From the 16th to the 20th of August 2004, was held the third workshop “Conceptual
Framework Meeting II” of the NEGOWAT project in Sao Paulo. This workshop organized organized by Apta aimed to present the state of advancement of the work in each country (Brazil/Bolivia). It focused on discussions of field work results and on the preparation of the implementation of WP4 and WP5.
During previous meetings it appeared that the scientists involved in the project lacked the indepth knowledge of the local situation necessary to elaborate and discuss a framework on the functioning of peri-urban catchment. Consequently, it was decided to focus this meeting on the presentation of the thematic field results and to postpone the discussions related to the framework and development of discussion tools to a following meeting.
More specifically the objectives of the workshop were:
1) To present and discuss in depth the outcomes of the field work in the thematic areas (2 days were devoted to the presentation and the discussion).
2) To present the state of advancement of both team in the development and implementation of a methodology of intervention in negotiation process..
3) To initiate the discussion on : elaboration of training tools (WP5) and elaboration of a common methodology to monitor the processes
4) To advance in the elaboration of joint publication.
The detailed program of the meeting is presented in annex. This report synthetically
presents the main conclusions of the meeting1. The different presentations are available in the internal webpage of the Negowat project (www.negowat.org).

1. The methodology of the workshop: a successful process to
be maintained
This meeting took place nearly at the end of WorkPackage 32 (“Conduct Thematic Field
Research”) : the draft reports of WP3 are expected at the end of September 2004. Thus, most of the scientists had results that could be discussed.
In order to spend more time on the discussion of the results rather than on their presentation, as well as to facilitate the comparison between situations, it was proposed that each scientist had to provide, previous to the meeting, a 10 – 15 pages paper that would be discussed during the meeting by two reviewers. The author of the paper was given a very short time to present its paper, while the reviewers had to comment the papers in 10 mn. The list of the contribution and reviewers is presented in annex 2.
This procedure proved to be very interesting to strengnthen and orient discussions. It was particularly interesting with good quality, autonomous and well formatted paper. As no format for the paper had been provided, some contributions were not well enough elaborated to promote good discussions.
The methodology could be maintained in future Negowat workshop, provided the format of the paper be well defined.
The availability of results, a better knowledge of field issues and questions and time for discussion facilitated the exchanges between scientists of different disciplines. The quality of the exchanges have to be stressed

2. Some points of the discussion to be stressed
The notes taken during the sessions are presented in annex. Many points have been discussed but I would like to stress the following questions and discussions that emerged during the meeting :
2 Workpackage 3 “Conduct Thematic Field Research” aims to provide information for the modeling of the water processes,
water use dynamics and land use dynamics in the catchment. It is based on the implementation of various complementary studies in different thematic fields (hydrology, agriculture dynamics, urbanization, ecotourism, land rights/land market dynamics).
a - An effort to define rural – urban words when being used is necessary.
There are various definitions of the words “rural” and “urban” which were indefinitely used by the different scientists. For example, the municipal Director Plan generally defines official urban / rural areas. But other definition may be used (density of populational occupation, density of housing, type of dominant activities for example).
It is very important that every scientist clarifies the definition they have in mind when using these two words.
b - Urbanization process has to be discussed in relation with the director plan of the city, as they remain the legal frame for urbanization and reference. The role and functioning of Director Plan have been discussed: They are supposed to be the “legal” schemes to organize the urbanization but every one recognizes there failure in the context studied to control urbanization. The reasons for this failure are well known. They remain however a reference for urbanization (inclusively, in Brasil an obligation included in the Estatuto da Cidade), from the point of view of specialists in urbanization and many city officials (as pointed out during the discussions with representatives of some city of the catchment during the meeting). Thus, they can not be discarded or forgotten when discussing urbanization as it usually the case the different works.
This have 3 consequences for the Negowat project :
1. Urbanization processes have to be referred to the director plans: How does the director Plan guidelines affect or not these processes of urbanization and the various mechanisms studied (strategy of investment, land market, etc.)?
2. The effort made to implement and monitor of the Director Plans have to be taken into account. How is this organized at municipal level ?
3. Urbanization processes, ie increase of density of occupation, results from different drivers such as : land market, public services offers (especially transportation network, potable water and sanitation), housing policy, sometimes specific land taxes (of little impact in Brasil), Director Plan. The Negowat team have focused in two processes: land market and public services offer especially related to water. Theire relative importance to other drivers has to be discussed.
c - An effort to clarify our criterias when referring to ambiguous notions such as “Sustainability of water services and uses” or “equity”
The Negowat team recognizes that “sustainability of water services and uses” has various components: economic, environmental, technical and social issues including public health impact have been discussed.
But, it was clear during the discussion that the different scientists valued differently these components: For example, some stressed the importance of economic aspects, other the social aspects.
We generally fail to recognize that “economical”, “environmental”, “social”, “technical” words may have different signification between us (scientists) and probably between stakeholders. For example, during the discussion over the social components of
sustainability of water access, some scientists referred to public health impacts while other was referring to evolution of local organizations.
Same ambiguities are included in the notion equity or fairness, on which were based many of our discussions.
It appears thus necessary necessary for each of us to make a specific effort to clarify our own representation of such ambiguous notions before (1) discussions within the team (2) discussions with stakeholders.
If the different representations of the different scientists are gradually but clearly emerging, it is likely that the stakeholders will have there own representation of sustainability and equity, valuing differently this different notions. One of the objectives of our work is to help them to clarify their own representations on theses aspects.
I was not able to point out other kind of ambiguous and underlying notions/hypothesis during our discussions; one of our collective works should be to identify all of them! .
d - In Brazil, the “varzeas” or wetlands are specific conflicting areas.
The discussion underlined the specificities of the wetlands in the spring catchment areas of Sao Paulo. While they remain some of the best agricultural lands, they provide important ecological services, as flooding plains contrinuting to inundation control or areas of pollution control thanks to their denitrification role. They are also rich in raw materials for buildings - ie site of mining interests - and in the RMSP often occupied by low income housing.
Thus the use and occupation of wetlands concentrates various interests. The discussion underlined the conflictive points of view on these areas by the different scientists. It is likely that these conflictive points of view also translate in local conflictive situations. It is important to point out that an open conflict between farmers and mining activities took place in 2001. At the moment, the water sector is more and more stressing the environmental value of the wetlands with the development of artificial wetlands. Other conflicts could thus emerged in a near future.
e - Different “Water quality”:
The discussion underlined that a water quality assessment depends of the use that is being made of the resource. It was stressed that there is different uses of water eiher family (hygiene, gardening, washing) or production level (irrigation, post harvest preparation or transformation, industrial uses for example) each of them demanding different quality. Quality can be assessed by various types of indicators (physical, biological, biochemical,
sensorial indicators etc) and there relative importance differs from one actor to the other
depending on the use. Quality of service has also to be taken into account (regularity, etc). Thus, various strategies implemented at different levels can contribute to ameliorate water quality since industrial water treatment to domestic sanitation. Could the different demand on water quality be translate in different negotiation possibilities such as diferent tariffs for different quality of resources? Clarifying our representation on water quality and those of 6
the different actors is necessary to propose “sustainable solution” of water acess and sanitation in the fast growing areas of periurban catchment.
f - Management of reservoirs for quality purpose has to be better taken into account.
When dealing with superficial water management, managers and scientist generally refers to allocation of water between uses ie management of quantity. However, in the complex system studied, the management of quantity is directly linked to the quality of water in the reservoirs. A better attention has to be given to the impact of the operation rules of the hydrolic system to the quality of water in the reservoirs. That is why the SpatMas model is trying to represent the quality aspects of the reservoir.
g - In each thematic areas, it is now necessary to discuss possible evolution (scenarios)
Most of the thematic studies resulted in a diagnostic the existing situation. It is now important to discuss the possible paths of evolution of these situations ie to have a prospective discussion.
3. Publication of the best contributions as “Negowat working
papers”
It has been proposed to publish in the public part of the Negowat website, the best papers presented during this meeting as “Negowat Working papers”. The papers will be edited and formatted in a common templates.
The papers selected are :

1. Interactions with stakeholders and development of
participative processes.
The methodology of intervention in both countries has been rapidly presented.
1) The Bolivian team had spent the last 6 months to redefine their intervention mode. This included a review of the conflicting situations on the field, a selection of the most adapted for the Negowat process intervention. Two process were selected: (1) one related to the development of potable water services in the context of urbanization of the municipality of Tiquipaya and (2) the future of spring management in urbanizing district. A first draft of the intervention (including the type of simulation that will be included) is being elaborated. The first process is linked to a political intervention to solve
2) In Brazil, following discussion with the catchment committee two processes have been initiated: one dealing with the discussion over the place of agriculture at catchment level in Cabeiceras-Tietê, the other with the building of a role playing game at local level on urbanization and infrastructure access.
2. Finalization of fieldwork and publication of fieldwork results.
Following the agenda proposed during the last steering committee meeting, fieldwork was to end in august 2004 and the first version of report of field work provided for end of September.It has been decided to gather the different reports (corresponding to various deliverables) in one unique report. This report will be structured in the following way :
1) An introduction for each country describing the context
2) For each case study, an aggregation of various individual contributions in 4 main thematic issues (1) stakeholders (2) Urbanization and Land market (3) agriculture and ecotourism (4) hydrology. Each thematic part will be coordinated by a local “theme leader”. Each contribution will be an autonomous and completely finalized paper following a scientific paper presentation
3) Each thematic part will be introduced by a one page executive summary in English 4) Each thematic issue will be ended by a specific conclusion.

The structure and contents of each contributions should keep to the following pattern :
• The presentation of the global context (catchment, geographical feature, localization, global governance system and legislation etc) will not be included in the contribution (in order to avoid unnecessary repetition: context will completely presented in an introduction for each case study)
• The conceptual framework, research question and problematic will be developed in the introduction part of each contribution.
• Each contribution will be structured with a methods part, results and discussion. Attention will be given to present and synthesize results in graphs, tables etc.
• Each report can be written in English, French, Portuguese or Spanish.
• The discussion will included discussion on the impact of the results for alternative scenarios and policy option alternatives
3. Strengthening the interactions between Brazil and Bolivia
During the last meeting, some joint publications to be developed and interactions modes had been identified. There has been however very little progresses during the last 6 months on the development of this publication apart the publication of reuse of waste water in agriculture (R Amparo UMSS, W Gunther USP)The internal reorganisation of the Bolivian team, the reorientation of the work has mobilized most of the energy during the last 6 months. It did not appear very timely to organize visit of Brazilian thematic scientist during this time.
During the meeting, the group decided to focus on the following publications:

1. Elaboration of a methodology to monitor the implementation
and use of the tools.
The importance to implement a formal assessment and monitoring of the intervention processes has been stressed. This is part o the task 4.1.
This meeting permitted to hold the first common discussions on this issue :
1. The intervention process relies of various steps : (i) building of the legitimity for intervention (ii) convocation and organization of the discussion/concertation platform (iii) different meetings (iv) final assessment of the process (v) implementation of the agreement made if any . Monitoring supposes to have a global view of the different step of the intervention process.
2. Two type of monitoring must be combined: monitoring by the stakeholders themselves of the process, and monitoring by the scientific team, for research purpose.
3. Validation and monitoring are linked. Information (including modeling) provided by the scientists must be validated not only scientifically but also socially. This supposes specific procedure.
4. Different elements can be monitored: relationships between stakeholders (inclusively with the scientists), points of view and representation on each other interests/values and/or on the system studied, management mode of the resources, capacity of management and negotiation, outcomes of the discussion (agreement). What is to be monitored has to be previously agreed on, and some indicators has to be chosen. 5. Various methods can be used for the monitoring process such as videos recording,
field diary of the scientist, reports, meeting reports,
6. The discussion underlined the difficulties how to organize and analysis the information collected during the monitoring process. A specific methodology has to be elaborated.
7. It is necessary to have an initial picture of the situation (and of the indicator chosen) at the beginning of the process.
8. We should organize a formal discussion and assessment of the Negowat project in itself, with discussion on the building of the interdisciplinarity, relationship with the stakeholders etc. This meta-assessment should be an outcome of the project itself to help to structure other related research-action project.
2. Development of the strategy for development of training tools
based on the outputs (note from J Butterworth).
1. Although there are specific opportunities to follow up in Bolivia and Brasil (such as the negotiation processes/ conflict resolution course with LA-WetNet in Cochabamba in March 2005) we did not manage to complete a list of possible activities.
2. The main outcome was a commitment from all to develop a joint overall Negowat output (a multimedia and interactive CD) which includes all the research findings and is targeted at ‘training’ others about our case studies and methodologies.
3. The CD will consolidate all work in Bolivia and Brasil, containing documents (academic and popular), databases, photos, video (where available etc).
4. The CD will be based around 4 main themes: 1) Urban/ rural futures; 2) Management of land use change; 3) Management of multiple uses of water; 4) Negotiation processes
5. The CD will also be structured with information divided into three sections: 1) baseline, which is information on context (outputs of WP3); 2) processes, which are our case studies with honest reflections on our research (what we did, what happened, both successful and less successful); and 3) tools/ methods (how to do it? e.g. MAS/RGP/ monitoring etc etc).
6. An example CD produced by IEA and demonstrated by Jenner could serve as a useful model on the style for the CD.
7. A proposed structure was developed, but the detail still needs to be added to the matrix. Within each cell of the matrix we would include one or more papers (an example is shown for the negotiation processes row for Cochabamba). For example, all the papers produced for WP3 would be organised under the column baseline:

8. The CD content will also differentiate between content aimed at academic audiences, technical users, and users/ community level.
9. A theme throughout all the material will also be time: i.e. past, present, future.
10. Languages: the CD will need to be available in English, Spanish and Portuguese. We need a large translation budget.
11. The budget is unclear at the moment, but the training outputs (e.g. cost of translation, and putting together a CD etc) are currently budgeted within budgets of NRI, POLIS and CERES. The output will of course also depend upon contributions of all the partners who will need to complete the papers and other content for the CD. These are tasks which are currently budgeted for within the budgets of those institutions.
12. Who will do it? Everyone is invited to get involved. John (NRI) will coordinate and initially will copy ideas to all the team. Please get involved.

Oferta e demanda de terras estão oferecendo distintos preços e características nos mercados Estudo deve ser mais sintético e mostrar o que está ocorrendo na região
Poderia ser trabalhado mais em função da motivação dessa urbanização. Integrando com uma discussão entre os estudo do rural, urbano, água e ar.
Questão mais gerais:
- função dos planos diretores e como surgem? Suas raízes são externas ou internas? Falta compreensão da implantação desses planos, existe, por exemplo um órgão fiscalizando?;
- preço do hectare e dinâmica do mercado (transações com terra);
- preço do lote rural e valorização com a transformação em lote urbano; e,
- Identificar o tipo do uso da terra, com informações para pensar em cenários voltados ao preço da terra e a expansão urbana.
Dizer como e por que os Planos Diretores fracassaram
As áreas de mananciais e o mercado de terras
Questões gerais:
- Relação entre serviços públicos e urbanização;
- Como resolver os problemas da cultura da impunidade, ou melhor, como evitar que os processos jurídicos sejam protelados e obstruam a aplicação da lei? Trata-se de um problema que indica dificuldade de governabilidade.
- Dilema: Qual é o interesse prioritário em longo prazo? Proteção de mananciais ou urbanização popular?
- A questão cultural com a permissão da ‘senzala’ nas cidades é extremamente relevante. Nela subsiste a aceitação da mais violenta segregação sócio-espacial;
- Um cenário possível é a urbanização das áreas já urbanizadas (via regularização) e a remoção das pessoas das áreas mais frágeis. Deve-se, contudo, evitar novas tentativas de adensamento urbano nas áreas de mananciais;
- Outro cenário é a tentativa de fortalecer atividade agrícolas que protejam essas áreas contra a urbanização (como ocorre em algumas áreas na Bolívia);
- Investigar a atuação das políticas públicas e como elas incentivam a ocupação de várias áreas;
- A situação peri-urbana é específica e exige a soma de esforços dos Grupos que estudam as questões rurais com o grupo responsável pelos estudos urbanos. Enfatiza-se a necessidade de construir cenários, com, por exemplo, o Plano Diretor funciona, entre outros.
- A questão cultural pode ser um explicativo significativo em relação a expansão urbana, onde poderia ser feito tipologias para poder expandir e entender melhor essa exploração;
- Para o melhoramento desses espaços deveria haver uma urbanização de forma regrada, com normas rígidas para evitar uma ocupação desenfreada?
- Atualmente não existe mais uma questão cultural, mas sim a necessidade de moradia.

- Há um processo de resistência por parte dos usuários que não querem que o governo assuma o sistema de abastecimento de água, detalhar os fatores envolvidos, já que há presença de conflitos.

- Explorar temas como a percepção das famílias e dos comitês em relação à água. - Discutir questões relacionadas a subsídios que permitam a adesão de famílias que
não tenham condições de bancar os altos custos de ingresso (de US$ 200 a 600); - No modelo atual a situação é insustentável ambientalmente a longo prazo, quais são
as alternativas?
- Qualidade do serviço com expansão do atendimento de água as periferias em conjunto com a busca de uma sustentabilidade econômica, técnica e ambiental/saúde são questões fundamentais.
- Sistema de tarifação como se apresenta nos cenários.

Questões gerais:
- Tiquipaya sofreu um rápido e recente processo de urbanização que possui integrações com Cochabamba
- Diferença entre o nível de consumo entre segmentos sociais e níveis alarmantes de carência de serviços básicos
- Pensar o papel do poder público como fator regulador/não regulador o papel dos proprietários fundiários urbanos como agentes promotores do encarecimento da terra urbana.

3.2. Issues related to water management and hydrologies
RELATO DO ENCONTRO PROJETO NEGOWAT BRASIL-BOLÍVIA - Apresentação dos Grupos Hidrologia, Sócio Economia Rural e Urbana

O Encontro da equipe Brasil-Bolívia aconteceu na Base da Represa de Ponte Nova situada no Município de Salesópolis, Estado de São Paulo, Brasil. No dia 17
A primeira apresentação foi do Prof. José Galizia Tundisi com a palestra intitulada: Reservoirs: Functioning, multiple uses and management. Dentre os diversos aspectos tratados pelo Prof. Tundisi destacou-se que os reservatórios estão sendo engolfados pela urbanização e que a atividade humana regula esse sistema promovendo um aumento ou diminuição dos processos que ocorrem nesses locais. Ainda, estes são sistemas complexos devendo-se considerar as relações reservatório-bacia hidrográfica e seus múltiplos usos. Uma das propostas para minimizar a crítica situação em que esses locais se encontram seria contemplar no Plano Diretor do Município de São Paulo a redução dos custos de tratamento da água a partir da proteção dos mananciais. Propondo-se que até 2030 se alcance um equilíbrio entre o gasto com o tratamento da água e com a preservação, passando aos gestores e a sociedade como um todo a visão de que a água é um recurso limitado. Nas discussões foram apontados que deveria haver uma maior transparência quanto as informações fornecidas pelos órgãos públicos. E que a população deveria estar também mais bem informada. Ainda sugeriu-se um aumento do grau de parcerias pois não é só o poder público que poderá resolver o problema. Deve-se também melhorar o conhecimento técnico daqueles que operam esses sistemas. Diversas discussões foram feitas a respeito da gestão dos reservatórios no Alto Tietê, uma delas foi de incluir no modelo do projeto Negowat uma maneira de negociar as regras de operação que influem diretamente na qualidade da água. Discutiu-se também que uma visão integrada da gestão dos recursos hídricos passa também por um processo de sensibilização da população, dos engenheiros, dos limnólogos, sociólogos e economistas.
A apresentação seguinte tratou dos estudos realizados na várzea (wetlands) da região do rio Parelheiros que é um afluente da represa de Guarapiranga. Esta apresentação foi feita pelo Dino Vanucci e debatida pela Wanda Günther e Adalberto Monteiro Jr. Destacou-se a importância da várzea como um sistema de purificação de alguns compostos dentre os quais os de nitrogênio. Através deste trabalho foi verificada a eficiência da várzea em remover o nitrogênio pelo processo de desnitrificação. Discutiu-se também que para se aumentar a eficiência da várzea, com relação a remoção de compostos, deveria se fazer um manejo desse sistema. E que este local deveria se manter o mais intacto possível muito embora tenha se falado em se considerar a relação várzea/agricultura. Surgindo uma proposta de se implantar um mosaico nas áreas de agricultura alternando-se as áreas cultivadas com a várzea. Pensou-se também em se estudar uma várzea piloto para responder as perguntas mais relevantes a respeito do manejo desses locais.
A terceira apresentação do dia tratou das cargas de nutrientes (nitrogênio e fósforo) das regiões de Tietê-Cabeceiras e Guarapiranga e foi coordenado pela Suzana Sendacz e
debatido pelo Prof. Tundisi e Raul Ampuero. Destacou-se os impactos de atividades antropogênicas na sub bacia Balainho, em pesqueiros e no SPAT. Questionou-se os números de amostragens no período seco e chuvoso e porque ocorre variação entre esses períodos. Justificou-se que as amostragens no período seco estão em fase final de coleta. Ainda sugeriu-se fazer amostragens microbiológicas do solo e da água das diferentes locais estudados. Quanto aos pesqueiros discutiu-se sobre a grande amplitude de variação das cargas o que foi relacionado ao fato de que ocorre um controle de água que sai do vertedouro portanto existem grandes diferenças nas vazões de cada pesqueiro. Sugeriu-se calcular as cargas para cada uma das 18 microbacias delimitadas pelo projeto Negowat.
A quarta apresentação do dia foi feita pela Ana Amaral que tratou da Demanda da água pela agricultura em Cabeceiras-Alto Tietê. Os debatedores foram Donato e Dino Vanucci. Observou-se que a região possui grande quantidade de água, entretanto, este fato foi questionado em função da baixa eficiência do sistema. Uma outra questão indicou que há dúvidas quanto a interpretação do balanço hídrico, sugerindo-se fazer uma tipologia dos agricultores em função de sua trajetória e do calendário agrícola. Sugeriu-se entender melhor os processos para se identificar os pontos críticos, entendendo melhor sobre a dinâmica da agricultura. As trajetórias do sistema de produção mostram sofisticadas tecnologias dos cultivos que poderia ser uma resposta dos agricultores diante da urbanização. Foi dito que em Cochabamba alguns tipos de produtores em pequenas áreas tem um bom retorno financeiro. Observou-se também que a agricultura e o abastecimento de água são os maiores consumidores do consumo total de água (ao redor de 95%). Verificou-se que ocorre perda de água em função de um sistema de irrigação desatualizado. Ainda discutiu-se que o agricultor da região do Alto Tietê compete com o abastecimento de água para a região Metropolitana de São Paulo, questionando-se como será a negociação do Projeto Negowat neste aspecto. Também foi constatado problemas em determinar o consumo em função da dificuldade na obtenção de dados. Ressaltou-se a necessidade de se levantar aspectos comparativos entre Brasil e Bolívia tais como: tamanho da propriedade, tipos de plantação, técnicas de irrigação, fonte de água, disponibilidade e qualidade da água e de como é o sistema de taxação da água. Ainda foi dito que no Brasil se pensava com relação aos projetos de irrigação em como controlar o gasto de energia em função do custo e não em relação ao consumo de água que se considerava abundante, verificando-se que este pensamento está mudando atualmente.
A quinta apresentação do dia foi feita pelo Raul da Bolívia fazendo um diagnóstico de contaminação das águas e uso de águas residuais. Os debatedores foram Wanda e Rhaphaéle. Observou-se que as águas superficiais estão contaminadas com coliformes fecais e que as subterrâneas estão contaminadas quimicamente. Falou-se das diferenças entre os poços artesianos e do poço freático no sentido de se tomar cuidado com as amostragens. Colocou-se a questão do reúso de água na agricultura através do esgoto doméstico. Na região do Alto Tietê está se iniciando uma discussão sobre o reúso de água levantando-se as vantagens e desvantagens disto. Foi observado que o trabalho apresentado permite discutir diferentes fontes de contaminação que pode afetar o uso da água. Discutiu-se que as práticas agrícolas são fontes de contaminação entretanto deve-se considerar que esta atividade gera empregos. Outras questões colocadas foram: Como se trata as águas domésticas ? Qual o nível de práticas de higienização ? Como explicar a contaminação de poços a 200m de profundidade ? Destacou-se também como poderia se fazer uma melhor integração entre Brasil e Bolívia em relação aos aspectos de saneamento e agricultura.
A apresentação seguinte foi feita pelo Alfredo Durán que substituiu o Marco tratando dos sistemas e direitos da água na Bolívia.
A outra apresentação foi feita pela Carlota do IEA (APTA) a qual tratou da Evolução da Agricultura na BH do Alto Tietê. Raphaèle discutiu que ainda faltam análises e comparações dos dados para permitir mostrar a evolução da agricultura. Foram feitas sugestões para se avançar no tratamento dos dados quantitativos. Carmem enfatizou que não se mostra claramente a evolução histórica da dinâmica no tempo. Foi ressaltada a questão de comparações entre Brasil e Bolívia. Discutiu-se a respeito da urbanização como um processo caótico, carente de normas e da falta de visão a longo prazo. Foi levantada a necessidade de construir os indicadores de que necessitamos. O Jener observou que através da imagem de satélite em relação ao uso do solo ocorreu uma expansão urbana na região do Alto Tietê de 10% entre 1988 a 2002.
3.3. sócio-economic issues related to rural activities.
A apresentação seguinte foi feita pela Yara Carvalho e tratou das questões relativas a agricultura urbana na Bacia do Alto Tietê. As questões levantadas foram se a região metropolitana de São Paulo é um território, se a relação do agricultor é econômica ou não e se existe conflito de água entre agricultores e outros setores. Discutiu-se a partir daí a definição sobre urbano e rural e uma comparação Brasil/Bolívia. Também se falou das razões econômicas e não econômicas da manutenção da agricultura. Porque o agricultor se mantém na atividade ? Existe uma visão de abundância de água em contraposição a uma certeza de escassez da água. Como motivar a manutenção de ações coletivas também foi uma questão colocada. Foi feita uma proposta de se estudar melhor a organização social do meio rural através de indicadores. Ressaltou-se que a tipologia de trajetória alimentará o modelo entretanto deveria se repensar a respeito da tipologia ambiental mais associada a água.
Terezinha Franca do IEA (APTA) apresentou a palestra seguinte que tratou dos sítios de lazer em áreas de proteção de mananciais. Destacou-se que os sítios de lazer são capazes de preservar áreas de mananciais. Foi observado pelo Bastian quais informações poderiam contribuir para o projeto Negowat como um todo. E qual a tendência dessas afirmações, o que vai acontecer ? Também foi discutida a questão do incentivo via imposto. Observou-se que o sítio de lazer é uma atividade menos intensiva do que a ocupação urbana. E que existe um incentivo ao turismo para preservar áreas. Os sítios de lazer encontram-se no rural. A penúltima apresentação do dia foi da Paula do Instituo de Pesca de São Paulo e tratou da atividade pesqueira da região do Alto Tietê mas especificamente dos pesque pagues desta região. Foram relatados a ocorrência em torno de 60 pesqueiros na região. As questões giraram em torno de se a presença dos pesque-pagues gerariam um balanço positivo ou negativo para a região. Além do que se haveriam conflitos com relação a qualidade da água e não com a quantidade. Ressaltou-se que para o momento esses empreendimentos estariam dentro de um balanço negativo com relação a Bacia Hidrográfica já que geram impactos não somente com respeito a ocupação do solo, mas aos usos de nascentes em área de manancial além de seus efluentes lançarem elevadas concentrações de nitrogênio e fósforo nos corpos de água receptores. Pensou-se que propostas eficazes de manejo através de orientações técnicas poderiam reverter este quadro e a atividade poderia se tornar interessante para a região incentivando o turismo e até mesmo incentivando a preservação das áreas ocupadas pelos pesqueiros.
O último trabalho foi apresentado pelo Alfredo e tratou da dinâmica dos usos e gestão da água em Tiquipaya. As discussões indicaram uma visão bastante integrada deste trabalho. E que este contribui para o Negowat mostrando claramente os conflitos e indicadores.
4.1. Notes on the discussion on “training outputs activities 20

1. Although there are specific opportunities to follow up in Bolivia and Brasil (such as the negotiation processes/ conflict resolution course with LA-WetNet in Cochabamba in March 2005) we did not manage to complete a list of possible activities.
2. The main outcome was a commitment from all to develop a joint overall Negowat output (a multimedia and interactive CD) which includes all the research findings and is targeted at ‘training’ others about our case studies and methodologies.
3. The CD will consolidate all work in Bolivia and Brasil, containing documents (academic and popular), databases, photos, video (where available etc).
4. The CD will be based around 4 main themes: 1) Urban/ rural futures; 2) Management of land use change; 3) Management of multiple uses of water; 4) Negotiation processes 5. The CD will also be structured with information divided into three sections: 1) baseline,
which is information on context (outputs of WP3); 2) processes, which are our case studies with honest reflections on our research (what we did, what happened, both successful and less successful); and 3) tools/ methods (how to do it? e.g. MAS/RGP/ monitoring etc etc).
6. An example CD produced by IEA and demonstrated by Jenner could serve as a useful model on the style for the CD.
7. A proposed structure was developed, but the detail still needs to be added to the matrix. Within each cell of the matrix we would include one or more papers (an example is shown for the negotiation processes row for Cochabamba). For example, all the papers produced for WP3 would be organised under the column baseline:

8. The CD content will also differentiate between content aimed at academic audiences, technical users, and users/ community level.
9. A theme throughout all the material will also be time: i.e. past, present, future.
10. Languages: the CD will need to be available in English, Spanish and Portuguese. We need a large translation budget.
11. The budget is unclear at the moment, but the training outputs (e.g. cost of translation, and putting together a CD etc) are currently budgeted within budgets of NRI, POLIS and CERES. The output will of course also depend upon contributions of all the partners who will need to complete the papers and other content for the CD. These are tasks which are currently budgeted for within the budgets of those institutions.

1) Context of Agriculture in Sao Paulo and Tiquipaya (description/explanation): history, agrarian change, urbanization, markets (this point is more difficult to talk about!?), water management, farming systems and (something else or something less?). 2) Farmers strategies (analysis): organization and conflict
management, adaptations to new institutional set-up, bargaining with other actors, confronting urbanization, technological innovations and choices, economic strategies (diversification of activities, including crops, intensification, extensification).
3) Institutional arrangements (analysis): analysis of negotiations and conflicts with other sectors/actors, outcomes and agreements of such process, expected trends.
4) Further scenarios for both cases (prediction): changing patterns of land use and water management, water availability and water quality, changing farming systems (towards urban agriculture?), further effects on agrarian change.
