L’inscription sur la Liste du patrimoine mondial de l’UNESCO est devenue un label recherché pour la sauvegarde et la valorisation des biens culturels et/ou naturels. La Convention de 1972, se dote d’un Comité du patrimoine mondial en 1976, qui élabore les premières Orientations devant guider la mise en œuvre de la Convention du patrimoine mondial et procède aux premières inscriptions de biens sur la Liste du patrimoine mondial en 1978.
153 pays, sur les 187 qui ont ratifié la Convention, ont proposé avec succès des biens pour inscription sur la Liste du patrimoine, un processus comprenant l’identification, la protection, la conservation, la gestion et la mise en valeur. Presque mille biens sont déjà inscrits, quelques centaines d’autres figurent sur les listes indicatives, répertoire de ce que les gouvernements estiment vouloir proposer pour inscription dans les années à venir. Certains biens y accéderont, beaucoup se contenteront de se valoriser en restant présents quelques années dans cette liste d’attente préalable à l’étude du dossier. Cette démarche autour de la notion de patrimoine mondial de l’UNESCO rencontre une multitude d’attentes et d’espoirs, est considérée comme une étape essentielle pour reconnaître la valeur des lieux et mobiliser les résidents, comme un outil politique pour stimuler des dynamiques territoriales, touristiques, économiques et sociales et pour protéger des sites en péril. Pour le 40ème anniversaire de la Convention du patrimoine mondial, nous proposons de revisiter l’histoire du patrimoine mondial et d’en dessiner les perspectives nouvelles : L’évolution de la demande sociale dans le monde entier, les missions renouvelées du Comité, ses formes de légitimité et la complexité croissante des contenus et formats concernant les propositions d’inscription.
Plusieurs questions se posent : Observe-t-on une demande sociale croissante de patrimoine mondial et si oui, de qui et par qui ? Cette demande sociale induit-elle de nouveaux débats sociaux sur les territoires ? Si oui, en quoi cela symbolise-t-il des changements sociaux, culturels et/ou économiques ? Et plus globalement, ce désir de reconnaissance universelle transforme-t-il le rapport au patrimoine, modifie-t-il notre perception de l’environnement, du paysage mais aussi du monumental et du culturel ? Observe-t-on alors une unité ou plutôt une diversification des usages et des pratiques ? Quel est désormais le rapport du patrimoine mondial avec la mémoire, l'idéologie, l'histoire, la gouvernance et l'espace, mais aussi avec la participation des populations locales et le rôle des communautés ? Que met-on d’ailleurs réellement en valeur dans ces territoires et pour qui ? Pourquoi ? Quelles sont les finalités passées, présentes et à venir de l’inscription sur la Liste du patrimoine mondial ? Le patrimoine mondial favorise-t-il le développement économique, forme-t-il une identité culturelle mondiale, une identité globalisante, globalisatrice et /ou globale ? Ou renforce-t-il l’identité culturelle locale ? Si oui, quelles en sont les composantes interculturelles ?
La multiplication des usages de la notion de patrimoine mondial pose en dernière analyse la question de son équilibre géographique entre les différentes parties du monde et les cultures, de ses ambiguïtés et limites. Elle pose aussi la question de sa typologie en tant que compréhension et perception de la notion de patrimoine.
Enfin, quelle est la relation du patrimoine mondial avec les ressources humaines techniques et financières requises avant et pendant le processus d’inscription puis ensuite, dans la transmission des biens aux générations futures ? Les générations futures se reconnaîtront-elles dans les biens transmis ? Quelle sera la typologie des futures propositions d’inscriptions ? Quelles en seront les origines géographiques et pourquoi?
En somme, comment, pourquoi et avec qui et pour qui construit-on la valeur universelle exceptionnelle? Comment, pourquoi, avec qui et pour qui la construira-ton à l’avenir ?
L’Université de Bourgogne et l’Institut Denis Diderot proposent de ré-interroger les problématiques existantes du patrimoine mondial, dans une perspective variée et internationale, à la fois critique et opérationnelle, réunissant chercheurs et professionnels du projet patrimonial, afin de mieux examiner les enjeux sociaux et culturels en cours.
Pour ce faire, le colloque prévu sur deux jours privilégiera l’articulation d’approches comparatives à l’échelon international. A travers l’étude de propositions d’inscriptions abouties ou en cours, il s’agira aussi d’étudier :
◦ La procédure d’inscription sur la Liste du patrimoine mondial et les choix réalisés en amont par les gouvernements, les stratégies d’établissement des Listes indicatives,
◦ les particularités du patrimoine mondial,
◦ les attentes et les procédés de sensibilisation des publics, des populations et des communautés...etc. Le rôle des communautés locales dans l’inscription des biens sur les Listes indicatives, dans l’élaboration des dossiers d’inscription et dans la mise en œuvre des plans de gestion une fois l’inscription décidée.
