TWENTY-SECOND WORLD HEALTH ASSEMBLY

DRAFT

FOURTH REPORT OF THE COMMITTEE ON ADMINISTRATION, FINANCE AND LEGAL MATTERS

During its seventh meeting, held on 17 July 1969, the Committee on Administration,

Finance and Legal Matters decided to recommend to the Twenty-second World Health Assembly the adoption of the attached resolutions relating to the following agenda items:

3.13.3 - Members in arrears in the payment of their contributions to an extent which may invoke Article 7 of the Constitution

3.14.2 - Working Capital Fund: Advances made for the provision of emergency supplies to Member States as authorized by paragraph C.l.(3) of Resolution WHA18.14

Supp. 1 - Agreement between the World Health Organization and the Organization of African Unity

Supp. 2 - Appointment of External Auditor

3.16 - Headquarters Accommodation: Future requirements

Supp. 3 - Inclusion of Afghanistan in the Eastern Mediterranean Region

MEMBERS IN ARREARS IN THE PAYMENT OF THEIR CONTRIBUTIONS TO AN EXTENT WHICH MAY INVOKE ARTICLE 7 OF THE CONSTITUTION

The Twenty-second World Health Assembly,

Having considered the reports of the Executive Board-’- and its Ad Hoc Committee^ on Members in arrears in the payment of their contributions to an extent which may invoke the provisions of Article 7 of the Constitution;

3 Having considered also the additional reports by the Director-General;

Noting that the Dominican Republic is in arrears to the extent that it is necessary for the Assembly to consider, in accordance with the provisions of Article 7 of the Constitution and the provisions of paragraph 2 of resolution WHA8.13, whether or not its right to vote should be suspended at the Twenty-second World Health Assembly;

Recalling the provisions of WHA16.20, WHA18.21, WHA19.29, WHA20.31 and WHA21.6; and Having noted the pledge made by the representative of the Dominican Republic concerning the non-payment of its arrears,

1. DECIDES not to suspend the voting rights of the Dominican Republic at the Twenty-second World Health Assembly;

2. URGES the Dominican Republic to regularize its position so that the Executive Board at its Forty-fifth session and the Twenty-third World Health Assembly will not again have to consider its arrears; and

3. REQUESTS the Director-General to communicate this resolution to the Member concerned.

WORKING CAPITAL FUND : ADVANCES MADE FOR THE PROVISION OF EMERGENCY SUPPLIES TO MEMBER STATES AS AUTHORIZED BY PARAGRAPH C.l(3) OF RESOLUTION WHA18.14

The Twenty-second World Health Assembly,

NOTES the report of the Director-General1 on the provision of emergency supplies to Member States, presented in accordance with the requirements of resolution WHA18.14.

AGREEMENT BETWEEN THE WORLD HEALTH ORGANIZATION AND THE ORGANIZATION OF AFRICAN UNITY1

The Twenty-second World Health Assembly,

Considering Articles 50 (d) and 70 of the Constitution of WHO,

APPROVES the proposed agreement to be concluded between WHO and the Organization of African Unity.

Requires a two-thirds majority of the Members present and voting.

APPOINTMENT OF EXTERNAL AUDITOR

The Twenty-second World Health Assembly ,

1. RESOLVES that Mr Lars Breie be appointed External Auditor of the accounts of the World Health Organization for the three financial years 1970 to 1972 inclusive, to make his audits in accordance with the principles incorporated in Article XII of the Financial Regulations, with the provision that should the necessity arise, he may designate a representative to act in his absence; and

2. EXPRESSES its gratitude to Mr. Breie for the excellent quality of the work which he has performed for the Organization.

HEADQUARTERS ACCOMMODATION: FUTURE REQUIREMENTS

The Twenty-second World Health Assembly,

1. NOTES the report of the Director-General with regard to the future requirements of headquarters accommodation and the resolution1 adopted by the Executive Board at its Forty-third session on this subject; and

2. REQUESTS the Director-General to keep the Board and the Assembly informed of further developments.

INCLUSION OF AFGHANISTAN IN THE EASTERN MEDITERRANEAN REGION The Twenty-second World Health Assembly,

Having considered the request from the Government of Afghanistan for the inclusion of that country in the Eastern Mediterranean Region,

DECIDES that Afghanistan shall form part of the Eastern Mediterranean Region.
