EB29.R49 Use of Volunteer Workers in Operational Programmes: Economic and Social Council Resolution 849 (XXXII)

The Executive Board,

Having considered the report of the Director-General and resolution 849 (XXXII) of the Economic and Social Council on the use of volunteer workers in the operational programmes of the United Nations and related agencies designed to assist in the economic and social development of the developing countries,

1. EXPRESSES the opinion that such personnel if properly qualified could, by mutual understanding and arrangements between the governments concerned, be used by recipient countries to augment the staff of their services, pending adequate training of their own personnel;

2. CONSIDERS that, should the Director-General find the services of such staff useful to the Organization in providing assistance to governments, they should have the legal status and the obligations of inter- national civil servants under the Staff Regulations of the Organization.
