The history of Public Fund (hereinafter- PF) "Uiy Taghzym" has its origins in 1985, as it was first initiated as "Uiytau" ecological movement of local activists opposing construction of military bases planned by central government in Ulytau region. Following success of the actions and later disinte ration of Soviet Union the movement has been transformed into "UI Ta hz m" Public

5. Objectives of the organization

Founded by local culture experts Balgyn Salykova, Elena Beidel and historian Bakhtiyar

Kozhakhmetov in 2009 PF "Uiy Taghzym" represents a union of Aksakals (elder members of local communities), historians, archaelogists, ecologists , folklorists, school teachers , university

professors, journalists, representatives of tourist sector and philantropists.

Located in central part of Kazakhstan Ulytau region amounts to 121,600 sq.km. with a population of 12,600 people. Vjast territory of forest-steppe zone encounters 635 cultural heritage sites of different periods

mounds, necropolis, mausoleums, petroglyphs, ancient mines and metallurgic furnaces), rich flora and fauna with rare herbs and endangered species, sacral sites like Terekti Aulie mountain range, Aulietau, healing springs , Mausoleums of Joshy Khan and Alasha Khan and other places of pilgrimage.

Since ancient times people have regarded Ulytau mountains (Great Mountains) as a historic craddle of Kazakh nationhood, focal point of political history and merging space of over three hundred Kazakh tribes. Inhibited from Paleolithic era the region is a treasury of ancient rites and rituals, folklore, traditional music and intangible cultural heritage in general. Remote livelyhood of local communities helped them safeguard holistic relationship with the surrounding nature making them the guardins of the region's rich natural and cultural heritage.

In this regard objectives of the Fund fully reflect communities' values and therefore constitue : Safeguarding and popularization of intangible cultural heritage (I CH) of the region (inventory- making expeditions, documentation of locaiiCH , research and publications, capacity-building projects for the communities, organization of ethnic festivals and gatherings);

Restoration and management of cultural heritage sites (participation in archeological expeditions and restoration works, landscaping of the territory, capacity-building projects for communities, research and publications , collection of archeological and ethnographic artefacts for museums);

Safeguarding natural heritage of Ulytau (field expeditions on natural heritage sites, promotion of eco-tourism and sustainable handcrafts, research on endangered species , flora and fauna of the region, educational eco tours for children).

Activities of the Fund connect local population with academia, urban youth, guests from other regions and places. Today "Uiy Taghzym" actively cooperates with partner organizations and experts from Central Asia, Russia, CIS and other countries . [344]

Activities of "Uiy Taghzym PF include:

On safeguarding and popularizing ICH:

2015-2018- ICH inventory-making expeditions on research and documentation of local folklore, music, rites and rituals, handcrafts, sacral and social practices conducted in close collaboration with Ulytau State Natural, Historic and Cultural Museum-Reserve (hereinafter- Ulytau Museum) . As a result of in-depth studies and interviews with ICH practitioners and bearers the following articles have been published in the Bulletin of the National Academy of Sciences of the Republic of Kazakhstan:

-"Role of animals and birds in traditional rituals and customs of Kazakh nomads" (A.T .Kulsariyeva ,

- "Shrine sites keepers in traditional and modern Kazakh culture : assumptions and problem defitions" (Zh.N.Shaygozova, R.R.Muzafarov, M.E.Sultanova- February 2019) .

Summer 2017 - ICH trainings on 2003 Convention for local communities organized by Elena Khorosh and Bakhtiyar Kozhakhmetov with the participation of invited facilitators from Central Asia - Dilshod Rakhimi- Tajikistan, Urazali Tashmatov- Uzbekistan and Assellssayeva- Kyrgyzstan . 2016-2017 -collection of ethnographic artefacts (tribal jewelry, vintage clothing, carpets, furniture and dishery) for restoration and exhibition in Zhezkazgan Museum, initiated by local population.

2012-2018 -organization of annual ethnic festivals "Terisaqqan spring", "Kokmaisa" and "Uiytau qymyzy -festival of traditional beverage Qymyz" acquainting guests with horse breeding traditions, national cousine, artisanry, folk music, traditional sports and games. Local authorities (Akimats) provide logistic and financial support for the festivals.

2013-2018- organization of annual Kurultays (gatherings) of Arghyn-Tortaul clan, initiated by community elders.

2010-2017 -inventorying spring festive rights of Terisaqqan horse breeders, initiation of the element's inclusion in National ICH Register in 2015 and preparation of nomination dossier for UNESCO RL in 2015-2017 jointly conducted with Elena Khorosh, PF and Ulytau Museum.

2009-2010- construction of a forge workshop in Ulytau village to popularize traditional Kazakh blacksmithing.

1999-2000 - ethnogenetic research on Arghyn clan of Ulytau region and publication of genealogical tree initiated and funded by community elders.

On management of cultural heritage sites & communities' livelyhood :

2004-2018- landscaping sacred sites (setting memorial plates of famous Baqsy (shamans) at Aulietau and information boards on "Gulsara Ana" and "Embulaq" healing springs).

2010-2018 -annual spring and autumn cleanups of the territories of sacred sites, carried out with local communities, Ulytau and Zhezkazgan Museums .

2010, 2015- field expeditions to historic battleground of Bulanty Battle (1728- 1728), construction of a memorial stella and organization of international scientific conference "Bulanty Battle : history and research chronicles" in 2015.

2008-2009- construction of "Uiytau El" pilgrimage center at the foot of Ulytau mountains , funded by local donations and Bakhtiyar Kozhakhmetov.

2006-2007- construction of mosque in Terisaqqan , sponsored by philantropists born in the village .

On safeguarding natural heritage and promotion of eco-tourism :

2015-2017 -organization of international expeditions "Altai - Danube" and "Roads of Altai Cross"

researching Ulytau's natural landscape, inspired by Bakhtiyar Kozhakhmetov and funded by LCC

"Kazkahmys Corporation".

2009-2018- publication of articles on wildlife conservation , endangered species, flora and fauna of the region .

2009-2018 -organization of school tours for acquainting urban children with traditional lifestyle of Ulytau region. [542]

Members of "Uiy Taghzym" are represented in National Committees on Safeguarding ICH, World Heritage and ICOM, having wide expertise in ICH inventory-making, scientific publications and drafting nominations:

Emma Usmanova -historian, archeologist, scientific expert at Archeology Museum of Karagandy State University named after E.A.Buketov.

Zhanerke Shaigozova- Ph. D. in Pedagogical Sciences, Associate Professor of Kazakh National Pedagogical University named after Abay (KazNPU), member of National !CH Committee, author of over 20 scientific publications on !CH.

Madina Sultanova- Ph.D in Art studies, Associate professor of KazNPU , member of Kazakhstan World Heritage Committee, expert of National ICH Committee, author of over 20 scientific

publications on ICH.

Kaniya Tursinbayeva- Ph. D. in Geography, corresponding member of International Academy

"Ecology", expert in recreational geography and tourism.

Turganbek Allaniyazov- Ph. D. in History, Professor of Zhezkazgan Baikonurov University, author of 22 scientific works on history, historiography and methodology of military science.

Bakhtiyar Kozhakhmetov- Director of Ulytau Museum, initiator of international expeditions "Aitai - / Danube" and "By the Roads of Altai Cross".

Lyazzat Sembinova- historian, archeologist, scientific expert at Ulytau Museum, member of I

Central Kazakhstan archaelogical expeditions, author of over 50 scientific articles. [185] ___j

7. The organization's experiences in cooperating with communities, groups and intangible cultural heritage practitioners

The Committee will evaluate whether NGOs requesting accreditation 'cooperate in a spirit of mutual respect with communities, groups and, where appropriate, individuals that create, practise and transmit intangible cultural heritage' (Criterion

0).

"Uiy Taghzym" advocates upon the initiatives and interests of local population represented by Aksakals' council (community elders) of Naiman and Arghyn clans living in Ulytau region.

Examples of successful cooperation include:

1) Inscription of "Traditional festive rites of horse breeders of Ulytau reigon" on UNESCO RL initiated by Terisaqqan residents in 2015. Following this decision "Uiy Taghzym" PF and Ulytau Museum organized a series of local meetings in 2015-2017 to systematize inventory data collected on the element, draft the dossier, elaborate safeguarding measures, organize interviews with the practitioners and create photographs and video for the nomination. A series of interviews

2) At present moment PF «Uiy Taghzym», Ulytau Museum and local communities are working on systematizing inventory findings of 2015-2018, drafting local !CH register and inscription of new ICH elements on the National Register- «Traditions of respecting sacral mountains among

Kazakh people» and «Worshiping practices in Terekty Aulie sacral place».

3) In 2016-2018 PF conveyed field survey among Ulytau residents on correlation of worshiping practices in focus area (Terekty Aulie, Aulietau, Orkesh Tau and Edige mountains) with local folklore- narratives, epics, myths and legends transmitted from generation to generation.

Recorded interviews with elder people identified 4 groups of narratives, related to: a) ancient cults of nature (water, mountains, gorges, caves, stones and trees); b) animalistic cults (horses,

snakes); c) legendary heroes (prophets, saints, warriors, governors, Baqsy shamans and poets);

d) modern narratives.

4) In 2017-2018 PF conducted survey on intrinsic culture of Shyraqshy (keepers of divine light)- guardians of sacred sites in Central Asia. In the process local Shyraqshy shared their experience of inner calling, ascetic lifestyle and communication with incoming pilgrims and visitors.

Overall all activities listed in 6c (annual festivals- «Terisaqqan spring», «Kokmaisa» and «Uiytau Qymyzy», research studies, cleaning and restoration works, donation of artifacts, and other) have been jointly carried by the communities, PF «Uiy Taghzym», Ulytau Museum and local

authorities. [326]

8. Documentation of the operational capacities of the organization

The Operational Directives require that an organization requesting accreditation submit documentation proving that it possesses the operational capacities listed under Criterion E. Such supporting documents may take various forms, in light of the diverse legal regimes in effect in different States. Submitted documents should be translated, whenever possible, into English or French if the originals are in another language. Please label supporting documents clearly with the section (B. a, B.b or B. c) to which they refer.
