GENERAL INFORMATION1.1.
INTRODUCTIONDue
to
rebel activities which lasted for eight years, there was constant interruption of aerial larviciding in Sierra Leone. Treatment was completely suspended since March 1997.The Joint Programme Committee (JPC) approved in December 1998 the recommendation of the Expert Advisor Committee (EAC) to stop definitively larviciding in Sierra Leone.
ln the Western zone aerial treatment was completely suspended during weeks 14,15 and 52 due to good entomological results.
ln order to reduce ferry hours during treatment, several new fuel and insecticide depots were created in the Sankarani, Mafou and Tinkiso basins.
ln the Eastem Zone, in addition to the experimental treatment of the Oti (weeks 4 to 8), the Daka was also treated for

weeks due to poor entomological results on the Pru at Asubende. Some tributaries around Asubende (Pru), Titira (Keran) , Sikan (Kara), Bagan (Mo)and Pouda (Binah)were included among the biefs of rivers under aerial larviciding. Aerial larviciding was completely suspended during weeks 14, 15 and 16 due to good entomological results. As a precautionary measure to avoid BUG2000 and also because of very low water levels, aerial treatments were suspended during week 52.Mr. R. Meyer, Chief

After the departureof
R. Meyer, there was restructuring of Aerial Operations management as follows: Mr. A. Ake former Chief of Aerial Operations (WEST) was nominated as Aerial Operations Coordinator while Mr. A.Diallo and Mr.
O.
Sina both former Assistant Aerops (West and East respectively), were nominated as Assistant to Aerial Operations Coordinator in Westem and Eastem Zones respectively.1.2 Hydrology
ln the Programme area, the rains started in March and stopped in November. ln South of Guinea, Benin and Ghana higher precipitations were observed this year than in 1998. Consequently, rivers like Dion, Milo, Oueme, Mono and Pru had increased discharges. All other basins showed a similar discharge pattem as during the previous wet season, (Annex 1A,18).
Throughout the OCP a total of 56 satellite controlled beacons were used. They were :

The major maintenance activities carried out during the year were
ln the West, 12 beacons were removed afterthe end of aerial treatment in the Bas Bandama, N'zi and Como6 basins. Also there was dismantlement
of
three beaconson
the Sasandra river basin due to repeated theftof
the Solar pannel ;reinstallationof
beaconsat
Gueasso (10139on the
Bogho) and Sansambaya (10168, Bale), and replacementof
Hydroniger beacons with PH11of

the East, the beaconatAnie
(10173) was removed due to repeated theft. The stations at Naboulgou (10158) and Kpesside (1017a) were also removed because of very high water level. The station at Glei (10131on

Pouda (10162 on river Binah) the OTTX beacons were changed with Chloe C beacons.Maintenance and repair of the beacons were conducted by four hydrological teams : two OCP teams and two national teams from Guinea, Collectively they carried out several hundred routine maintenance and repair missions. These included OCP assrstance
in
the repairof
the Hydro-Niger andthe
FAC/Benin stations.ln preparation for the experimental treatment on the Oti, water gauges at Mango, Porga, Borgou, Nagbeni and Naboulgou were read and checked and at Mandouri three gauge elements(0-1), (1-2) and (2-3)m were fixed.
Hydrological activities were canied
out
as well. There was no problem of shortage of spare parts.1.3
TreatmentThroughout the year a large number of suspensions of treatment were made due to good entomological results.
ln the Westem Zone, because of unsatisfactory entomological results on Mafou, Niger and Tinkisso river basins, some special actions such as an intensification of ground prospection, aerial treatment surpervision coupled with prospection, were canied out on these basins.
ln the Eastem Zone, due to the persistent poor entdmological results at Asubende on the Pru and Titira on the Keran during the wet season, aerial larviciding was extended to some tdbutaries of the Pru, Keran and Mo. Experimental aedal treatrnent was canied out on the Daka for 6 weeks (Bief 115). On some occasion combined heatment and prospection were organized.

1.4 AerialContract
1999 was the first year of the new EHI/OCP aerialcontract. A maximum fleet
of
5 aircrafts without sparewith
3001.6 guaranteed flight hours were allocated to the Programme. (See table 1 for repartition of fuC).A total of 3019.2 hours were flown against the guaranteed hours, thus 17.6 hours representing 0.6 % in
excess. With the new contract, the guaranteed hours per aircraft is 53.8 as against 55.0 in the previous contract.
Evergreen pilots staff turnover was very high (see personnel movements EHI). From January to July 1999 three
line
pilots from Westand two
from Eastleft the
Programme. This sudden departureleft
no experienced Pilots in the West and only two in the East. To run aerial activities smoothly the rest of the year, EHI rehired three former experienced pilots after OCP drew the attentionof

this critical situation.With the departure of J. Campbell and the two chief pilots (\{est and East), R. Gorman was nominated as the Project Manager based in Kara. J. Westrbook and D. Cotherman were nominated as Chief pilots for the West and East respectively.
The cooperation and communication between OCP and EHI staff and Management remained excellent.
The

1.5.1 lnsecticide
Consumptionln the Western Zone the consumption of all the product was reduced compared
to
1998. This reduction could be explained by a better controlof
the chemical used. This year, more biological insecticide and etofenprox were sprayedin
orderto
avoid resistanceof S.
damnosum larvaeto
organophosphates.Consequently there was reduction in the consumption of the other 5 products.
ln the Eastern Zone, the consumption of Etofenprox remained the same and Carbosulfan was used less compared
to
last year, while an increased consumptionof
all the other products were registered. The improvement of the susceptibility of the larvae to organophosphates, the good wet season, the extensionof
aerial larvicidingto
include some tributariesof the
Pru, Keran and Mo and the experimental aerial treatment canied out on the Daka for6
weeks (Bief 115), accounted for the increased useof
these 5 products (Table 7 and 8).The overall value of products consumed this year decreased by US$ 567522 (14.5%) as compared with last year.

Losses Refer to:Overall losses due to theft, spillage and contamination decreased considerably compared to the previous year.

ln the Western Zone the biggest part of the loss concerned permethrin and etofenprox. ln Guinea theft of permethrin and etofenprox was carried out differently this year. lnstead of a whole drum being stolen, this time a quantity of 5 to 20 litres were taken from drums leaving the partially empty drums among the full ones. The Aerops team in Odienne have already taken some measures to combact the situation. The field depots inventory will be done if possible every three months in Guinea.
This year, the value of Losses were reduced by approximately 48% (94230US$), but an increased of the value of theft by 36% (13990 US$)was observed compared to 1998.
ln the Eastern Zone overall losses, due to theft, spillage/contamination and package remained high desprte the actions taken by Aerops and operational bases.

Losses due to theft resulted
from
vandalism especially by empting the drum full of 8.t H-14 before taking these empty drums. Most of these misconduct took place at Badou, Titira and Aleheride in Togo.ln 1999, the total value of Losses was increased by approximately 33.5% (18768.3US$), and reduction of the value of theft by 53.5% (8997.8 US$).
The overall losses throughout the OCP, amounted
to
5.3 %of
the consumed product (Westem Zone 6.1%, Eastem Zone 4.5%)and
2.60/oof
the total product handled (West 2.7%, East 2.4 %).As noted last year, drums and/or seals of most of products (phoxim, permethrin, pyraclofos, etofenprox) are
of
poor and even decreasingqualig.
