D u r i n g t h e d i s c u s s i o n of Mr. Adam's r e m a r k s s e v e r a l p o i n t s w e r e made. One was t h a t t h e f i r e c o u n c i l e n v i s a g e d i n t h e r e p o r t would b e more c o n c e r n e d w i t h p o l i c l e s r e l a t e d t o i m p l e m e n t i n g t h e recommendations of t h e r e p o r t , w h e r e a s t h e e x i s t i n g f i r e c o u n c i l s a d v i s e t h e b o d i e s t h a t t h e y s e r v e o n s p e c i f i c problems. A p o i n t was a l s o made c o n c e r n i n g t h e need t o f u n d s t a n d a r d s c o ~ n n ~ i t t e e s s u f f i c i e n t l y t o e n s u r e t h a t t e c h n i c a l l y q u a l i f i e d p e o p l e a r e
