The residual materials master plan was adopted by the agglomeration council in August 2009. The plan is in keeping with the new Québec residual materials management policy, whose major objectives for 2020 include the reduction of organic waste burial through a 60% composting rate.

A public consultation was previously held in 2011 concerning sites in Montréal-Est, Saint-Michel, LaSalle and Dorval. The report on that consultation was made public in April 2012 and is available on the OCPM Web site.

However, owing to Aéroports de Montréal’s refusal to welcome one of the facilities on the intended site, located on City of Dorval territory, a new site was chosen for the western end of the island of Montréal. The present public consultation therefore pertains to the establishment of a closed composting centre in the borough of Saint-Laurent.

The site is located on the north side of Henri- Bourassa Boulevard, near Highways 13 and 40, in an area where industrial and service activi- ties are permitted. The facility, standing at a maximum height of 14m, would have the capacity to treat 50,000 tons or organic waste per year.

The Office de consultation publique de Montréal has been mandated by the agglomeration council to hold a public consultation on the draft by-law authorizing the construction and occupation of a closed organic waste treatment centre on the north side of Henri-Bourassa Boulevard, between Valiquette Street and Thimens Boulevard.

The by-law amends the urban planning by-law of the borough of Saint-Laurent. The mandate was entrusted to the Office in accordance with sections 89 and 89.1.1 of the Charter of Ville de Montréal.

The draft by-law submitted for consultation authorizes the establishment of an organic waste treatment centre on the site in question, under certain conditions. It provides standards pertaining to building sitings and heights, occupation of outdoor spaces and landscaping, as well as planning, architectural and design criteria.
