6. Environmental and social management plan

The table below contains all the activities of the ESMP. These include activities aimed at mitigating negative impacts, activities related to the Complaints Mechanism, environmental and social monitoring activities of the project.

Environmental and social monitoring

The environmental and social monitoring of the project must be integrated into the project's monitoring and evaluation system. However, it would be appropriate to set up an environmental and social monitoring committee at each observation scale. More specifically, it is a question of setting up an environmental and social monitoring committee at the level of the right-of-way (at the level of the installations), another committee at the level of the riparian zone and another committee at the regional level. The composition of the monitoring committee should be as inclusive as possible.

Complaints management mechanism

During the different phases of the project (land acquisition, development and construction, operation) complaints of various kinds may arise. There is therefore a need to establish a specific mechanism to manage these complaints. As part of the project to create this Aggregation and Service Centre, a mechanism for managing complaints related to land acquisition (in connection with the RAP) was set up to manage the various complaints of people affected by the project. The cost of running this mechanism has been included in the overall cost of the ESMP.

Overall estimated budget of the ESMP

The table below shows the estimated cost of the actions of the ESMP in the operational phase. The total cost of the ESMP including the RAP is 1,055,110,264 FCFA.
