Une fondation caritative : South Yorkshire Community Foundation

L'organisme de charité South yorkshire community Foundation offre un autre exemple de l'articulation entre l'intervention publique et le secteur volontaire. L'organisme est inspiré de fondations communautaires américaines. Il a été créé en 1986 avec pour objectif d'un côté d'encourager les dons et de l'autre d'accompagner des groupes volontaires dans l'usage de ces fonds et au-delà.

"The aim of the community foundation is to encourage philanthropy, encourage people to give to communities that have more disadvantage than others. Well the aims of the organisation is to put people who care in touch with causes which matter."

L'organisme est inscrit comme "charity organisation" ce qui lui ouvre certains droits et limite ses possibilités d'intervention sur le marché. Il rassemble 14 agents dont une partie se consacre à la recherche des fonds et l'autre à l'allocation des ces fonds à des associations ou à l'aide méthodologique pour la gestion financières ou pour l'évolution des projets.

Yes we’ve been doing this for 21 years so we have our own database of groups that we’ve funded in the past, we fund about 500 groups locally, not the same groups. Charitable organisations, small community organisations, play groups, lunch clubs, sports clubs, those types of things that are trying to do something that helps community spirit, helps people to achieve and enjoy living where they are, so it could be an environmental group that’s friends of a park that go and do work in the park as volunteers to keep it tidy, to make it a nice place to be so that everyone can enjoy it. Community tends to be more related to a neighbourhood, an area that you live in, but that is changing, that has changed in the last five to ten years, but more and more community is becoming what people identify with, so you have for example lesbian and gay communities, you have a lot of on line communities, more and more people are developing links and becoming part of a community that isn’t even fixed in a particular location.

We help them to get a positive answer to an application so the community group, there are certain boxes it has to tick, it has to have a constitution, it has to have child protection policy, it has to have CRB checks, things that have to be in place before we consider funding them. For example they might want to run a play group or a group for young women and they might have all the skills and knowledge which they need to do the task but what they lack is the legal bits behind to become properly constituted so we’ll help with that, on the other hand they might have all of that bit and want to do something that’s a bit different to what they normally do so we’ll help them by introducing them to people who do know.

Pour ce qui concerne les fonds privés, l'association, va au devant des éventuels donateurs. La directrice de la fondation nous a ainsi expliqué les compétences sociales particulière lui permettant de passer d'un moment de la journée à un autre du contact de travailleurs sociaux et de populations exclues à celui des dirigeants industriels ou des représentants de la noblesse dont elle sollicite les dons. Les dons peuvent aussi venir d'appels suite à un événement particulier comme ce fut le cas après les inondations de Sheffield en 2007 qui ont rapporté 1.2 millions de livres.

L'action de la fondation est en partie orientée par les souhaits des donateurs qui peuvent mettre une préférence sur une population particulière (l'aide à l'enfance en difficulté fait partie des thèmes privilégiés), un thème particulier (le sport, les activités qui conduisent les

personnes cibles à retrouver du travail) ou un territoire particulier au sein du territoire de référence qu'est la partie sud du Yorkshire. Cette définition est cependant interactive, un dialogue s'engageant entre la fondation qui présente les projets qui lui paraissent intéressants et les donateurs qui se laissent plus ou moins convaincre. La fondation a aussi l'opportunité d'allouer les fonds non fléchés aux causes ou territoires les moins en vogue pour équilibrer son intervention.

Donors they often have causes which are close to their heart. Not necessarily the programme but an aspiration, so for example one of our funders has an aspiration, they’ll give us money, they’ll prefer it all to be spent in Sheffield, not in South Yorkshire, just in Sheffield which is fine and they want it to be spent on projects which encourage people to aspire to work.

We usually give donors a portfolio of different projects that we’ve been asked to fund to say ‘does this appeal, this group wants to do that, which ones appeal to you?’ and they might say ‘all four’ or they might say ‘those two but I’m not so keen on those’ we work with the donor to try to get as close as possible to their wish.

Les fonds publics représentent toutefois plus de la moitié des aides apportées (environ 60 %, hors année des inondations qui ont fait monter fortement la part des dons privés). L'obtention des fonds publics passe, comme dans le cas de Manor and Castle par la réponse à des appels d'offres pour la mise en œuvre de programmes nationaux. Cependant, dans l'entretien mené, comme dans la présentation du site internet de l'organisme, les apports de fonds publics, sont présentés au même niveau que celles des fonds privés. Il en va de même pour ce qui concerne les contraintes d'orientation de l'usage de ces fonds.

Récemment, l'association s'est vue attribuer la charge de redistribuer des fonds de soutien à l'activisme associatif (Grassroots grants ) pour la région sur Barnsley, Doncaster, Rotherham, et Sheffield. (Le budget national est de 130 millions de livres). On retrouve ici comme pour Manor and Castle, l’attribution à une association d’un fonction de redistribution de fond qui semble éloignée de la pratique française20.
