The Government of Switzerland has approved a budget of 4,383,000 Swiss francs (equivalent to US$4,173,987) for the next phase of the Government School Support Program (GSSP) after the project was recently reviewed and three case studies were conducted.
“I believe education is a crucial precondition for the stability and development of Afghanistan. I am very happy to announce the continuation of our support to the GSSP for the coming four years”, says Willi Graf, Country Director of the Swiss Cooperation Office in Afghanistan.
During the first and second phases, the project supported over 200 schools, directly assisting the teaching and learning of about 96,000 pupils and 3,700 teachers. Some of the most important achievements included: building a hostel for female students in Pul-e-Khumri (Baghlan) and a teacher training col-lege in Sheghnan (Badakhshan); repairing classrooms in 20 primary schools in the provinces of Baghlan and Bamyan; sup-porting teacher training colleges; distributing 108,000 school textbooks and other teaching and learning materials; establish-ing Parent Teacher Associations (PTAs) and trainestablish-ing over 1,000 of their members; and delivering 40 mothers’ literacy courses to build up women’s capacities and help them actively partici-pate in their children’s education, with positive implications especially for girls’ enrollment and retention in school.
The Government of Switzerland, through the Swiss Agency for Development and Cooperation (SDC) in Afghanistan, has con-tributed US$200,000 for the establishment of a Human Rights Support Unit (HRSU) within the Ministry of Justice (MoJ). The establishment of the HRSU was initiated and proposed by the MoJ in collaboration with the United Nations Assistance Mission in Afghanistan (UNAMA), in order to provide human rights mainstreaming and capacity building within the govern-ment, as well as leadership to achieve the human rights bench-marks set by the Afghanistan Compact (2006), later confirmed by the Afghan National Development Strategy (2008).
Mr. Abdul Qadir Adalatkhwah said: “The Ministry of Justice of the Islamic Republic of Afghanistan fully supports the establish-ment of the human rights support unit within this ministry and requests the international community to continue funding this unit over the long term.”
The MoJ is the lead agency designated by the government for the protection, promotion and enforcement of human rights. Supporting this MoJ initiative is an opportunity for SDC to strengthen its presence on the “duty bearer” side of its human rights-based approach.
SDC believes that a well-established and credible human rights unit within the government will play an important advocacy role in the future to facilitate coordination and information exchange among government institutions.
The total budget for the establishment of HRSU, as well as its running costs for two years, amounts to about US$4.74 million.
With a small grant of US$40,000, SDC has been an active partner in the second part of the project’s preparation. SDC is especially advocating national ownership of the project by the MoJ, a national implementation strategy involving the most important human rights players, concrete establishment of the HRSU within the next year, and a clear strategy for the Unit’s future.
The HRSU shall advise and support the government to main-stream human rights into its policies, programs and legislation and build a “human rights culture”. Over the long run, the project intends to especially benefit the vulnerable segments of society such as women and children, by ensuring effective human rights-based service delivery by public institutions.

Martin Epp: Afghanistan has always been my dream destination
The project was reviewed and three case studies were con-ducted in May this year in Bamyan, Badakhshan and Baghlan. Findings of the case studies indicate that the project has achieved its goals, but it is still too early for the project to become self-sustainable, without any AKF support, or to bene-fit exclusively from the support of local communities and institutions.
In line with the recommendation of the case studies, the next (3rd) phase of the project will focus on the programme’s sustainability to ensure its long-term impact. Thus, the third
of GSSP will further develop the holistic approach to improving school by involving local communities and institutions at different levels. The overall budget for GSSP over the four-year phase (2009-2013) is 5,873,890 Swiss francs, funded by SDC and AKF. SDC will be the main donor, accounting for about 75% of the total budget.
The program cooperates closely with the Ministry of Education at all levels and works in line with governmental strategies to improve the quality of teaching and the learning environment. Martin Epp will be replaced by Sylvaine Rieg as Program Director
for the Swiss NGO, Helvetas, in Afghanistan, as of October 2009. Martin Epp served in this position since Helvetas opened its program office in Kabul at the beginning of 2006. Helvetas has been implementing one of the major projects of SDC called Improving Livelihoods of Rural Communities in five districts of Samangan, Baghlan and Bamyan. Phase I (2006-08) has been completed and externally evaluated. Phase II (2009-11) just started with twice the first phase’s budget and activities in educa-tion, health, governance, economic development and disaster risk reduction. Martin Epp will start his next job as Helvetas Pro-gram Director in Haiti or Tajikistan in 2010. We have asked him to look back on his experience.
How would you describe your working experience in Afghanistan? Afghanistan has always been my dream destination to work, even when I was a student in social anthropology. Ever since I spent part of my honeymoon in Afghanistan in 1973/74, I have been looking forward to coming back here and working. My love for this country and 15 years experience with Helvetas at headquar-ters and other program countries have helped me build a chal-lenging program from scratch. Local collaborators have been very welcoming and committed. I could not have achieved what we did without the continuous support and friendship I enjoyed from Helvetas and SDC collaborators.
How did you find Afghanistan and its people?
I was pleased to realize that the media image of Afghans being all potential terrorists is completely wrong. I appreciate Afghans’ friendliness and non-aggressiveness. The rapport among men is much closer than what I had ever experienced in my life. For me, Afghanistan was like reading an interesting novel; every day was like turning a new page, you were always wondering what would happen next. I could tell you 1001 anecdotes about encounters with farmers and livestock holders struggling for survival, with wealthy business people, community development councilors and governors, with people we met during our occasional explora-tions of Kabul by foot – yes, this is possible! –, about the beauti-ful landscapes when we travelled 4-8 hours from the provincial capital to the districts, about the laughter we enjoyed with our
collaborators, about the hundreds of sad moments, about our modest achievements and about how much more needs to be done.
Do you find development work in Afghanistan satisfactory? Yes, very satisfactory. Although I am not always satisfied with the slow pace and the amount of work done, nor with its quality – development is a process and I think my local collaborators are learning fast. The gratitude of the people and the interest of tar-get groups to improve their living conditions are motivating. Poverty and vulnerability are so visible that development coop-eration as we understand and practice it is fully justified despite prevailing insecurity.
How do you feel about leaving the country after working here for almost four years?
I feel very sad, but it is time to stand back, to return to my family and friends, and to focus on another Helvetas program country where my scope of action and influence will be less confined. I take with me the memory of the many meetings we held with local shuras, which were often very tough but where we ultimately reached a consensus and win-win situation for everybody. Why should Afghans not succeed as a nation when in their families, clans and villages, social ties are so strong and peaceful?
