A STUD? TO PLAN AN INTENSIFIED RESEARCH PROGRAME (Report by the Director-General)

It w il l be recalled that the supplementary agenda item "A Study to plan an intensified research programme" was referred to the Committee on Pro,r ramme and Budget with regard to the programme aspects and to the Committee on Administra­

tion, Finance and Legal Matters with regard to the administrative and financial aspects.

The first report of the Committee on Programme and Budget to the Committee on Administration, Finance and Legal Matters (document A II/A F L /ЗЦ) contains the resolution which the Committee on Fro;ramme and Budget recommended for adoption by the Eleventh ' rorld Health Assembly subject to the addition of such recommenda­

tions as the Committee on Administration, Finance and Legal Matters would decide to make on the administrative and financial aspects of the question.

The Director-General assumes that the Committee w ill consider it advisable to submit for approval by the Health Assembly a single comprehensive resolution on this subject and the Committee may therefore wish to consider recommending a resolution along the following lines:

Having studied the proposal submitted by the Delegation of the United States of - America^- for the devslopment of a plan for an intensified research programme, and its o ffer of additional funds for this purpose;

Noting that WHO, under its Constitution, is required to promote and conduct research in the field of health;

Realizing that the Organization is already playing an important role in stimulating and co-ordinating research in medical and scientific fie ld s ;

Considering that further knowledge is needed on the etiology, treatment and prevention o f diseases common to mankind, including chronic diseases such as cancer, heart disease and other diseases;

Recognizing that the Organization has established a system of co-ordination of research through collaboration with laboratories and institutions on a

world-wide scale, and

Recognizing that a well-designed plan fo r expanding the role of YfflO in research would merit the support of many Member States,

I , 1 . THANKS the United States of America for this in itia t iv e ;

2 . BELIEVES that, within the provisions of its Constitution, the Organization can profitably expand its role in research;

3 . REQUESTS the Director-General:

(1) to organize and arrange for a special study of the role of ТОЮ in research and of ways in which the Organization might assist more adequately in stimulating and co-ordinating research and developing research personnel;

(2) tc prepare a plan on the basis of such study in the furtherance of rese?rv.h,; lor traremission to the twenty-third session of the Executive Board and to the Twelfth World Health Assembly, with cost e s timaces*

I I . 1 . ACCEPTS with appreciation, in accord^-nce with Article 57 of the Constit-.n-'lcn, the contribution o f $ 300 000 from the United States of America;

2 . REQUESTS the Director--General to establish under Financial Regulations 6 „6 and о»7 с spécial ? •■•сcunt for research planning to which the contribu­

tion of the United Staves of America and any other contributions for the same purpose shall be credited;

3 . DECIDES that the funds in the special account shall be available for incurring obligations for the purposes set out in paragraph 1 .3 of this resolution, and that, notwithstanding Financial Regulation Ц .З, the unexpended balance of the account shall be carried forward from one financial year to the next.

Ц. REQUESTS the Director-General to present the operations financed or planned to be financed from this special account separately in the annual programme and budget estimates and to include the operations of the

account separately in the annual fin ancial report.
