Integrated Approach to Rural Development in Africa Submitted by: Cameroon, Ghana, Niber, Togo The Economic Commission for ilfrica,

Recalling its resolution 117('n) on Rural Life and Community Action, Having considered the secretar-ia t' s docume n t E/CN. 14/422 on

Guiding Principles and a Strategy for an Integrated Approach to Rural Development in Africa,

Convinced of the need for defining the nature of the problem of social and other conditions th&t impede rapid development of rural life and

economic actiVity, as well as the need for a co-ordinated approach to the solution of rural development problems irt Africa,

agencies in the UN family which has resulted in the preparation of the secretariat's document E/CN.14/422;

2. Zndorses the guiding principles and tr.e strategy set out in the said secretariat's document relating to an inter-agency and integrated approach to the problems of rural development in Africa;

3. Requests the Bxecutive Secretary,

(a) To take due steps, in collaborction with the UN specialized agencies, to establish on permanent basis a Regional Inter-agency Commi ttee on Rural Development in j'frica, to pz-ova de for periodic consultations among Agency represent~tives (at the local level) and to M69-515

consider, plan and sug~est methods for implementing suitable projects which lend themselves readily to concerted action in matters relating to rural development;

(b) T0 take due ste~s to secure the fullest posslble co-operation of member Governments in the adoption of the philosophy and strategy o~

the integrcted approach to their rural development programmes;

(c) To call a region-wide meeting of experts &nd administrators of regional development programmes to discuss how policies, machinery and action for wo rk on a~,I'icultural extension, mass medin, rural co- operatives, social welfare and community development, rural health, and science and technology can reinforce each other in the development of communities in Africa;

(d) To intensify resear~h into social inputs required for economic development as well as studies of methods required to secure popular participation in development projects;

(e) To give anpropriate technical aid to member States with a

view to setting up or i~provjng nation21 or multinational training centres in rural development anti r8lated fields; and

(f) To promote) CO-'.lc.::.\oc.tion of the \lOrk of the ECA, the Specialized Agencies of the united lJa tiona and other organiza ti ons with rural develop- ment programmes in Afric8 in order to secure maximum impact of these

programmes on the social and economic progress of the region;

4. Calls upon member States to co-operate with and to assist the

~CA secretariat in implamenting effective programmes in the rural develop- ment field.
