, which have been invited by the Director-General on the basis of the authorization given to him by the Chairperson of the Committee and upon their written request:

5. Admits Macao Special Administrative Region of the People’s Republic of China as observer at its second ordinary session.

6. Authorizes the following organizations to participate as observers at its second ordinary session:
