The Executive Board adopted at its second session the following resolution:

"The Executive Board,

taking note of the Report of the Working Party, considering the tenas of Regulation 28 of the Provisional Staff Regulations,.

AUTHORIZES the Director-General to enter into negotiations with the Director-General of the International Labour Office, with a view to permitting the World Health Organization, pending

、. definitive arrangewsnts with the United Nations, to make

\ temporary use of the Administrative Tribunal of the International

\ Labour Office for settlement of disputes referred to in the above

\ . ^regulation.11

2. ^ g o t i a t i o n s with ILO started in November 1948. They led to the competent.organ of the ILO, i.e.} the International Labour Conference, agreeing June 1949 that the jurisdiction of the Administrative Tribunal of the ILO can be extended to other intergovernmental intor- national organizations which recognize the jurisdiction of the Tribunal and agree to adopt its Rules of Procedure subject in each particular case to the approval of the Governing Body of the ILO and to the financial and. other safeguards provided for in the Statute of the Tribunal.

To give effect to its decision, the International Labour Conference has approved the necessary amendments to tho Statute of the Tribunal?

3. Under the amended Statute of the Tribunal the Director-General of WHO has to address to the Director-General of the ILO a declaration recognizing, in accordance with the Ш0 Constitution or internal admini- strative rules, the jurisdiction of the Tribunal as well as its Rules of

The First World Health Assembly under Article 28 of the

Provisional Staff Regulations has authorized the Executive Board to designate or, if necessary, to establish a tribunal of an arbitral character until definitive arrangements havo been made with the United Nations• The Executive Board, having at its second session authorized the Director-General to enter into negotiations with the ILO with a view to permitting the World Health Organization to make temporary use of the Administrative Tribunal of the ILO, the Board may now wish to authorize the Director-General to adcirsss to the Director- General of tho ILO the declaration required under the amended Statute of the Tribunal, and to finalize the necessary administrative arrange-,

NOTING with satisfaction that the International Labour Gonferonce at its 32nd session has agreed to extend the jurisdiction of the Administrative Tribunal of the ILO to other intergovommental international organizations which recognize the jurisdiction of the Tribunal and has amended the Statute of this Tribunal

accordingly;

RESOLVES

that in virtue of tho authority delegated to it by the First World Hbalth Assembly in Article. 28 of the Provisional Staff Regulations the Dire с tor-Goneral bg authorized to address to the Director- General of the ILO the declaration required under the amended
